star this property answer text <p>Under the Equality Act 2010 a person has a disability if he or she has a physical or mental impairment and the impairment has a substantial and long-term adverse effect on his or her ability to carry out normal day-to-day activities. Diabetes is a long term health condition and how disabling it is for people will vary depending on, amongst other things, severity and how well it is managed. The Government set out its assessment of the impacts of the policies in the Welfare Reform and Work Bill on 20th July. However we recognise the need to understand the complex issues that some families face and to develop a new approach to tackling poverty and engrained disadvantage. Because the root causes are not financial, our approach goes beyond the safety net our welfare system provides.</p><p>Estimates for the percentage of children in low income are set out in the annual “Households Below Average Income” (HBAI) publication. star this property answer text <p>The precise scale and nature of any benefits and costs to the UK, from the UK’s departure from the European Union, will depend on the UK’s future relationship with the EU.</p><p> </p><p>I am, however, able to provide some detail on how much the government has spent to-date to prepare for all scenarios. In total over £4.2bn has been allocated by the government to departments and devolved administrations to prepare for EU exit since 2015.</p><p> </p><p>This includes allocations of £400m at Autumn Budget 2016 and over £250m from the Reserve in 2017/18. Moreover, Autumn Budget 2017 committed an additional £3bn over 2018/19 and 2019/20. star this property answer text <p>The Government recognises the important contribution that Welsh ports make to the economy, and intends to ensure that traffic continues to flow freely at all UK ports and airports, including at those such as Holyhead, Fishguard and Pembroke Dock.</p><p> </p><p>The Government’s White Paper on the UK’s Future Relationship with the European Union set out our proposal of a new Facilitated Customs Arrangement which would avoid any new routine customs checks and controls for UK-EU trade.</p><p> </p><p>However, it is our duty as a responsible Government to prepare for all potential outcomes. star this property answer text <p>Local authorities have a duty to ensure that their traffic signs and road markings comply with the Traffic Signs Regulations and General Directions (TSRGD) or are otherwise specially authorised by the Secretary of State. To provide consistency for road safety and efficient traffic management, TSRGD specifies that signs used on roads in Great Britain are in English. The Welsh Language Act 1993, however, allows for both Welsh and English to be used on traffic signs placed in Wales and the responsibility for specifying such bilingual signs is a devolved matter.</p><p> </p><p>The UK traffic signing system uses largely symbolic signing for warning and regulatory signs without the use of worded plates to explain the symbols. This means that many signs are fully understandable by drivers even if those drivers do not speak English.</p><p> </p> more like this

star this property answer text <p>The Driver and Vehicle Standards Agency produces extensive guidance to help heavy goods vehicle drivers and operators meet their obligations, including the Highway Code and guidance on drivers’ hours and load security, for example. This is published on GOV.UK.</p><p><strong> </strong></p><p>It is however, the responsibility of the individual driver and employer to ensure that they are aware of the specific road traffic requirements in each Member State. The driving test is delivered in accordance with EU requirements and all truck drivers have to undertake an EU prescribed initial qualification to gain a driver CPC and undertake mandatory periodic training to maintain it. One of the requirements of the CPC is that the driver is aware of the regulations relating to the carriage of goods, many of which are uniform across the EU such as drivers’ hours, use of tachographs, seatbelts, operator licensing and relevant papers relating to types of goods carried. Due to complexity of the information from post-mortems and accidents where at least one driver did not stop, there is a considerable uncertainty about precisely which accidents involved drivers who were over the drink drive limit. As a result, the number of deaths is an estimate and the exact figure is unknown.</p><p> </p><p>The figures in the table provide the best estimate of deaths and the upper and lower confidence interval represent the range in which we are 95% confident the exact figure falls.</p><p> </p><p>Years with overlapping confidence intervals do not have statistically significant differences in the number of deaths. Therefore the number of deaths has been broadly the same each year from 2010 onwards.</p><p> </p><p>The figures for 2013 are provisional estimates. Final figures for 2013 will be released in August 2015 alongside a first estimate for 2014.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>We are investing record amounts in the railways in order to give passengers better journeys. We expect the industry to deliver the best possible customer experience every day, including the provision of appropriate toilet facilities.</p><br /><p>Whilst there are no regimes that separately monitor lavatory quality provided on trains by franchised train operators, the Invitation To Tender for the new Greater Anglia franchise is piloting three challenging customer service targets to be monitored through mystery shopper exercises and passenger surveys. One of these Key Performance Indicator (KPI) targets is “presentation of facilities”, which includes questions about “the cleanliness of the toilet facilities” and “the condition of on board toilets” amongst other aspects. Financial penalties will apply if the KPI targets are not met. Various quality of service regimes exist in other Franchise Agreements for monitoring and managing overall train interior quality, some of which carry financial penalties. The National Rail Passenger Survey also reports specifically on “On Train Toilet Facilities” for every operator in its twice yearly survey.</p><br /><p>No sanctions have been imposed specifically in regard to train toilets.</p><br />

Train operators have commitments in their franchise agreements for achieving improved levels of customer experience standards and accessibility, including appropriate toilet facilities.</p><br /><p>During the consultation phase of the franchise competition passengers and other stakeholder groups have the opportunity to contribute towards these specifications.</p><br /><p>During the life of the franchise, operators are measured against the national rail passenger survey scores which measures against the cleanliness of toilet facilities on trains and at stations.</p><br /><p>Above this during the life of the franchise, operators are encouraged to seek continuous improvement to their service offering which government supports through various funding opportunities.</p> more like this

star this property answer text <p>On the A55 in North Wales during 2015 the Driver and Vehicle Standards Agency (DVSA) can confirm (1) 119 heavy goods vehicles in total were checked for weight offences, eight of these vehicles were registered within Great Britain (GB) and 111 were registered outside of GB. Out of 119, 74 were found to have weight offences and received immediate prohibitions, four of these were registered within GB and 70 were registered outside of GB.</p><p> </p><p>(2) 1445 vehicles were checked for drivers hours offences, 186 were registered within GB and 1259 were registered outside of GB. Out of 1445 vehicles checked, 276 received Drivers Hours Prohibitions; these are all immediate prohibitions. Of the 276, 12 were registered within GB and 264 outside of GB.</p><p> </p><p>(3) Vehicles are checked for mechanical condition and checks are recorded for Motor Vehicle and Trailer separately. For the motor vehicle part only, 779 vehicles were checked for mechanical condition offences, 108 of those were registered within GB and 671 were registered outside of GB. Of the 779 vehicles checked, 192 were found to have mechanical condition offences, 20 were registered in GB and 172 were outside of GB. Of the 192, 71 received immediate prohibitions. Of those 71, 15 were registered within GB and 56 outside of GB. For the trailer part of the vehicle, 647 trailers were checked for mechanical condition offences, 42 of these were registered within GB and 605 were registered outside of GB. Of the 647 trailers checked, 252 were found to have mechanical condition offences, 6 were registered within GB and 246 were registered outside of GB; 70 out of the 252 trailers, received immediate prohibitions, four of which were registered inside GB and 66 were outside of GB.</p><p> </p><p>(4) DVSA cannot provide accurate data for how may vehicles were checked for speeding due to how the information is recorded.</p>

star this property answer text <p>The Government’s intention to electrify the main line to Swansea and the Valley lines network in South Wales was set out in the 2012 rail investment strategy for 2014-19, on the basis of an agreement made between the UK and Welsh Governments in 2012. The Secretary of State for Transport met the Welsh Minister for Economy, Science and Transport on 16<sup>th</sup> July 2014 to develop these plans. The Welsh Government is also examining the business case to electrify the North Wales main line, which could be considered as part of a future rail investment strategy.</p><p> </p><p /> more like this
