	answer	answer is ministerial correction date of answer 08/11/2022 answer text <p>The Government is committed to implementing entitlement to Neonatal Leave and Pay as soon as possible. HMRC cannot begin delivery until the Neonatal Care (Leave and Pay) Bill has Royal Assent. Provisions in the Bill bring this new statutory payment within scope of HMRC’s legal functions, giving it the authority to incur costs.</p><p> </p>HMRC will need to make changes to their IT systems for the administration, payment and reporting of Neonatal Pay, as well as supporting customers with a calculator, a new suite of online forms and updated guidance. HMRC also need to draw up and publish requirements for external developers, who will need to build Neonatal Leave and Pay into their payroll software products so that employers can administer Neonatal Leave and Pay through payroll. The Government is deeply concerned about the severity of violations of Freedom of Religion or Belief in many parts of the world. In recent years we have seen reports of a particular rise in the persecution of Christians. The Foreign Secretary recently asked the Bishop of Truro to conduct an independent global review into the persecution of Christians. The review will provide recommendations on the additional practical steps the FCO can take to support persecuted Christians. In Pakistan, we remain deeply concerned by the misuse of blasphemy laws, and that religious minorities, including Christians, are disproportionately affected. The harsh penalties for blasphemy, including the death penalty, add to these concerns.</p><p>We regularly raise our human rights concerns with the Government of Pakistan at a senior level. My colleague, Lord Ahmad of Wimbledon, the Prime Minister's Special Envoy for Freedom of Religion or Belief, raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan's Human Rights Minister in February 2019.</p><p>To ensure the United Kingdom is providing the right levels of support to persecuted Christians overseas, the Foreign Secretary asked the Bishop of Truro, Rt Revd. Philip Mounstephen, to carry out an independent review. Together with eight existing schemes, this will mean 48 hospitals by the end of the decade, the biggest hospital building programme in a generation.</p><p>In addition to this, multi-year funding to 2024/25 of £1.7 billion has been secured for over 70 hospital upgrades, including health centres, to improve health infrastructure across the country over the long term. The aim of this investment is to modernise and transform the NHS’s buildings and services by funding physical upgrades across the country.
