	answer	answer is ministerial correction date of answer 24/10/2014 answer text <p>A comprehensive needs assessment of the post-disaster recovery requirements stemming from this year’s floods was carried out by the authorities of Bosnia and Herzegovina. The EU, the UN and the World Bank supported this process by providing resources and technical support. The assessment reflects damages, effects, impact and needs across a range of sectors including agriculture, education, health, public services, housing, transportation and energy. It estimates that the economic impact of the floods was £1.62bn. A European Commission hosted donors’ conference in July raised £810m towards the rehabilitation effort.</p><p>The EU assistance to the flood response is currently €42m, plus €1m from the UN Development Programme (UNDP), which has gone to rebuild schools, houses and other community infrastructure. An additional tranche of €43m is due to be released to cover flood prevention and provide more housing assistance.</p><p>In addition to a £1.03m commitment for immediate humanitarian assistance, the British Government is due to release a further £1m to the flood response work through the UNDP. The British Government continues to stress to the Israeli authorities the damage that their restrictions are doing to the living standards of ordinary Palestinians in Gaza, and that supporting legal trade for Gazans is firmly in Israel’s long-term interests. We have also encouraged the Egyptian authorities to ease the movement of bona fide travellers through Rafah, and to consider expanding Rafah to goods transit in the medium term, which will help to ease humanitarian pressures. Friend the Member for Bournemouth East (Mr Ellwood), raised strong concerns over the plans to move the Bedouin population from Area C with the Israeli Justice Minister on 6 October during his visit to Israel and the Occupied Palestinian Territories between 5-8 October The issue was also raised by officials from our Embassy in Tel Aviv in meetings with senior officials in the Israeli Ministry of Foreign Affairs and the Israeli Prime Minister's Office. We regularly make clear, publicly and privately, to Israel our serious concerns about the actual or threatened demolition of Palestinian homes and infrastructure in the West Bank, and the need for a planning process that adequately addresses the needs of Palestinian communities. Demolitions cause unnecessary suffering to ordinary Palestinians; are harmful to the peace process; and are, in all but the most exceptional of cases, contrary to international humanitarian law. The Fourth Geneva Convention is clear that the destruction of any real or personal property in Occupied Territory is not justified unless it is rendered absolutely necessary by military operations. We are continuing to work with local non-governmental organisations, including Human Rights Watch and the International Committee of the Red Cross to understand the exact circumstances of the case. Due to ongoing security restrictions in the geographical area, work to establish this continues.</p><p>We work with our Lebanese partners to promote democracy, stability and human rights in Lebanon.
