The cross-Government Rough Sleeping Strategy, which was published in August, committed to reviewing homelessness and rough sleeping legislation, including the Vagrancy Act 1824. The Government believes that review of the 1824 Act, rather than immediate wholesale repeal, is the right course of action to ensure the consequences of repeal are fully understood and other options are properly considered.</p><p>For example, the consequences of repeal on the police’s ability to deal with certain street behaviours and the potential impact of offences under alternative legislation, which might have a higher burden of proof and higher penalties than those under the 1824 Act, would be areas of consideration. 	answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>Every person who dies while they do not have a place to call home is one too many and we have a moral duty to act.</p><p>Whilst we recognise that suitable housing is a key part of the solution, health services have a significant role to play, alongside other public services. My Department is working with the Department of Health and Social Care to ensure that rough sleepers have the health care they need, when they need it. In its Long-Term Plan, the National Health Service will invest up to £30 million extra on meeting the needs of rough sleepers, to ensure that the parts of England most affected by rough sleeping will have better access to specialist homelessness NHS mental health support, integrated with existing outreach services.</p><p> </p><p>We are also ensuring that when a homeless person dies or is seriously injured as a result of abuse or neglect and there is concern that partner agencies could have worked more effectively to protect the adult, Safeguarding Adult Reviews take place so that local services can learn lessons from these tragic events to better prevent them from happening in the future.</p><p> </p><p>The Government is committed to reducing homelessness and ending rough sleeping. No one should ever have to sleep rough. That is why we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. We believe that no-one’s opportunities in life should be determined by their ethnicity or religion.</p><p>The Government takes racist attacks very seriously, which is why we published the Hate Crime Action Plan in 2016. This was refreshed in 2018, when we committed up to £1.5 million for projects to tackle racially and religiously motivated hatred. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>The recently published International Education Strategy stated the government’s ambition to increase the number of international students hosted by UK universities to 600,000 by 2030, from 458,000 currently. The government is committed to this ambition regardless of the outcome of negotiations with the EU. We have made no estimate of the number of overseas students that will attend UK higher education institutions (HEIs) in the future.</p><p>The department recognises that prospective students and providers are concerned about what EU exit means for study and collaboration opportunities. To help give certainty, on May 28 2019, we announced guarantees on student finance for EU nationals. These guarantees are not altered if the UK leaves the EU without a deal. EU nationals (and their family members) who start a course in England in the 2020/21 academic year or before will continue to be eligible for ‘home fee’ status and student finance support from Student Finance England for the duration of their course provided they meet the residency requirement. We will provide sufficient notice for prospective EU students on fee arrangements ahead of the 2021/22 academic year and subsequent years in future.</p><p>We have also provided certainty for EU nationals wanting to come to the UK after Brexit. In the event that a deal is not agreed with the EU, arrangements for European Economic Area (EEA) and Swiss citizens arriving for 3 months or less after free movement ends will not look any different. To stay longer than 3 months during the transitional period, newly arrived EEA and Swiss citizens will need to apply for permission. Subject to identity and criminality checks, they will be given European Temporary Leave to Remain for a further 36 months. If EEA or Swiss citizens want to stay in the UK for longer than 36 months, for example to complete a 4-year course, they will need to apply and qualify for an immigration status under the main study routes of the UK’s new skills-based immigration system. In February 2019 the winners of the £48 million Ultra-Low Emission Bus Scheme were announced, providing funding to support the purchase of 263 zero emission buses and supporting infrastructure.</p><p> </p><p>The Government continues to run the £50m Plug-in Taxi Grant Scheme, which offers up to £7,500 on the price of eligible ultra-low emission taxis. By 2050 we want almost every car and van in the UK to be zero emission. We will end the sale of new conventional petrol and diesel cars and vans by 2040.</p><p> </p><p>The Government’s 2018 Road to Zero Strategy sets out a clear pathway to achieving this, to give clarity and certainty to both industry and motorists. 	answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>The response to the report by the Chair of the Task and Finish Group on Taxi and Private Hire Vehicle Licensing issued on 12 February committed to bring forward legislation to enable national minimum standards in licensing, enable greater enforcement powers for licensing officers and to establish a national licensing database to assist in the sharing of relevant information. Legislation will be brought forward when time allows.</p><p> </p><p>Taxis and private hire vehicle drivers are all subject to a ‘fit and proper’ assessment; any driver who poses a risk to public safety should not be permitted to hold a licence. Drivers are permitted to undertake pre-booked work outside of the area in which they are licensed.
