We would expect NDPB employees to be able to raise any such concerns through their organisation’s existing systems, as they would any other issue that may affect them.</p><p> </p><p>Policy and products about whistle-blowing and raising a concern have been made available to Civil Service departments. The products include a specific policy and FAQs for employees of Non-Departmental Public bodies (NDPBs). The guidance encourages employees of NDPBs to report perceived wrongdoing within their organisation, including a breach of the organisation's core values. An employee should raise these types of concern with their line manager straight away. If the employee feels that it is not appropriate to raise a concern with their manager, they can raise it with another senior manager or directly with a Nominated Officer within their parent department. 	answer	answer is ministerial correction date of answer 12/07/2017 answer text <p>In England, local clinical commissioning groups (CCGs) are responsible for commissioning wheelchair services for their local populations and funding for these services is determined locally.</p><p> </p><p>NHS England’s wheelchair operational data collection is designed to enable the gathering and dissemination of data that can be used for benchmarking and improving the commissioning of wheelchair services and outcomes for wheelchair users. The data collection, which has been undertaken since July 2015, is available as an online only resource.</p><p> </p><p>NHS England is setting targets for CCGs for improvements in wheelchair provision. In the planning guidance issued to the National Health Service in September 2016, CCGs have been asked to describe how they will halve the number of children waiting 18 weeks or more by Q4 2017/18 and eliminate 18 week waits for wheelchairs by the end of 2018/19.</p><p> </p><p>As part of comprehensive plans for the expansion of personal budgets, a specific personal health budget for wheelchair users has been developed. The personal wheelchair budget model introduces potential for using wider-system resources to support individuals’ whole needs. All providers of regulated activities must be registered with the CQC and meet the registration requirements. The 16 safety and quality requirements set out in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 include a requirement for the deployment of sufficient numbers of suitably qualified, competent, skilled and experienced persons.</p><p> </p><p>In July 2016, the National Quality Board published <em>Supporting NHS providers to deliver the right staff, with the right skills, in the right place at the right time: Safe, sustainable and productive staffing</em>. 	answer	answer is ministerial correction date of answer 18/07/2017 answer text <p>The information requested could be provided only at disproportionate cost as central records are not kept for all aspects of the management of prisoners sentenced to an indeterminate sentence of Imprisonment for Public Protection (IPP).</p><p> </p><p>HM Prison and Probation Service (HMPPS) and the Parole Board will continue to work together to improve the progression of IPP prisoners. This group continue to achieve release in high numbers, with 576 first time IPP releases in 2016, the highest figure since the sentence was introduced.</p><p> </p><p>HMPPS will continue to invest in interventions to assist prisoners to both reduce their risk and demonstrate such progression to the Parole Board. However, it is important to remember that it is not mandatory for IPPs to complete accredited offending behaviour programmes in order to achieve release.
