The SOL covers non-EEA migration for highly skilled roles. The sources are publicly available through the website of the Royal College of Veterinary Surgeons (RCVS).</p><p> </p><p>The number of vets who may be required after the UK leaves the EU varies according to the range of scenarios.</p><p> </p><p>We anticipate some extra demand would be created in the unlikely event that the UK does not reach a deal with the EU relating to the certification of animals and animal products for export to the EU. RCVS has announced its agreement to a proposal from Defra for the creation of a new type of a supporting officer role in aid of the export certification work. For entry into the UK the current pet travel health requirements will continue to apply, although additional controls could be considered at a later date</p><p><br> The UK harmonised with the EU Pet Travel Scheme (PTS) rules in 2012. In 2011 we made an assessment of the risk of rabies introduction to the UK. This assessment concluded that the risk of an animal with rabies entering the UK under the PTS was very low. Since then, there have been no cases of rabies in pets entering the UK under the PTS. However, the Government continues to monitor the disease situation and will undertake a further formal risk assessment if evidence indicates that one is warranted.</p><p><strong> </strong></p><p>When the UK leaves the EU it will be a third country. This means pet animals entering the EU from the UK would need to continue to follow the rules of the PTS. On 24 September this year a Technical Notice ‘<a href="https://www.gov.uk/government/publications/taking-your-pet-abroad-if-theres-no-brexit-deal/taking-your-pet-abroad-if-theres-no-brexit-deal" target="_blank">Taking your pet abroad if there’s no Brexit deal</a>’ was issued. If we were to provide this data, it would involve working with 24 recruitment leads across Defra, therefore could only be obtained at disproportionate cost. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Environment Agency (EA) does not have a remit to tackle illegal use of drugs but is involved in a number of initiatives which may help reduce their entry into the River Thames.</p><p> </p><p>The Thames Tideway Tunnel, which is currently in construction and will be operational by 2023, will significantly reduce the frequency and volume of discharges of storm sewage and improve water quality in the tidal Thames. This will reduce levels of associated chemicals in the tidal river.</p><p> </p><p>The EA is working with Thames Water and other water companies to undertake extensive investigations, to assess a wide range of chemicals entering rivers through wastewater treatment works. The investigations have shown that wastewater treatment works significantly reduce the concentrations of many chemicals before they are discharged to rivers. In 2017 there were 50 tonnes exported and in 2018 there were 35 tonnes exported.</p><p> </p><p>The UK has banned shark finning through the EU Council resolution 605/2013 that states that all sharks must be landed with their fins naturally attached to the carcass to reduce the risk of finning occurring. We continue to champion this provision being adopted globally.</p><p> </p><p>There are no legal constraints on exporting shark fins from the UK per se. However, we have domestic legislation (e.g. the Wildlife and Countryside Act and the Tope Order) which places emphasis on conservation of threatened or endangered species, establishing a legal framework for the protection of such species as well as jurisdiction over fisheries.</p><p> </p><p>In addition to domestic legislation, there is regional protection through rules in the Common Fisheries Policy – either through prohibitions, catch limits and/or gear restrictions (e.g. deep sea net restrictions), and through Regional Fisheries Management Organisations (RFMOs).</p><p> </p><p>We also have international protection through a number of agreements such as the Convention on the International Trade in Endangered Species (CITES), the Convention of Migratory Species (CMS) and the Sharks MoU.</p><p> </p><p>The UK continues to press for stronger regional and international controls. The UK played a leading role in successfully championing the listing of an additional 18 shark species to appendix II of CITES at the Conference on Parties in August this year. Ascertaining the extent of the ALDFG that ends up in UK waters faces a number of challenges, including the movement of ALDFG with ocean currents. One of the best indicators is the Marine Conservation Society’s beach clean data, which indicate that fishing-related litter is amongst the ten most prevalent items recorded on UK beaches.</p><p><ins class="ministerial">Defra recognises addressing ALDFG as a key priority. We are an active member of the Global Ghost Gear Initiative (GGGI): a pioneering and cross-cutting initiative that engages with communities around the world to collaboratively address the problem. There has been no formal assessment of the effectiveness of the landing obligation, however, there has been considerable progress in quantifying challenges such as choke risks and developing solutions to mitigate their impact. Solutions include enhancing and promoting the use of gear selectivity measures and maximising the use of quota management flexibilities to ensure quota is used efficiently and effectively to mitigate choke risks.</p><p> </p><p>Since January 2018, the MMO recorded a total of 132 infringements related to the landing obligation: of which 2 resulted in no further action, 24 resulted in a written rebrief, 104 resulted in a verbal rebrief and 2 are under investigation. Minor works to reduce the risk of scour have now been completed. The work was funded from the Dawlish Warren Beach Management Scheme budget.</p><p>There is currently no requirement for major works. However, further works to adapt the site to become more sustainable to future storms will be needed in the future. The Environment Agency will continue to monitor the site closely and liaise with local stakeholders to respond and adapt to changes where possible.</p><p>Earlier this year the Government made £80 million available to Network Rail for enhancing the Dawlish coastal defences. As the system enters full usage and fishers get used to the system, the data gathered from it will be used to cross check data from sales notes. For at least the current quota management year catch records will be used to supplement but not replace sales note data in tracking uptake and setting limits.</p><p> </p><p>As the catch records capture a complete record of landings, any species or landing undeclared on a sales note will be taken from the catch record. 	answer	answer is ministerial correction date of answer 18/02/2020 answer text <p>The Agriculture Bill will introduce ambitious new schemes in England, based on the principle of “public money for public goods”, which will allow us to reward farmers and land managers who protect our environment, improve animal welfare and produce high quality food in a more sustainable way.</p><p> </p><p>Our Environmental Land Management (ELM) scheme is the cornerstone of our new agricultural policy. Founded on the principle of “public money for public goods”, ELM is intended to provide a powerful contribution to achieving the goals of the 25 Year Environment Plan and commitment to net zero carbon emissions by 2050, while supporting our rural economy.</p><p> </p><p>We are working closely with a range of environmental and agricultural stakeholders to collaboratively design the new ELM scheme so that it is fit for purpose. We are currently running a programme of Tests and Trials, the priorities for which are the building blocks we will need for the National Pilot, due to commence in late 2021 and run to 2024. The National Pilot will provide a critical opportunity to test and refine the scheme design prior to full roll out of the ELM scheme in late 2024 across England.</p><p> </p><p>Clause 3 of the Agriculture Bill provides the Secretary of State with the power to make regulations to check, enforce and monitor the conditions of financial assistance provided under the Bill. This includes the power to establish a mechanism for appealing against decisions. Clauses 4 to 6 of the Bill also require the publication of multi-annual financial assistance plans, annual financial reports and impact and effectiveness reports.
