	answer	answer is ministerial correction date of answer 01/12/2014 answer text <p>The Apprenticeship Grant for Employers provides £1,500 to help smaller employers recruit a new apprentice aged 16 to 24. We have made £170m additional funding available over 2014-16 financial years to fund over 100,000 additional incentive payments. Provisional figures show that between Feb 2012 and July 2014 there were 95,200 apprenticeship starts for which a payment was made through the AGE Grant. A further 8,200 were in the pipeline (started but not yet paid).</p><p> </p><p> </p><p> </p><p>Apprenticeship reforms are putting employers in the lead of designing apprenticeships, making it easier and more attractive for them to offer more in the future. New industry designed apprenticeships and employer led training will give construction firms, both large and small, the power to develop the workforce they need. Significant funding and support is available to employers through the Apprenticeship Grant for Employers (AGE), through support from the Construction Industry Training Board, and from April 2016 employers will no longer be required to pay employer National Insurance contributions for apprentices under the age of 25 on earnings up to the upper earnings limit.</p><p> </p><p> </p><p> </p><p>On 10 December the Government announced the creation of a new careers and enterprise company for schools to transform the provision of careers education and advice for young people and inspire them about the opportunities offered by the world of work. 	answer	answer is ministerial correction date of answer 26/01/2015 answer text <p>The Employer Skills Fund is a project run in the Liverpool City Region under a consortium led by Wirral Metropolitan College co-funded by the Skills Funding Agency and the European Social Fund. Support will come to an end on 31 July 2015 when the current European Structural and Innovation Funds programme expires.</p><p> </p><p> </p><p> </p><p>The new European Structural and Innovation Funds programme which will run to 2020 is currently being finalised. The Skills Funding Agency is working with Liverpool City Region Local Enterprise Partnership to determine whether any programmes similar to the Employer Skills Fund will be established depending on local priorities.</p><p> </p><p> </p><p> </p><p>More generally, we are reforming the skills system so that it is increasingly responsive to local communities and businesses. Local Enterprise Partnerships (LEPs), through initiatives such as City Deals and Local Growth Deals, have increasing influence over the delivery of skills that support the priorities described in their Strategic Economic Plans. 	answer	answer is ministerial correction date of answer 17/02/2015 answer text <p>The Government fully supports freedom of expression on university campuses.</p><p> </p><p>The Counter-Terrorism and Security Bill currently before Parliament proposes new measures to reduce the risk of terrorism; these measures, if agreed, will in turn reduce the threat terrorism poses to freedom of speech in universities and elsewhere. <em> </em></p><p> </p><p> </p><p> </p><p>We encourage Student Unions to actively support freedom of expression on campus. We do this so that more people are equipped with the skills and ambition they need to succeed in business. There are some excellent examples of students across college and university disciplines coming together to share their ideas and start businesses. 	answer	answer is ministerial correction date of answer 17/03/2015 answer text <p>A total of £1.25bn has been secured by the five LEPs (Local Enterprise Partnerships) in the North West – Liverpool City Region, Cheshire and Warrington, Greater Manchester, Lancashire and Cumbria – from the Government’s Local Growth Fund. As part of this, Liverpool City Region secured £232.2 million in July 2014 and a further £31.6 million through the expansion to Growth Deals in January 2015.</p><p> </p><p> </p><p> </p><p>The North West Fund is an ERDF (European Regional Development Fund) Financial Engineering Instrument which can invest £155 million into SMEs across the North West, including Merseyside, until 31<sup>st</sup> December 2015. 50% of the fund is public sector resources coming from the ERDF programme (£77.5 million) and 50% from the private sector (a further £77.5 million). This will provide loan and equity investments to SMEs in the North West.</p><p> </p><p> </p><p> </p><p>As of December 2014 the fund had invested £111.18 million in capital funding across the North West, of which £36.8 million had been invested to support SMEs in Merseyside. There is sufficient residual funding within the North West Fund to support the capital investment in Merseyside which has already been identified by local partners for the remainder of 2015.</p><p> </p><p> </p><p> </p><p>The Department is currently working with LEPs to develop the 2014-20 ERDF Programme; we anticipate the Operational Programme will receive approval by the European Commission in June 2015.
