This equates to a vacancy rate of 6.8%. This data is as at March 2016 for the independent sector and September 2015 for statutory local authorities.</p><p> </p><p>Current vacancies, in addition to demographic changes in the population and raised expectations mean there will be an increasing demand on care services in the future, including from the elderly and disabled. This flagship welfare reform policy simplifies the benefits regime for working-age people. It replaces 6 former benefits administered by DWP, HMRC and Local Authorities, with 1 single application process to DWP. Universal Credit also makes extensive use of digital services to reduce the extent of form filling for benefit recipients, who can interact with the Department using an online account.</p><p> </p><p>The introduction of the New State Pension on 6 April 2016 also provided a simpler and more straightforward benefit for pension-age customers. This is less open to misunderstanding and dispute. State Pension claims are supported by an, increasingly popular, online claims service alongside a well established telephony channel. These two channels account for the vast majority of claims and have significantly reduced form filling. For the purpose of deciding whether to make a banning order, a court may consider a range of prosecution evidence in support of a banning order application. <br><br>The Football Banning Orders Authority holds a range of data on extant football banning orders, including in some cases the relevant offences which initiated a banning order application. However, this is secondary to details of the banning order itself, and it is not possible in all cases to identify which banned individuals have been convicted of a racially or religiously aggravated public order offence.
