DFID monitors the numbers of refugees and internally displaced persons (IDPs) in the Sahel region as part of routine humanitarian surveillance but does not specifically monitor routes followed by irregular migrants. There are no plans to set up such monitoring systems. Similarly DFID provides humanitarian support across the Sahel region to refugees and IDPs, with £12m to UNHCR for refugee support and £17.5m through ICRC in support of conflict affected people provided across the region since January 2013. DFID Ethiopia also is providing £0.5m support to Eritrean refugees. The British Government continues to stress to the Israeli authorities the damage that their restrictions are doing to the living standards of ordinary Palestinians in Gaza, and that supporting legal trade for Gazans is firmly in Israel’s long-term interests. We have also encouraged the Egyptian authorities to ease the movement of bona fide travellers through Rafah, and to consider expanding Rafah to goods transit in the medium term, which will help to ease humanitarian pressures. We believe that they create an unintended ‘pull factor’, encouraging more migrants to attempt the dangerous sea crossing and thereby leading to more tragic and unnecessary deaths. Friend the Member for Witney (Mr Cameron), set out in an oral statement to Parliament on 26 September, Official Report, column 1255, the UK will tackle the Islamic State of Iraq and the Levant (ISIL) using all the resources at our disposal. These include humanitarian efforts, which Britain is already leading, aimed at helping those displaced by ISIL’s onslaught, and diplomatic efforts to engage the widest possible coalition of countries. There is now a coalition of over forty countries including a number of Arab countries. 	answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>The UK has stated that the Russian Government ban on import on food and agriculture products is totally unjustified and has no legitimate grounds.</p><p>The European Commission, in consultation with Member States, has responded with emergency measures designed to stabilise EU markets and to alleviate the effects of the Russian import ban on producers and businesses. Initially, schemes were introduced to support the growers of peaches and nectarines, the highly perishable fruit and vegetable sectors and the dairy sector.</p><p>The initial support schemes for cheese and fruit and vegetables were withdrawn due to a surge of applications, not all of which related to products directly exported to Russia. The Commission has now implemented a revised scheme for fruit and vegetables, which, unlike its predecessor, is mainly targeted at those Member States (not the UK) with a track record of exports to Russia. In response to calls from some Member States, including the Baltics, the Commission are considering further targeted measures for the dairy sector.</p><p>On fisheries, the UK and some Baltic states are exploring the possibility of banking some of their 2014 fisheries quota for the pelagic sector to be used in 2015.</p><p>The UK has encouraged the EU Commission to focus more attention on access to alternative markets to help offset the problems for European food producers caused by Russia’s recent restrictions. Most recently, the Prime Minister, my right hon. Friend the Member for Witney, (Mr Cameron), raised the issue with President al-Sisi in September 2014. The Secretary of State for Foreign Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge, (Mr Hammond), also raised his concerns with President al-Sisi during a visit to Cairo on 24 July, and Minister for the Middle East and North Africa, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East, (Mr Ellwood), raised concerns during his visit to Cairo on 25 August.
