star this property answer text <p>The Azure card is issued to destitute failed asylum seekers who require support because they are temporarily unable to leave the United Kingdom and can be used at most of the main supermarket chains to purchase food and other essential items. The performance of the card is kept under regular review and the views of reputable partners such as the Red Cross are carefully considered but the Government is satisfied that it is an effective way of ensuring the individuals are able to meet their essential living needs and not left destitute.</p> more like this

Unaccompanied asylum seeking children are looked after by local authorities and most will continue to be supported in this way after the age of 18 under leaving care legislation while they remain in the UK.</p><p> </p><p>Any asylum seeker that does not have an entitlement to leaving care support would be eligible to support from the Home Office under the provisions of section 95 of the Immigration and Asylum Act 1999 if they were destitute.</p><p> </p> more like this

star this property answer text <p> </p><p> </p><p>HM Prison The Verne started taking immigration detainees as scheduled from 24 March 2014. The National Offender Management Service (NOMS) will retain The Verne as a prison in the short term. Its designation as a prison will be reviewed later this year, with the intention of completing the re-designation to an immigration removal centre by the end of September 2014.</p><p> </p><p>While The Verne retains its designation as a prison it will be governed by Prison Rules rather than Detention Centre Rules. As The Verne is not governed by Detention Centre Rules, Rule 35 of those rules is not applicable.</p><p> </p><p>Detainees held at The Verne will be treated in the same way as other detainees held within the prison estate. As such they will not have access to mobile telephones or the internet, nor will they be able to receive telephone calls. They will, however, be able to make telephone calls and will have access to both social and legal visits.</p><p> </p><p>There is a dedicated Home Office Immigration Enforcement Team on site who will see detainees routinely on induction and upon request. In addition, independent immigration advice will be provided by Migrant Help.</p>

star this property answer text <p>DECC published a report from Deloitte LLP in December 2012, which considered long term changes to the retail market for road fuels in the UK, and the implications of these changes to our energy resilience. This market has changed significantly over the last decade. However, the findings of this report do not suggest that the changes to the size and shape of the retail market for road fuels have had significant impacts on the UK's ability to be able to respond to supply disruptions or that these have significantly reduced the access of UK motorists to a local supply of fuel. The report found that in 2011, 98% of postcode sectors had a petrol filling station within 10 minutes drive, and 92% had more than two within the same travel time.</p><p> </p><p>Decisions on the location of individual petrol filling stations are for local planning authorities.</p><p> </p> more like this

star this property answer text <p>In the days following the abduction of over 200 schoolgirls from Chibok in Borno State, Nigeria, we have offered our assistance to the highest levels of the Nigerian government. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), spoke to the Nigerian Foreign Minister on 18 April immediately after the abductions and offered the UK's assistance.</p><p>On 7 May the Prime Minister, my Rt. Hon. Friend the Member for Witney (Mr Cameron), spoke to President Jonathan and offered to send a team of UK experts to Abuja. The President accepted and the team, led by the Foreign and Commonwealth Office (FCO), arrived in Abuja on 9 May. The team will provide expertise in counter-terrorism, counter-insurgency, military mentoring and training, victim support and economic development. Human rights compliance is, and will remain, an essential element of any UK assistance in Nigeria. The Minister for Africa, my hon. Friend the Member for Boston and Skegness (Mark Simmonds) visited Nigeria on 14 May, and reiterated our support with President Jonathan.</p><p>We are coordinating closely with international partners. An FCO team was in Washington on 5 May for talks with the US on Nigeria. Our expert team in Abuja will be coordinating closely with a US team also in Abuja. We are also speaking to the French and are encouraging other EU partners to lend their support. Given Boko Haram's exploitation of Nigeria's porous borders and indications that some of the girls may have been taken to Cameroon or Chad, we are engaging with Nigeria's neighbours.</p>

We continue to urge the Pakistan government to bring the perpetrators to justice. I am pleased that Prime Minister Sharif condemned the murder and immediately demanded action.</p><p> </p><p>Pakistan is included as a “country of concern” in the Foreign and Commonwealth Office Annual Human Rights Report and we regularly raise the subject of human rights for all Pakistan's citizens with the Pakistani government. Through the Department for International Development (DFID) programme, the UK supports measures in India's 120 poorest districts to promote the empowerment and access to benefits and services of excluded groups. DFID India also provides support to national and state governments in India which includes helping girls to complete basic education and further tackling violence against women and girls. We will continue with work with the government of India on this important issue, and continue to encourage all Commonwealth countries to uphold the values set out in the Commonwealth Charter.</p>

star this property answer text <p> </p><p>There are no existing court judgments that have found that all removals to Somalia are unsafe or should be suspended. An existing country guidance judgment promulgated in November 2011 recognised that many but not all Somalis returning to the country after a significant time abroad would be at risk on return. However, the determination also recognised that the country situation was improving and each case needed to be considered on its individual merits. <br><br>We are awaiting a country guidance determination on the country situation in Somalia. However, the High Court has previously ruled that automatic stays on removal simply because a country guidance case is pending are not necessary. A stay of removal is at the discretion of the courts in each particular case and on its own facts. <br><br>We will continue to assess each case on its individual merits against the latest country information and existing, relevant caselaw. <br><br>We will only enforce the return of Somali nationals who we, and the courts, are satisfied are not at risk on return and who do not elect to leave voluntarily.</p><p> </p>

star this property answer text <p>UK Youth and Scottish Youth Parliament, who both received a share of the £4.2 million funding for maximising registration, are developing and testing approaches to promote engagement of young people with the democratic process. The Government has made available for free the Rock Enrol! learning resource, and is working with the Higher Education sector to promote on-line registration during course enrolment for students. Over the summer the Electoral Commission will be running a nationwide media campaign which will make prominent reference to the new online registration page.</p><p>The Government has no plans to legislate to require Electoral Registration Officers and Returning Officers to incentivise electoral registration and voting, such as with discounted council tax or prize draws.</p><p> </p> more like this

star this property answer text <p> </p><p>Well established processes are in place to ensure that members of the Armed Forces posted overseas are able to vote in all those elections for which they are eligible. <br><br>The MOD runs an annual information campaign on Electoral Registration which sets out the options for Armed Forces personnel and their families to register to vote. Where Armed Forces personnel are to be posted overseas they are encouraged to appoint a proxy as this removes any doubt about whether a postal vote can be received and returned in time before polls close. Some personnel prefer to cast their own vote and the Electoral Registration and Administration Act 2013 has extended the electoral timetable so that Returning Officers are able to send postal ballot papers out earlier than previously allowed. This will give Armed Forces Personnel more time to receive and return their ballots if they have chosen this option. <br><br>The MOD continues to work with the Electoral Commission and the British Forces Post Office, as it has done for previous elections, to ensure that postal ballot papers are identified and quickly processed through the mail system where operationally possible. <br><br>Information about complaints related to an inability to vote whilst overseas for the last ten years is not held centrally.</p>

star this property answer text <p>The Government’s intention to electrify the main line to Swansea and the Valley lines network in South Wales was set out in the 2012 rail investment strategy for 2014-19, on the basis of an agreement made between the UK and Welsh Governments in 2012. The Secretary of State for Transport met the Welsh Minister for Economy, Science and Transport on 16<sup>th</sup> July 2014 to develop these plans. The Welsh Government is also examining the business case to electrify the North Wales main line, which could be considered as part of a future rail investment strategy.</p><p> </p><p /> more like this

star this property answer text <p>The Home Office is on track to meet the Coalition Agreement commitment to introduce exit checks by April 2015 on those who leave the UK by scheduled commercial air, sea and rail services. We are working with service and port operators to minimise the impact of exit checks on port processes and infrastructure. The level of cost will be largely dependent on the technology and methodology adopted and the extent to which advanced passenger data is collected and used by individual carriers.</p> more like this

We are working with industry to integrate exit checks with the grain of existing carrier and port processes and with technology, to the extent that this is in place at sea ports, airports and international stations. Any operator proposal to introduce additional technology would need to support the effective delivery of exit checks and maintained the integrity and security of the border.</p> more like this

star this property answer text <p>Statutory concessionary bus travel is a devolved matter with separate systems administered in Scotland, Northern Ireland and Wales. This response, therefore, refers only to the English National Concessionary Travel Scheme (ENCTS). The ENCTS is a statutory concession scheme which allows for free travel for older and disabled people on local bus services anywhere in England, between 0930 and 2300 during weekdays and anytime at weekends and bank holidays. In addition, local authorities are able to provide non-statutory, discretionary concessions for specified groups of people, from their own funds, in accordance with their local priorities, which the Government encourages. In each of the years 2010/11 to 2013/14, nearly all of the 89 Travel Concessionary Authorities outside London were offering some sort of discretionary travel concession over and above the statutory minimum ENCTS, for example companion passes or extensions to travel times. The statutory concession for London residents provides free travel for pass holders on almost all public transport in London. Our policy must maintain the distinction between those who need our protection and those seeking to work here. Allowing refused asylum seekers to work, even where removal is difficult, would send the wrong message and undermine the removal process by creating an incentive to frustrate removal.</p><p /> more like this

star this property answer text <p>Up until 2013 children affected by the Chernobyl disaster travelling to the UK on recuperation visits under the auspices of a registered UK charity were granted gratis UK visas. The decision to discontinue the scheme was one of a number of difficult spending decisions across Government. The Visa Application Centre in Minsk will continue to offer a mobile service for some of the children travelling with Chernobyl charities spending a number of days accepting applications and collecting Biometric data in the regions at no additional cost.</p><p>Our Embassy in Minsk has funded other projects run by Chernobyl Children’s charities in 2013 and 2014. These include projects to avoid such children being placed in institutional care and creating a better child protection system in Belarus.</p><p> </p><p> </p><p> </p> more like this
