star this property answer text <p>The Government’s statutory Cycling and Walking Investment Strategy (CWIS), published in April 2017, sets out a number of actions to increase the level of cycling, alongside £1.2 billion of funding that may be invested in cycling and walking in England over the period to 2021.</p><p> </p><p>Since the publication of the Strategy, the Department has identified additional funding for cycling and walking schemes, including around £77 million of support for schemes via the National Productivity Investment Fund. The Government also announced a new £1.7 billion Transforming Cities Fund in the Autumn Budget which will allow a number of cities to support projects aimed at improving local connectivity by boosting cycling and walking. The Department has commenced a major programme of technical support to help 44 local authorities in England develop their Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>The Government launched a call for evidence on how to improve safety for cycling and walking in March 2018 as part of the CWIS Safety Review. The Department for Transport is currently assessing over 13,000 responses and will publish its response in due course.</p>

star this property answer text <p>We have been clear that the unacceptable disruption following the introduction of the May timetable must not be allowed to happen again.</p><p> </p><p>The May timetable change attempted to implement the most extensive change in years. As a result of the disruption, the rail industry has reviewed its approach for the next planned timetable change and recommended a scaled-back approach to ensure passengers receive a more reliable service. The Government has accepted this recommendation.</p><p> </p><p>The Office of Rail and Road has also announced a review into the recent timetable disruption headed by Professor Stephen Glaister. This review will make recommendations to the industry and Government about future major changes.</p> more like this

star this property answer text <p>The Department for Transport’s main source of data on bus passenger journeys is the annual Public Service Vehicle (PSV) operator survey. This is a sample survey of roughly 600 operators of local bus services. The data provided from the PSV survey covers around 90 per cent of the published total passenger journey figure. Comparison with other data sources such as the National Travel Survey suggests the estimates produced from the annual PSV survey provide a robust measure of bus passenger journeys.</p><p> </p><p>To provide up to date figures the Department also runs a Quarterly Panel Survey. This is a quarterly survey of the 18 largest non-metropolitan bus operators, Passenger Transport Executives (for the metropolitan areas) and Transport for London which provides quarterly estimates of passenger journeys.</p><p> </p><p>As part of the Bus Services Act (2017), the Department for Transport is developing regulations to require bus operators and local transport authorities to provide data, in open formats, about local bus services including routes &amp; timetable data, fares &amp; ticket data and real time information. We are working closely with industry to develop the regulations and it is intended the requirements will be phased in over the next few years.</p><p> </p>

star this property answer text <p>The Department for Transport’s WebTAG guidance recommends assuming that a 1% increase in bus fares will reduce trips by 0.3%. In the longer term there will be greater reductions in passenger trips. After 5 years, a 1% increase in bus fares will reduce the number of trips by 0.6% and after 10 years or longer a 1% increase in bus fares will reduce the number of trips by 0.7%.</p><p> </p><p>However, it is important to note that these figures are based on past trends and there is significant uncertainty around them.</p><p> </p><p>There have been important changes to the UK bus market in the last 10 years. The introduction of free travel for elderly and disabled people in 2008 means that the total number of trips is likely to be less responsive to a fare increase than it has been in the past. Furthermore, the Bus Services Act 2017 presents local authorities with new powers to bring about change, and unlock the potential for the bus industry to achieve more for passengers than it has in the past. Additionally, measures requiring bus operators to open up data about fares and tickets, included in the Bus Services Act 2017, will make it easier for passengers to search for best value tickets and will ensure they have a better understanding of the transport options available to them.</p>

star this property answer text <p>The latest Quarterly Bus Statistics show that were 4.38 billion passenger journeys on local bus services in England in the year ending March 2018, a 1.4% decrease when compared with a year earlier. This was largely driven by a 2.2% decrease in journeys in England outside London to 2.15 billion. In London journeys fell by 0.6% to 2.23 billion in the year ending March 2018.</p><p> </p><p>It is important to consider the fall in bus journeys in the context of a broader decline in trips. Data from the 2016 National Travel Survey (NTS) shows that in England trips per person excluding short walks have fallen 13% since 2002.</p><p> </p><p>There are a number of factors that may explain the fall in bus patronage on local bus services specifically. These include:</p><p> </p><ul><li>Congestion;</li><li>Levels of car ownership;</li><li>Increase in online shopping;</li><li>Reductions in local authority supported services</li></ul> more like this

star this property answer text <p>The Government is deeply concerned by the recent military escalation along the Line of Contact in Nagorno-Karabakh, and increasing impact on civilians through reported shelling of cities and the resulting humanitarian situation. The Foreign Secretary and Canadian Foreign Minister have delivered two joint statements calling for urgent de-escalation and a return to dialogue on 28 September and 6 October.</p><p>The Minister for European Neighbourhood and the Americas spoke to the Armenian and Azerbaijani Foreign Ministers on 28 September. She raised UK concerns over civilian casualties and fatalities, urged immediate de-escalation and reinforced the importance of engagement with the OSCE Minsk Group. The Prime Minister discussed the situation in Nagorno-Karabakh with Turkish President Erdoğan on 28 September. On 29 September the UK delivered statements at both the OSCE Permanent Council and the UN Security Council calling for immediate de-escalation and resumption of dialogue. We will continue to make representations to both the Armenian and Azerbaijani Governments and international partners.</p>

star this property answer text <p>The UK government welcomes the Independent Accountability Panel’s recently published report. The report highlights that global progress towards the Every Woman Every Child 2030 targets were already lagging by around 20%, and now with the current COVID-19 pandemic are likely to slip further, with significant impacts for pregnant women, children and adolescents.</p><p>The UK Government is committed to work with others to end preventable deaths of mothers, newborns and children by 2030. We are working to ensure essential health services continue despite the challenges of the pandemic. Our approach covers sexual and reproductive health and rights, maternal and new-born health, nutrition, and water, sanitation and hygiene services, all of which can help prevent mothers, new-borns and children dying unnecessarily.</p><p>We are also leading internationally: the UK hosted the Global Vaccine Summit on 4 June and raised $8.8 billion for GAVI, the Vaccine Alliance’s, next five years (2021-2025) of work, including the UK’s pledge of £1.65 billion. Using these vital funds, GAVI will immunise a further 300 million children and save up to 8 million lives against vaccine preventable diseases.</p>

star this property answer text <p>The COVID-19 pandemic continues to have a severe impact on those who work in and supply global value chains. 292 million jobs in manufacturing supply chains are at high risk globally due to the COVID-19-related drop in consumer demand. These include 73 million in textiles and garment supply chains – a critical source of labour demand for many of the poorest and most vulnerable workers globally.</p><p><br>Multinational corporations have significant reach and can have a positive impact on their supply chains. DFID is partnering with Unilever to deploy a Hygiene and Behaviour Change Coalition to combat COVID-19 where our support is matched in-kind from Unilever. DFID is also supportive of initiatives such as the ILO/IUTC Action in the Global Garment Industry that encourages good practice. We also support the efforts of organisations like the Ethical Trading Initiative and Fairtrade Foundation, who work with companies to ensure good working conditions in their supply chains. Finally, DFID has provided funding to the Business and COVID-19 Response Centre, which is working to accelerate global learning and action to support the most vulnerable people in companies’ supply chains.</p>

star this property answer text <p>As the world grapples with the burden of the COVID-19 pandemic, the UK has been clear that equitable global distribution of a vaccine will be the best defence, enable collective recovery and reduce the risk of repeat outbreaks.</p><p>The UK is supporting the COVAX Advance Market Commitment (AMC) which aims to ensure access to COVID-19 vaccines in developing countries. At the Global Vaccine Summit, which the Prime Minister hosted on 4<sup>th</sup> June, the UK repurposed £48 million to the AMC. At the Summit, AstraZeneca also announced a commitment of 300 million doses of the University of Oxford candidate vaccine to the COVAX facility.</p><p>The COVAX AMC will incentivise vaccine manufacturers to produce sufficient quantities of eventual COVID-19 vaccines and to ensure access for the world’s poorest countries. Gavi, the Vaccine Alliance, the Coalition for Epidemic Preparedness Innovations, and the World Health Organization are working together to ensure that the vaccines are affordable and available equitably. Through the deal with AstraZeneca, the University of Oxford COVID-19 vaccine candidate have been committed towards the COVAX Facility.</p>
