star this property answer text
We do not expect there to be Barnett consequential payments arising from the third runway itself at Heathrow Airport, because the scheme is privately financed.

Heathrow Airport Ltd has also pledged to meet the costs of any surface access proposals that are essential to deliver airport expansion. Where projects have wider public benefits, the Government will consider the need for additional public funding on a case by case basis in line with the Aviation Policy Framework. For any additional UK Government spending the Barnett formula will be applied in the usual way at the appropriate time.
more like this

star this property answer text
The devolved administrations will receive a fair share of the money raised by the levy and it will then be for them to decide how to use it in their own administrations. We are also working with the devolved administrations to ensure that funding for apprenticeships works for employers and learners wherever they are in the UK. The funding policy we announced on 25 October will allow employers in England to use their levy funds to train apprentices from elsewhere in the UK, provided they are working in England. We are aiming to agree reciprocal arrangements with devolved administrations.
more like this
