star this property answer text <p>Following the decision by the Administration and Works Committee in the Lords and the Administration Committee in the Commons that in cases where encaustic tiles from the Palace of Westminster cannot be re-used elsewhere, some of these should be donated to museums or related institutions, encaustic tiles have been donated to the Tile Trail in Stoke on Trent; to a recycled mosaics project to commemorate the pottery works in Stoke on Trent; and to St Augustine’s Church in Ramsgate.</p> more like this

star this property answer text <p>Yes, Black Rod was consulted on the closure of College Green. The Green is owned by the House of Commons but day to day access is delegated by the Clerk of the House to Black Rod. Current policy is to allow public access to the Green to enable the public to pass through on the paths or to use it as a recreational space. It is also longstanding policy also to allow the media to use the Green for the contemporaneous news reporting of events within Parliament. Broadcasters are not charged to use the Green as is it considered to be in Parliament’s and the national interest that they should be facilitated to report on Parliament. As the Green is owned by the House of Commons, the question of charging would be a matter for them, not the House of Lords.</p> more like this

star this property answer text <p>The Senior Deputy Speaker has asked me, as Chairman of the Services Committee, to respond on his behalf.</p><p>As registered food premises, the House of Lords catering facilities are subject to inspections from Westminster City Council (WCC). At the last inspection in November 2017, the Environmental Health Officer from WCC Food Safety Team awarded the highest rating of 5 for all House of Lords catering outlets in the Palace of Westminster; Millbank House facilities were inspected in November 2016 and also received a 5 rating. It is a recommendation but not a legal requirement to display the food hygiene rating sticker. The House of Lords rating stickers are currently displayed in the River Restaurant and Millbank House Cafeteria.</p> more like this

star this property answer text <p>The House of Commons and the House of Lords are jointly responsible for the Palace of Westminster. The Strategic Estates department is a bicameral department and is responsible for delivering capital investment across the Parliamentary Estate. As at 14 February the department consisted of 64 (47%) women and 72 (53%) men. These staff work on a bicameral basis and it is not possible to allocate specific figures to those working on each part of the Estate. In addition to these staff, as at 14 February there were 2,620 contractor passes issued to the teams responsible for construction works and maintenance of the Palace and other areas of the Parliamentary Estate. Of these, 312 (11.9%) were issued to women.</p> more like this

star this property answer text <p>In accordance with the terms of the House’s London Living Wage accreditation, all agency staff are paid at least the London Living Wage rate from day 1 of week 9 if they are working on parliamentary premises and employed for at least two hours of work in a week, for 8 consecutive weeks in a year.</p><p>The Administration does not hold information about specific hourly rates paid by agencies in weeks 1-8 as we pay a rate to the agency not the individuals; however, our recruitment framework agreement contractual terms stipulate that our contractors pay a rate that is at least the national minimum wage, and wherever possible we want agency staff to receive a salary commensurate with that which would have been paid to a permanent member of staff.</p> more like this

star this property answer text <p>The Encaustic Tile Programme is a seven year conservation programme to replace and repair the encaustic tiles throughout the Palace of Westminster. As part of the programme, tiles which are in good condition are either left in place or re-used elsewhere whenever possible.</p><p>In some cases, the tiles cannot be re-used elsewhere, and the Administration and Works Committee in the Lords and the Administration Committee in the Commons have agreed that, in these cases, some tiles should be kept for archival purposes, some tiles should be donated to museums or related institutions, and a limited number of tiles should be sold.</p><p>The Committees in both Houses are currently discussing the details of this proposal.</p><p> </p> more like this

star this property answer text <p>All Catering and Retail Services staff, with the exception of staff grade A and above, receive a share of gratuities and function service charges, including those paid on debit and credit cards. The formula for working out the share for each permanent member of staff is based on contracted hours. Gratuities are distributed three times a year through payroll after deductions for National Insurance and income tax. A proportion of gratuities and function service charges is paid to zero hour staff (none of whom has a contractual exclusivity clause) split on a pro-rata basis according to the number of hours they have worked.</p><p> </p> more like this
