star this property answer text <p>The Department is committed to supporting claimants with Learning Disabilities and/or Autism move closer to the labour market or into work.</p><p><strong> </strong></p><p>The increased number of work coaches will help the newly unemployed and also enable us to continue supporting those with complex needs, and to work with partners to ensure they get the help they need. People in particular disadvantaged groups will continue to benefit from support via the increased Flexible Support Fund and priority early access to the Work and Health Programme. In addition, claimants with learning disabilities are also able to access Intensive Personalised Employment Support (IPES) if they are further from the labour market.</p><p><strong><em> </em></strong></p><p>From April 2021, we have strengthened our Disability Employment Adviser (DEA) role to include delivering direct support to claimants who require additional work related support and advice above our core work coach offer. DEAs continue to support all work coaches to deliver tailored, personalised support to all claimants with a disability or health condition. Since May, we are increasing our DEA resource from 685 nationally with the aspiration to reach 1000.</p><p> </p><p>We have a number of initiatives and schemes to support claimants with health conditions such as:</p><p> </p><ul><li>Intensive Personalised Employment Support provision provides highly personalised packages of employment support for disabled people who want to work but have complex needs or barriers and require specialist support to achieve sustained employment.</li><li>Access to Work is a demand-led discretionary grant scheme that provides funding for the extra disability-related costs people have when starting work or maintaining employment. It can also support disabled people on an apprenticeship, Department for Education supported internship or traineeship</li><li>The Department delivered the Local Supported Employment Proof of Concept, run in partnership with 9 local authorities from November 2017 to May 2019. It was based on the “Place and Train” model of supported employment. This aimed to test whether the Department, in partnership with Local Authorities (LAs), could increase delivery of high-quality supported employment for people with a learning disability or autism who are known to adult social care, or those in contact with secondary mental health services. The proof of concept also aimed to help spread best practice among LAs. Following the successful proof of concept, the Department is looking to develop an area based trial with 20 LAs. The trial was paused because of the coronavirus pandemic</li><li>Supported Internships are aimed at young people ability/autism who have an Education, Health and Care (EHC) plan and they usually last for 12 months. Support from a specialist job coach and other costs may be funded through Access to Work if necessary. Whilst the Department for Education lead on this the Department provides support through Access to Work funding</li><li>Through the Disability Confident scheme, the Department is engaging with employers and helping to promote the skills, talents and abilities of people with autism and associated conditions. Through the scheme, the Department is providing advice and support to help employers feel more confident about employing disabled people, by signposting them to appropriate advice guidance and support.</li><li>The increased number of work coaches will help the newly unemployed and also enable us to continue supporting those with complex needs, and to work with partners to ensure they get the help they need</li><li>People in particular disadvantaged groups will continue to benefit from support via the increased Flexible Support Fund and priority early access to the Work and Health Programme</li></ul><p> </p><p> </p>

It was set up to award financial assistance to members of eligible defined benefit pension schemes which started to wind up underfunded between 1 January 1997 and 5 April 2005. Since it was established, the FAS has been extended and improved several times, making the financial help more generous and encompassing more schemes and members. Therefore, the Government does not intend to take any steps in response to the Pensions Action Group.</p> more like this

star this property answer text <p>The Secretary of State for Wales has regular discussions with colleagues in the Welsh Government on a wide range of subjects, including the request for additional financial assistance to make coal tips safe.</p><p> </p><p>The Secretary of State for Wales met with the Welsh Government Minister for Finance and Local Government on 20 October 2021, where they discussed this matter, among others. The matter was also discussed at the recent Coal Tip Safety Summit which was co-chaired by the Secretary of State for Wales and the First Minister. The Secretary of State reiterated that the management of coal tips in Wales is a devolved matter and therefore not a matter the UK Government would expect to provide additional funding for. Nevertheless, as a testament to our commitment, we provided £31 million to the Welsh Government to ensure that vital work to help with the unforeseen consequences of Storm Dennis could be delivered.</p><p> </p><p>The Welsh Government is more than adequately funded to manage the costs of its devolved responsibilities. The UK Government has provided the Welsh Government with an additional £2.5 billion a year over the SR21 period through the Barnett formula. This spending review settlement provides Welsh Government with around £120 per person for every £100 of equivalent funding in England, which is over 20% higher than equivalent funding in England. This is around £1 billion per year more than the agreed level of fair funding set out in the Welsh Government's fiscal framework. Therefore, the Welsh Government can pay for coal tip maintenance and still have more than fair funding for their other devolved responsibilities.</p><p> </p><p> </p>

star this property answer text <p>The UK Shared Prosperity Fund (UKSPF) will replace the European Regional Development Fund and the European Social Fund. It will ramp up to £1.5 billion a year in 2024-25 as EU Structural Funds tail off and total funding will at a minimum match the size of EU Funds in all nations, each year. UKSPF funding in the next Spending Review period will total over £2.6 billion.</p><p> </p><p>The UKSPF is key to levelling up the whole of the UK. It will help people access opportunity in places in need, such as former-industrial areas, deprived towns, rural and coastal communities and for people in disadvantaged groups across the UK. Further details about the Fund will be set out later this year.</p><p> </p><p>In addition to the UKSPF, Wales will also receive £121 million from the first round of the Levelling Up Fund, £46 million from the UK Community Renewal Fund and £464,000 from the Community Ownership Fund. We are also providing the Welsh Government with an additional £2.5 billion per year on average through the Barnett formula, on top of its annual baseline funding of £15.9 billion. These are the largest annual block grants of any spending review settlement since devolution began.</p><p> </p><p> </p>

The only deadline we have set is to hold the referendum by the end of 2017. The Government has made no decisions on the date, except to specifically rule out holding it on 5 May 2016 or 4 May 2017.</p><p> </p><p>As the Foreign Secretary has said – ultimately, the decision will be made by the House, as the date will be decided by a statutory instrument brought before it.</p> more like this

The Wales Bill delivers on most of the Silk Commission’s part one recommendations and the Government is currently considering the Commission’s part two recommendations that do not require primary legislation.</p><p>Any further changes to the devolution settlement in Wales, including consideration of the recommendations in the Silk Commission’s second report that do require primary legislation are matters for the next Parliament and should therefore inform party manifestoes for next year’s General Election.</p><p> </p> more like this

star this property answer text <p>Our response to Covid-19 needs to be UK-wide and that is why UKG has so far announced almost £7 billion of additional funding to the devolved administrations to support people, business and public services in Scotland, Wales and Northern Ireland. This means £3.5 billion for the Scottish Government, £2.1 billion for the Welsh Government and £1.2 billion for the Northern Ireland Executive.</p><p> </p><p>This is in addition to the UK-wide measures that the people and businesses in Scotland, Wales and Northern Ireland will benefit from, including the Job Retention Scheme, Self-Employment Income Support Scheme and Business Interruption Loan Scheme.</p><p> </p><p>Following agreement with the devolved administrations, the Department of Health and Social Care is procuring tests, Personal Protective Equipment (PPE) and ventilators on a UK-wide basis. The devolved administrations will therefore receive a share of this equipment, rather than a share of the funding.</p> more like this

star this property answer text <p>The department for Business, Energy and Industrial Strategy will confirm the Coal Authority’s funding for the 2021 Spending Review (SR21) period in due course.</p><p> </p><p>However, as set out in the Statement of Funding Policy, the Barnett formula is applied to changes in UK Government departments’ funding, not to total spending on individual programmes. Barnett consequentials therefore just represent the changes in the Welsh Government’s block grant funding, rather than being the total funding provided.</p><p> </p><p>As a result of changes in UK Government departments’ funding, the UK Government is providing an additional £2.5 billion per year on average over the SR21 period to the Welsh Government through the Barnett formula, on top their £15.9 billion annual baseline. As noted in response to a previous question on this matter (HL3703) the Welsh Government is therefore more than fairly funded to deal with all devolved responsibilities, including coal tips. It is however for the Welsh Government to allocate this funding as they see fit across their devolved responsibilities.</p>

star this property answer text <p>The UK has a proud history of providing protection to the most vulnerable people. To support those fleeing Russia’s invasion of Ukraine, the Home Office has launched the Ukraine Family Scheme to allow thousands of families to be reunited in the UK. The Scheme allows immediate and extended family members of British nationals and people settled in the UK to come to the country. Those joining family through the Scheme will be granted leave to remain for 3 years, giving them certainty and ensuring their future in the country. The Scheme is free, and does not include any salary or language requirements.</p><p> </p><p>Additionally, a new sponsored humanitarian visa route will be established to allow communities, private sponsors or local authorities to sponsor people to come the UK from Ukraine. The Treasury is working closely with departments across government on the design and funding of these new routes.</p><p> </p><p>In addition to these changes to the immigration system, the government has already committed around £400m to support the current crisis in Ukraine. This includes up to £220m in much-needed humanitarian aid, which will help aid agencies respond to the deteriorating humanitarian situation, saving lives, protecting vulnerable people and creating a lifeline for Ukrainians with access to basic necessities. It also includes a commitment to match-fund the public’s first £20m of donations to the DEC Ukraine Humanitarian Appeal, our largest ever aid-match contribution. UK government humanitarian experts have also been deployed to the region to bolster the UK's support to countries receiving those fleeing the violence in Ukraine.</p>

star this property answer text <p>Spending Review 2021 set the largest annual block grants, in real terms, of any spending review settlement since the devolution Acts in 1998. The Welsh Government is receiving an average of £2.5bn per year through the Barnett formula on top of £15.9bn annual baseline, enabling further investment across Wales in areas such as schools, housing, transport, health and social care. This also means the Welsh Government’s funding per person is around 20% higher than equivalent UK Government funding in England.</p><p> </p><p>It is for the Welsh Government to allocate their funding in devolved areas as they see fit. The Welsh Government will take their own decisions on managing and investing available resources, reflecting their priorities and local circumstances, and they are accountable to the Senedd for these decisions.</p><p> </p><p>The Welsh Government and HM Treasury maintain a regular dialogue throughout the year giving the Welsh Government opportunity to discuss any issues related to the financial settlement for 2022-23.</p>

star this property answer text <p>Spending Review 2021 set the largest annual block grant, in real terms, of any spending review settlement since the devolution Acts. This provided the Welsh Government with £2.5 billion in 2023-24 through the Barnett formula, on top of their £15.9 billion baseline. They also received over £320 million of ringfenced non-Barnett funding for 2023-24 for farming and fisheries.</p><p> </p><p>On top of this settlement, the Welsh Government have received an additional £745 million through the Barnett formula for 2023-24, largely as a result of decisions made at Autumn Statement 2022 and Spring Budget 2023. They have also received around £450 million in non-Barnett funding for 2023-24 since Spending Review 2021.</p><p> </p><p>It is for the devolved administrations to allocate their Barnett-based funding in devolved areas as they see fit. They can therefore take their own decisions on managing and investing available resources, reflecting their own priorities and local circumstances, and they are accountable to the devolved legislatures for these decisions. Non-Barnett funding is generally ringfenced, meaning it can only be spent for the purpose it was given.</p><p> </p><p>A breakdown of Barnett and non-Barnett funding, including the policy areas for which the non-Barnett funding is ringfenced, can also be found in the Block Grant Transparency publication. This publication is updated regularly, and the most recent report was published in July 2023.</p>

However, in the event of a closure of a core cash service, for example a bank branch, LINK provides an assessment of a community’s cash access needs. It keeps an updated record of these assessments on its website as part of its overview of branch closures announced by banks since January 2022, alongside any banking hubs or deposit services recommended.</p><p> </p><p>Decisions on opening and closing branches are taken by the management team of each bank on a commercial basis, with which the Government does not interfere.</p> more like this

star this property answer text <p>The UK Government makes available significant funding across the UK to meet UK-wide policy objectives. The Government spends across the UK on all reserved policy areas (such as national security and the honours system), and provides direct support for people and businesses in Scotland, Wales and Northern Ireland.</p><p> </p><p>HM Treasury does not have a single figure to quantify the total level of support provided across Scotland, Wales and Northern Ireland as there are multiple programmes funded by various departments. However, the ONS Country and Regional Analysis publication presents estimates for the allocation of identifiable expenditure between the UK countries and nine English regions.</p><p> </p><p>It is for the devolved administrations to decide how to allocate their funding in devolved areas. The published Statement of Funding policy document sets out how the devolved administrations are funded, including Barnett-based funding and agreed borrowing and tax powers. The Block Grant Transparency publication breaks down all changes in the devolved administrations’ block grant funding from the 2015 Spending Review up to and including Main Estimates 2023-24. This publication is updated regularly, and the most recent report was published in July 2023.</p><p> </p><p><strong> </strong></p>

Where projects have wider public benefits, the Government will consider the need for additional public funding on a case by case basis in line with the Aviation Policy Framework. The Barnett formula is designed to ensure that Devolved Administrations are funded in a transparent way to deliver their priorities within their devolved responsibilities.</p><p> </p><p>The government has also recently agreed a new fiscal framework for the Welsh Government, which both governments agree is fair for Wales and for the rest of the UK. The Barnett formula will remain central to the Welsh Government’s funding, while the introduction of a new needs-based factor will see their relative funding remain at a fair level for the long term.</p> more like this
