	answer	answer answer text <p>As the Prime Minister has said before, everyone working in Parliament deserves to be treated with dignity and respect. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The Commission agreed the establishment of a Steering Group of staff, members and others to embark on the process of moving forward with Naomi Ellenbogen QC’s recommendations, and the new Conduct Committee will examine those which relate to the Code of Conduct.</p> question first answered 23/07/2019 14:16:47 answering member 4329

We received over 300 detailed responses and will set out next steps in due course.</p><p>The Government has also launched the Race at Work Charter which commits signatories to effective practices that support fairness at work. 	answer	answer answer text <p>The Government’s long-term commitment to drive productivity in the construction industry includes support for civil engineering through the UK’s National Infrastructure and Construction Pipeline, which is worth over £400bn of planned public and private investment in nearly 700 projects, programmes and other investments. This includes around £190bn to be invested by 2020/21. It is estimated the next decade will see over £600bn of public and private investments in infrastructure. The National Productivity Investment Fund (NPIF) has also been increased to £37bn and has been extended by another year until 2023-24. The NPIF is the cornerstone of the Government’s plan to boost growth in areas critical to productivity.</p><p> </p><p>The investments we are making from the Construction Sector Deal to transform the sector’s productivity includes our commitment to invest £170m, matched by £250m from industry in the Industrial Strategy Challenge Fund (ISCF) in the Transforming Construction: Manufacturing Better Buildings programme. The programme will improve productivity through promoting the development and commercialisation of digital, manufacturing, energy generation and storage technologies for the construction and built environment sectors. The Transforming Construction programme will also promote a range of R&amp;D and demonstration projects through cross sector collaboration; and £72m will be invested in the Transforming Construction Alliance – a consortium of the Centre for Digital Built Britain, the Manufacturing Technology Centre and the Building Research Establishment to support collaboration. 	answer	answer answer text <p>The Government is committed to working with the business community to create more inclusive workplaces from the shop floor to the boardroom. The Government has commissioned and supports several business-led, independent reviews on promoting diversity, including the Hampton-Alexander Review to increase the representation of women on boards and in senior leadership positions in FTSE 350 companies to 33% by 2020 and the Parker Review to increase the ethnic diversity of FTSE 350 boards by 2024.</p><p>These reviews form part of the Government’s modern Industrial Strategy which aims to build an economy that works for all.</p><p>The statistics recently published by the Hampton-Alexander Review on 1<sup>st</sup> July, show that the business-led approach to creating more balanced boards is working, as the representation of women on FTSE 100 boards has risen to 32.1% from 12.5% in 2011. The number of all-male boards across the FTSE 350 is also down to four from 152 in 2011. 	answer	answer answer text <p>The Government works closely with the retail sector both through bilateral engagement and also through the EU Exit Panel.</p><p> </p><p>This Panel, of which a number of key supermarkets are members, brings Government and the sector together to understand the sector’s issues as we near the UK’s withdrawal from the EU.</p><p> </p><p>Figures from the Office of National Statistics show retail sales figures for spending in predominantly food stores show a growth of 1.9% in the three months to May, compared with the same period in 2018.</p><p> </p><p>On 28 November 2018, Her Majesty's Government released a detailed economic assessment of the effect of multiple EU Exit scenarios on the strength of all parts of the UK economy. 	answer	answer answer text <p>In February 2018, the Government published its assessment of the implications for business and international trade in the UK, if it leaves the EU without a deal on March 29. This assessment remains valid.</p><p>The UK and the EU share a strong commercial interest in maintaining the competitiveness of our automotive industries, which rely on highly integrated and sophisticated just in time supply chains. 	answer	answer answer text <p>The setting of prices is a commercial decision for the companies concerned, provided they comply with general consumer law, which requires that consumers are treated fairly, are not misled and are able to make properly informed choices, between products and between businesses.</p><p> </p><p>We have a robust legal framework that provides strong protections for consumers. My rt. hon. Friend the Secretary of State set out in his recent letter to the Competition and Markets Authority, that we want to see greater enforcement against subscription traps and that ultimately roll-over contracts should be as easy to exit as they are to enter. 	answer	answer answer text <p>In the Spring Statement, the Government announced £79 million funding for the next national supercomputer ARCHER2. The supercomputer will be hundreds of thousands of times more powerful than a traditional desktop computer and will be used to run massive research simulations. This project is being delivered and supported by UK Research and Innovation (UKRI) through the Engineering and Physical Sciences, and the Natural Environment Research Councils.</p><p> </p><p>E-infrastructure, including supercomputing, is also a critical strand within UKRI’s national research and innovation infrastructure roadmap programme. This is seeking to increase our understanding of the UK’s current capabilities and future requirements with a final report expected later in 2019. We want to ensure that future investments in High Performance Computing will deliver benefits across research and innovation, including to tech start-ups and Small and Medium-sized Enterprises. (SMEs). 	answer	answer answer text <p>The Government is committed to ensuring that institutions including UK business schools continue to be able to recruit academic talent and attract research funding after the UK has exited the European Union. Academic institutions in the UK recruit talent from within the UK and from overseas and an immigration system that supports this is an important component of their continuing success. The Government published the Immigration White Paper, outlining the future immigration system in December 2018 and is currently running an engagement programme with businesses and other stakeholders before publishing the Immigration Rules setting out the detail of the future system. In addition, since January 2018, the Government has implemented an extensive and wide-ranging package of changes to the immigration rules, aimed at supporting science, research and innovation including setting up a new Tier 5 (Government Authorised Exchange) Scheme to make it easier to sponsor the temporary movement of international researchers.</p><p>Business schools attract funding for research from a range of sources including Horizon 2020, the EU’s flagship research and innovation programme. Until the UK exits the EU, the UK will continue to participate in Horizon 2020, as a Member State. If ratified, the Government’s proposed Withdrawal Agreement would ensure that following exit the UK could continue to participate in EU programmes such as Horizon 2020 for the lifetime of projects. In the event that the UK leaves the EU without a deal at the end of the extension period, the Government has confirmed that the funding commitments made under the guarantee and its extension still stand. Through these commitments, the Government will underwrite funding for all successful competitive eligible UK bids to Horizon 2020 that are submitted before the end of the Programme - including those involving UK business schools. This guarantee will apply for the lifetime of projects and will provide funding for UK participation in Horizon 2020.</p><p>Looking ahead, the Government would like the option to associate to the future excellence-based European research and innovation programmes, including Horizon Europe. We are actively engaging in the development of the Horizon Europe proposal in line with UK interests.</p><p> </p><p>BEIS is working with the National Academies, the Devolved Administrations and UKRI to develop ambitious and credible alternatives to association, through which we will enable world class collaborative research. BEIS has also commissioned Sir Adrian Smith to provide independent advice on international collaboration – specifically on potential future UK funding schemes in the context of the UK’s future ambitions for European and international collaboration on research and innovation. His advice will help inform the direction for the implementation of the Government’s ambition to ensure the UK continues to be a global leader in science, research and innovation, and an attractive country for individuals to study and work.</p> question first answered 25/06/2019 13:03:52 answering member 2616
