The GMC are clear that all doctors should have a good understanding of a wide range of mental and physical health conditions, including those related to nutrition and eating disorders. The outcome requirements set by the GMC for all stages of United Kingdom medical education and training require medical students and doctors in training to be able to identify and act where adults and children are vulnerable. These outcomes have recently been revised and include more emphasis on mental health and nutrition.</p> more like this

The Withdrawal Agreement allows us to deliver on the result of the referendum, and means that we will leave the EU in a smooth and orderly way on 29 March 2019.</p><p> </p><p>On 18 June, the Prime Minister set out that the National Health Service in England will receive an increase in funding over the next five years that equates to over £20 billion additional real terms funding a year by 2023-24.</p><p> </p><p>The Withdrawal Agreement and the Political Declaration lay the foundation for a strong NHS.</p> more like this

star this property answer text <p>We do not want or expect a no deal scenario. However, it is the duty of a responsible Government to continue to prepare for a range of potential outcomes, including the unlikely event of no deal. Extensive work to prepare for a no deal scenario, including contingency planning, has been under way for over two years and we are taking necessary steps to ensure the country continues to operate smoothly from the day we leave.</p><p> </p><p>At Autumn Budget 2017, HM Treasury made an additional £3 billion of funding available over the next two years – £1.5 billion in each year – so that Departments and the devolved administrations can continue to prepare effectively for European Union exit.</p><p> </p><p>That is in addition to the £700 million previously made available to prepare for EU exit at Autumn Budget 2016.</p><p> </p><p>In the Spring Statement on 13 March 2018, my Rt. hon. Friend the Chief Secretary to the Treasury (Elizabeth Truss) laid a Written Ministerial Statement, <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statements/?page=1&amp;max=20&amp;questiontype=AllQuestions&amp;house=commons%2clords&amp;uin=HCWS540" target="_blank">HCWS540</a>, setting out the full Departmental allocations of the £1.5 billion for 2018/19. HM Treasury approved £21.1 million of funding for the Department of Health and Social Care preparations for EU exit in 2018/19. The Department is preparing for all eventualities and the resources available to support preparations are kept under constant review.</p><p> </p><p>The Autumn Budget 2018 confirmed an additional £500 million of cross-Government EU exit funding for 2019/20, meaning the Government will have invested over £4 billion in preparing for EU exit since 2016.</p><p> </p><p>This funding will help Departments manage pressures and contingencies arising from EU exit preparations which fall in the 2019/20 financial year, as well as ensuring that the United Kingdom is prepared to seize the opportunities available when the UK leaves the EU.</p>

The guidance makes it clear that the Government is working with industry to ensure a continued supply of medicines from the moment the United Kingdom leaves the European Union and therefore, community pharmacies and the National Health Service should not stockpile additional medicines and patients should not store additional medicines at home. star this property answer text <p>On 23 August 2018, the Department wrote to all pharmaceutical companies that supply prescription only medicines and pharmacy medicines to the United Kingdom that come from, or via, the European Union or European Economic Area (EEA) asking them to ensure a minimum of six weeks’ additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019.</p><p> </p><p>We recognise, however, that certain medicines with short shelf lives, including medical radioisotopes, cannot be reasonably stockpiled. Where these medicines are imported from the EU or EEA, we have asked that suppliers prepare plans to air freight these medicines from the EU, that can be implemented in the event of a ‘no deal’ exit.</p><p> </p><p>Since then we have received very good engagement from industry who share our aims of ensuring continuity of medicines supply for patients is maintained and able to cope with any potential delays at the border that may arise in the short term in the event of a ‘no deal’ exit. We recognise that information received from companies about medicines and supply chains is commercially sensitive; therefore, it is not appropriate to release this information publicly.</p><p> </p><p>We expect supply chains for air-freighted medicines from the EU/EEA to the UK to operate as they do now.</p>

star this property answer text <p>The Government is working to ensure that patients can expect the same continuity of supply of medicines that they currently experience as a member of the European Union after we leave. Therefore, as a responsible Government, we continue to prepare for all scenarios including leaving without any deal.</p><p> </p><p>We understand that Naproxen is vitally important to many people in this country. Our contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the EU. We have received very good engagement from industry who share our aims of ensuring continuity of medicines supply for patients is maintained, and that companies are able to cope with any potential delays at the border that may arise in the short term in the event of a ‘no deal’ EU exit.</p><p> </p><p>In August 2018, the Department wrote to pharmaceutical companies asking them to stockpile six weeks additional supply of all prescription-only and pharmacy medicines which enter the UK from, or via, the EU or European Economic Area (EEA) over and above their business as usual stocks by 29 March 2019, to ensure that the supply of all medicines to patients, including Naproxen, is not disrupted.</p><p> </p><p>Additionally, in December 2018, we wrote to all pharmaceutical companies that supply prescription-only medicines and pharmacy medicines to the UK that come from, or via, the EU or EEA, as well as UK manufacturers of medicines currently using the short-Straits crossings into Dover and Folkestone, to inform them of the Government’s updated reasonable worst-case scenario border disruption planning assumptions. We will continue to work closely with these companies in order to ensure continuity of supply of all medicines to patients is maintained.</p>

star this property answer text <p>The Department recognises that staff shortages can mean trusts are required to recruit temporary staff through agencies to maintain safe staffing levels. Whilst a certain degree of temporary staffing is desirable to efficiently manage variable demand, engaging these staff through recruitment agencies is expensive, meaning trusts cannot always secure value for money.</p><p> </p><p>To manage this cost, we are working with NHS Improvement to implement a number of measures to reduce agency expenditure and to support trusts to develop their own in-house staff banks, whereby individuals directly employed by the National Health Service can be deployed to fill a temporary shift, avoiding agency commission and the premium often charged by agencies. As a result of this work, total agency expenditure across NHS trusts in England has fallen from a peak of £3.6 billion in 2015/16 to £2.4 billion in 2017/18 – a £1.2 billion reduction.</p><p> </p><p>The NHS Improvement Agency Programme is committed to further reducing agency spend by monitoring trusts’ compliance with the Agency Rules and supporting them to develop their in-house banks in a way that makes better use of workforce deployment technology, such as e-rostering and acuity modelling.</p>

star this property answer text <p>The Department has noted the Nuffield Trust’s blog ‘Are parts of England 'left behind' by the NHS?’.</p><p> </p><p>The Government wants to ensure everyone from all walks of life has the same opportunity for a long, healthy life. The Department’s prevention vision puts prevention at the heart of the nation’s health, shifting the focus from treatment of individual conditions to improving long term health and putting more resource into primary and community care.</p><p> </p><p>The NHS Long Term Plan sets out how the National Health Service will develop over the coming years and take stronger action surrounding health inequalities. NHS England has committed to ensuring a higher share of funding goes towards geographies with high health inequalities. This funding is estimated to be worth over £1 billion by 2023/24.</p><p> </p><p>Additionally, NHS England will commission the Advisory Committee on Resource Allocation to conduct and publish a review of the inequalities adjustment to the funding formulae.</p>

star this property answer text <p>NHS England worked closely with the Royal College of Paediatrics and Child Health during the development of the NHS Long Term Plan and will continue to work closely with the College on implementation. The NHS Long Term Plan sets out the ambition for local areas to design and implement models of care that are age appropriate, closer to home and bring together physical and mental health services. Sustainability and Transformation Partnerships will now produce local plans for how they will meet the commitments of the Plan.</p><p> </p><p>It is for health and care leaders and clinicians to decide how best to meet their plan objectives for their local populations. We would expect children and young people’s interests to be appropriately considered at both Sustainability and Transformation Partnership and Integrated Care System level.</p> more like this

star this property answer text <p>It is the responsibility of National Health Service trusts to have staffing arrangements in place that deliver safe and effective care. This includes recruiting the staff needed to support these levels and meet local needs.</p><p> </p><p>My Rt. hon. Friend the Secretary of State for Health and Social Care has commissioned Baroness Dido Harding, working closely with Sir David Behan, to lead a number of programmes to engage with key NHS interests to develop a detailed workforce implementation plan. These programmes will consider detailed proposals to grow the workforce, including consideration of additional staff and skills required, build a supportive working culture in the NHS and ensure first rate leadership for NHS staff.</p><p> </p><p>Over the next five years, NHS England will use health inequalities adjustments to the national funding formula to disproportionately target funds at areas with high health inequalities. This means an estimated £1 billion a year being invested in these local areas by 2023/24. In exchange, those clinical commissioning groups in receipt of additional health inequalities funding – and the sustainability and transformation partnerships and integrated care systems of which they are a part – will for the first time be required to set out transparently how this extra funding is being targeted to improve equity of access and outcomes for inclusion health groups and underserved communities. Furthermore, all local health systems will be expected to set out during 2019 how they will specifically reduce health inequalities by 2023/24 and 2028.</p>

star this property answer text <p>The Government remains committed to leaving the European Union with a deal. Under the conditions of the Withdrawal Agreement, there will be a two year Implementation Period within which the Government will negotiate the United Kingdom’s future relationship with the EU. During the Implementation Period, there will be no change to the current trading arrangements with the EU and European Economic Area, meaning the supply of medicines and medical products will continue unhindered.</p><p> </p><p>However, as a responsible Government, we are preparing for all exit scenarios, including the possibility that the UK leaves the EU without a deal. In December 2018, the Government announced that preparations were being put in place to mitigate against the potential for up to six months of severe disruption to the short strait crossing routes via Dover and Folkestone. Additional freight capacity on roll-on, roll-off routes has now been secured, and there is cross-Government agreement that all medicines and medical products will have priority access to this capacity, ensuring continuity of supply for patients is maintained.</p>
