The National Offender Management Service (NOMS) will retain The Verne as a prison in the short term. Its designation as a prison will be reviewed later this year, with the intention of completing the re-designation to an immigration removal centre by the end of September 2014.</p><p> </p><p>While The Verne retains its designation as a prison it will be governed by Prison Rules rather than Detention Centre Rules. As The Verne is not governed by Detention Centre Rules, Rule 35 of those rules is not applicable.</p><p> </p><p>Detainees held at The Verne will be treated in the same way as other detainees held within the prison estate. As such they will not have access to mobile telephones or the internet, nor will they be able to receive telephone calls. They will, however, be able to make telephone calls and will have access to both social and legal visits.</p><p> </p><p>There is a dedicated Home Office Immigration Enforcement Team on site who will see detainees routinely on induction and upon request. This market has changed significantly over the last decade. However, the findings of this report do not suggest that the changes to the size and shape of the retail market for road fuels have had significant impacts on the UK's ability to be able to respond to supply disruptions or that these have significantly reduced the access of UK motorists to a local supply of fuel. COMPASS savings are therefore monitored and reappraised against Home Office forecasts continually. The latest benefits review, carried out after the end of the 2013-14 financial year, indicates that savings for that year exceeded those profiled in the original business case and that the project remains on target to deliver £140m of financial benefits during its lifetime. The President accepted and the team, led by the Foreign and Commonwealth Office (FCO), arrived in Abuja on 9 May. Human rights compliance is, and will remain, an essential element of any UK assistance in Nigeria. The Minister for Africa, my hon. Friend the Member for Boston and Skegness (Mark Simmonds) visited Nigeria on 14 May, and reiterated our support with President Jonathan.</p><p>We are coordinating closely with international partners. An FCO team was in Washington on 5 May for talks with the US on Nigeria. Our expert team in Abuja will be coordinating closely with a US team also in Abuja. We are also speaking to the French and are encouraging other EU partners to lend their support. An existing country guidance judgment promulgated in November 2011 recognised that many but not all Somalis returning to the country after a significant time abroad would be at risk on return. However, the determination also recognised that the country situation was improving and each case needed to be considered on its individual merits. <br><br>We are awaiting a country guidance determination on the country situation in Somalia. However, the High Court has previously ruled that automatic stays on removal simply because a country guidance case is pending are not necessary. Where Armed Forces personnel are to be posted overseas they are encouraged to appoint a proxy as this removes any doubt about whether a postal vote can be received and returned in time before polls close. Some personnel prefer to cast their own vote and the Electoral Registration and Administration Act 2013 has extended the electoral timetable so that Returning Officers are able to send postal ballot papers out earlier than previously allowed. 	answer	answer is ministerial correction date of answer 22/07/2014 answer text <p>Statutory concessionary bus travel is a devolved matter with separate systems administered in Scotland, Northern Ireland and Wales. This response, therefore, refers only to the English National Concessionary Travel Scheme (ENCTS). The ENCTS is a statutory concession scheme which allows for free travel for older and disabled people on local bus services anywhere in England, between 0930 and 2300 during weekdays and anytime at weekends and bank holidays. In addition, local authorities are able to provide non-statutory, discretionary concessions for specified groups of people, from their own funds, in accordance with their local priorities, which the Government encourages. In each of the years 2010/11 to 2013/14, nearly all of the 89 Travel Concessionary Authorities outside London were offering some sort of discretionary travel concession over and above the statutory minimum ENCTS, for example companion passes or extensions to travel times. The statutory concession for London residents provides free travel for pass holders on almost all public transport in London. 	answer	answer is ministerial correction date of answer 18/08/2014 answer text <p>Up until 2013 children affected by the Chernobyl disaster travelling to the UK on recuperation visits under the auspices of a registered UK charity were granted gratis UK visas. The decision to discontinue the scheme was one of a number of difficult spending decisions across Government. The Visa Application Centre in Minsk will continue to offer a mobile service for some of the children travelling with Chernobyl charities spending a number of days accepting applications and collecting Biometric data in the regions at no additional cost.</p><p>Our Embassy in Minsk has funded other projects run by Chernobyl Children’s charities in 2013 and 2014.
