UK support will include the construction of six Ebola treatment centres across the country, providing 700 beds to treat 8,800 patients over the next six months.</p><p> </p><p> </p><p> </p><p>In support of this effort, the UK has deployed 750 military personnel to Sierra Leone. This will support the deployment of RFA Argus and three Merlin helicopters which will provide crucial transport support to medical teams and aid experts. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. The UK has already allocated £700 million to support internally displaced persons inside Syria and Syrian refugees in neighbouring countries, of which £2.3 million has been provided to Syrian refugees in Egypt in 2013/14. The UK Government has also been active in raising concerns on the treatment and detention of refugees and migrants within Egypt with the relevant authorities as well as providing diplomatic support to the work of UNHCR and other actors on these issues. The UK, through the tri-departmental Conflict Pool, is also supporting work to strengthen border management in the region.</p><p> </p><p> </p><p> </p><p>DFID is helping to address economic challenges in Egypt, promoting economic opportunities to reduce hardship. The ECA’s report highlights the success of the FRIT in mobilising a swift response to the crisis and delivering projects that have provided helpful support to Syrian refugees in Turkey. DFID supports the ECA’s recommendations for further improvements to the FRIT, including improving access to primary data for two programmes (representing €382 million of FRIT expenditure). The ECA notes that the anonymised data provided by the Government of Turkey for these projects has made the European Commission’s monitoring and evaluation less effective.</p><p> </p><p>The UK remains an active member of the FRIT Steering Committee and maintains a regular dialogue – at all levels – with the Government of Turkey on the FRIT. We have used our position to influence the FRIT to be more sustainable and maintain focus on supporting the most vulnerable, as well as challenging the European Commission to improve its monitoring and evaluation framework. Libya is a very challenging environment to operate in, which makes it difficult to accurately assess the number of migrants and refugees currently detained. The International Organisation for Migration estimate that 4,800 migrants are held in official detention centres, often subject to poor conditions and overcrowding, but this figure does not account for those held elsewhere by traffickers, militias or other armed groups. The Government has been clear that more needs to be done to break the business model of people smugglers and is taking steps to ensure that those responsible for trafficking are held to account. This includes supporting efforts to sanction people smugglers and build the capacity of Libyan law enforcement agencies. We support Syrians’ right to return home voluntarily, in safety and with dignity, in line with international humanitarian law, but only when conditions are right for this to happen.</p><p> </p><p>For many, returns will not be possible without an end to the conflict in Syria. We continue to support the UN-facilitated political process for Syria, which aims to reach a lasting settlement to the conflict that protects the rights of all Syrians. The UK is clear that all parties to the conflict must commit to a ceasefire, ensure unconditional humanitarian access, and return to political talks. All parties to the conflict must do all they can to prevent any further loss of life, including by respecting their obligations under International Humanitarian Law, and engage with the UN and humanitarian community. This is essential to ensure aid can reach those in need and to allow for civilians, including refugees and migrants, to be immediately evacuated to safety.</p><p> </p><p>The UK has announced a contribution of £1 million to the UN Flash Appeal. The UK is clear that civilians in areas affected by the current conflict, including refugees and migrants, must be immediately evacuated to safety. We continue to press the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights.</p><p> </p><p>Through our contribution to the EU Emergency Trust Fund for Africa (EUTF), the UK has supported the EU and Africa Union joint commitment to significantly increase voluntary returns of those who want to leave Libya, as agreed at the EU-AU Summit in November 2017. Since then, more than 57,000 people have been supported to return home, with most of these returns from Libya and Niger.</p><p> </p><p>Our contribution also supports the UNHCR-led evacuation of those in need of international protection from Libya to Niger and other countries (over 3,600 people to date), and their ongoing resettlement subsequent to their evacuation. Following UNHCR’s urgent appeal for resettlement places, the UK has committed to participate in the resettlement of the most vulnerable refugees who have been evacuated by UNHCR from Libya to Niger. On this basis, our partners do work in regime-controlled areas. However, DFID does not work directly with the Assad regime, and our programmes have a range of safeguards in place to mitigate the risks of regime interference and aid diversion.</p><p> </p><p>These measures include independent third-party monitoring of programmes and tight financial controls, which include requiring our partners to record and provide detailed information and evidence about the use of funds. Restrictions of movement are limited to Erbil. The UN Refugee Agency is negotiating with the KRG on allowing this camp population access to Erbil. With UN agencies unable to deliver aid cross-border into North East Syria, and medical supplies from Yaroubiya reaching 1.4 million people last year, DFID Ministers and UK Officials are raising this with the UN, and will ask the UN to report regularly on the humanitarian situation in North East Syria. DFID is also speaking with international partners to determine how to meet the immediate shortfall in medical supplies.
