To maximise this potential, the recently announced AI Sector Deal will establish a new AI Council to bring together respected leaders in the field from across academia and industry; a new delivery body within the government – the Office for Artificial Intelligence – to support it; and a new Centre for Data Ethics and Innovation.</p><p> </p><p>Oversight of the implementation of the Sector Deal will be led by the Office for Artificial Intelligence, which will review progress against objectives regularly.</p><p> </p><p>The new government Office for Artificial Intelligence will be established with responsibility for implementing this Sector Deal. It will support the AI Council which will oversee and drive the implementation of the deal.</p><p> </p><p>An early role for the Office for AI will be to agree implementation plans for each section of the deal, including agreed success metrics.</p><p> </p><p>Membership of the AI Council will be announced ahead of the first meeting. The main aim of the AI Council will be to provide strategic leadership and momentum in delivery.</p><p> </p><p>The Office for AI will report to the AI Council regularly and will be subject to challenge sessions from government ministers on progress in implementing the Sector Deal. It is the responsibility of investors to assess the quality of reporting and engage with companies accordingly.</p><p> </p><p>The 2018 Code is a substantial revision and comes into force for accounting periods beginning on or after 1 January 2019. Reporting against the revised Code will therefore not be required until 2020 when companies publish their annual reports and accounts for the preceding year. The office of the Small Business Commissioner has received two enquiries on behalf of small businesses, neither of which would be in scope of the proposed complaints handling service. Secondary legislation relating to this complaints handling service is currently before this House, and would need to come into force before the complaints service could launch. The liquidation process for such a complex and interconnected group of companies will take some time, as will gathering in full information regarding the creditors of the companies.</p><p> </p><p>We are carefully monitoring the situation and we have established a Taskforce with industry and unions to actively monitor the impact on SMEs and the supply chain, and to assess the action that can be taken to mitigate these effects. The Taskforce has delivered a range of supportive measures. This includes the exploitative use of unpaid interns.</p><p> </p><p>We continue to invest heavily in minimum wage enforcement, increasing the budget to £26.3 million for 2018/19, up from £13 million in 2015/16. HM Revenue and Customs (HMRC) follow-up every worker complaint it receives and takes enforcement action against employers underpaying the National Minimum Wage (NMW).</p><p> </p><p>HMRC also conducts proactive, targeted enforcement in sectors or areas where there is a higher risk of workers not being paid the legal minimum wage. HMRC is prioritising employers of unpaid interns as part of this work. For example, HMRC routinely contacts employers who advertise unpaid internships, signposting them to NMW guidance to help ensure they are compliant. HMRC has contacted over 1,000 employers in this way since last year.</p><p> </p><p>The Government discusses NMW obligations with employers and worker groups frequently. This includes the issue of exploitative unpaid internships. In line with the commitments made in the Taylor review of modern working practices, the Government will hold a roundtable with employers and leaders from sectors that commonly use interns, to increase awareness of existing legislation. This is scheduled to take place before summer recess.</p><p> </p><p>The Government also committed to updating public guidance for employers and workers on the rules for paying interns. I can confirm that changes will be published over the summer alongside other updates to NMW guidance.</p><p> </p><p>The Government continually assesses the effectiveness of its approach to NMW enforcement, including the approach taken with respect unpaid internships. This will be kept under review as the organisation continues to establish itself. The issues surrounding the collapse of Carillion continue to be at the forefront of the Commissioner’s mind in his discussions with business, in his role in encouraging a culture change in payment practices.</p><p> </p><p>Moreover, the Government has already moved quickly to put in place support to small business suppliers affected by this insolvency event and is working with the banks to ensure that firms have access to advice and support. We have set up a Taskforce made up of representatives from the construction sector, small business bodies, trade unions, banks and government including the Small Business Commissioner. This has produced a number of useful outcomes.</p><p> </p><p>The Banks have made provision for nearly £1bn of support to those affected, including £600m from Barclays, £100m from HSBC, and £75m from both Santander and the Royal Bank of Scotland and £50m from Lloyds Bank. The Government has also announced that it will make available through the British Business Bank support of up to £100 million to small businesses, through their delivery partners, via the Enterprise Finance Guarantee.
