Friend the Parliamentary Under-Secretary of State for Children and Families is responsible for special educational needs and disability issues within the Department for Education. He has had numerous meetings with the parents of disabled children to discuss a wide range of issues. I have regular meetings with all of my ministerial colleagues on subjects of mutual interest.</p><p> </p><p>The guidance in the draft Special Educational Needs and Disability Code of Practice includes a separate chapter on the early years and also makes clear that local authorities must include details of childcare for disabled children in their local offer of support for children who are disabled or have special educational needs.</p> more like this

From September 2014, two-year-olds will be eligible if they have a current statement of special educational needs (SEN) or an education, health and care plan (EHCP) or if they get Disability Living Allowance. The Government is determined to ensure that all children are able to benefit from their government-funded early education, and local authorities have the necessary funding, including in the high-needs block of the dedicated schools grant, to secure this.</p><p> </p><p>The Government published Childcare and Early Years Survey of Parents 2012/13 in January 2014, which contains a range of information about the views of parents with disabled children about childcare. The survey contained information about access to childcare, including flexible and holiday care, the quality and affordability of this care. star this property answer text <p>I refer the honourable member to my response to my response to a Parliamentary Question (106916) on 16 October, which gives the number of live Tax-Free Childcare accounts.</p><p> </p><p>The table below shows the estimated number of families with a youngest child aged under 7, 8, 9, and 10-11 who will be eligible for Tax-Free Childcare in 2018/19. However, not all of these families will use formal childcare or will be better off on Tax-Free Childcare and take-up is therefore expected to be lower.</p><p> </p><table><tbody><tr><td><p>Age of youngest child</p></td><td><p>Families eligible for TFC</p></td></tr><tr><td><p>Under 7</p></td><td><p>1,580,000</p></td></tr><tr><td><p>7</p></td><td><p>160,000</p></td></tr><tr><td><p>8</p></td><td><p>170,000</p></td></tr><tr><td><p>9</p></td><td><p>140,000</p></td></tr><tr><td><p>10-11</p></td><td><p>200,000</p></td></tr></tbody></table><p> </p><p>On 15 November the government announced that Tax-Free childcare will be fully rolled out to all eligible parents by the end of March 2018.</p><p> </p><p>Eligibility projections for Tax-Free Childcare cannot be broken down by Local Authority.</p>
