We are working through the Khartoum Process, of which the UK is currently chair, and bilaterally to improve conditions for all migrants in the Horn of Africa. The Khartoum Process is a regional initiative bringing together the Governments of Egypt, Eritrea, Ethiopia, South Sudan, Sudan and Libya and the EU, the UK, Italy, France, Germany and Malta to better manage migration in the region, including the protection of irregular migrants. The Khartoum Process is part of a plan of action agreed between African nations and the EU and its member states in Valletta in November 2015. The protection of migrant rights is a critical element of that plan.</p><p> </p><p>In Sudan, we are advocating through the Khartoum Process for increased rights for refugees in national legislation, including work permits for Eritreans in Sudan. Alongside this, DFID contributes through the European Development Fund to the €100 million EU Trust Fund (EUTF) package of Special Measures for Sudan, which aims to protect and address the development needs of refugees in Eastern Sudan. The EUTF has been supporting UNHCR and local law enforcement efforts over the past 18 months to make camps in the East of Sudan more secure. With this EU support, UNHCR also hosts a unit for unaccompanied minors (UM) in Shagarab Camp, which works to return them to their families in Eritrea wherever possible, houses them separately from other migrants in purpose built dormitories, and provides free meals for all the children.</p><p> </p><p>In April 2016, the UK together with World Bank and UNHCR signed up to a set of principles on programming to support long term refugees. These principles recommend increased support to a shift from relief provision for refugees towards a more sustainable approach. In line with this, DFID in Ethiopia is providing £125 million over the next five years for basic service and economic opportunities alongside protection programming, working with both refugees and host communities. The Government response to each is as follows.</p><p>On point one in the report, the Government has been clear that the UK will not be part of the European Union relocation scheme. We remain of the view that relocation schemes within Europe risk creating perverse incentives for people to put their lives into the hands of traffickers. The Government is supporting efforts at hotspots through the deployment of resources to Italy and Greece through the European Asylum Support Office. We are fully committed to the efficient and timely operation of the Dublin Regulation and we are working closely with the Greek authorities, to identify, assess and transfer those with family connections to the UK under the Dublin family reunion process.</p><p> </p><p>On point two, through our £70 million contribution to the Mediterranean Migration Crisis response, we are funding the United Nations High Commissioner for Refugees, the International Organisation for Migration, and other agencies and Non-Governmental Organisations, and have strongly encouraged them to ensure close coordination with the authorities, to together achieve improved accommodation for refugees and migrants. Our funds are also helping to provide alternative shelter options for vulnerable migrants.</p><p> </p><p>On point three, DFID is delivering a £10 million Refugee Children’s Fund for Europe which prioritises unaccompanied and separated children. The fund provides safe places for at risk children, data management to trace children to their families, and services such as counselling and legal advice. A new Women and Girls’ Fund for Europe will provide specialised protection services, responding to the risk of exploitation, violence and trafficking, including for children.</p><p> </p><p>On point four, the Government believes that resettlement programmes are best operated at the national level. Under the Syrian Vulnerable Person’s Resettlement Scheme, we have committed to resettle 20,000 Syrians by the end of this Parliament. Our international NGO partners are also assessing needs and planning to provide further assistance.</p><p>DFID supports the UN’s Office for the Coordination of Humanitarian Affairs (OCHA) Humanitarian Pooled Fund, which has allocated over $1 million for the prepositioning of humanitarian supplies for use in Manbij. UK support will include the construction of six Ebola treatment centres across the country, providing 700 beds to treat 8,800 patients over the next six months.</p><p> </p><p> </p><p> </p><p>In support of this effort, the UK has deployed 750 military personnel to Sierra Leone. This will support the deployment of RFA Argus and three Merlin helicopters which will provide crucial transport support to medical teams and aid experts. The UK has already allocated £700 million to support internally displaced persons inside Syria and Syrian refugees in neighbouring countries, of which £2.3 million has been provided to Syrian refugees in Egypt in 2013/14. The UK Government has also been active in raising concerns on the treatment and detention of refugees and migrants within Egypt with the relevant authorities as well as providing diplomatic support to the work of UNHCR and other actors on these issues. The UK, through the tri-departmental Conflict Pool, is also supporting work to strengthen border management in the region.</p><p> </p><p> </p><p> </p><p>DFID is helping to address economic challenges in Egypt, promoting economic opportunities to reduce hardship. For example DFID is supporting job creation and economic reform through the £125m regional Arab Partnership programme. 	answer	answer is ministerial correction date of answer 18/11/2014 answer text <p>In the latest Strategic Response Plan for Iraq, the UN estimates that 1.26 million internally displaced people are in need of assistance in order to be prepared for winter, with 800,000 people in need of immediate shelter.</p><p> </p><p> </p><p> </p><p>The UK government has responded by funding £23 million of humanitarian assistance in Iraq. £17.5 million of the funding has gone to the UN, NGOs and the International Committee for the Red Cross for projects which include winterisation assistance such as shelter kits for people living in collective shelters and unfinished buildings. There are thirty-three donors to the ARTF, making it difficult to directly attribute all infrastructure projects to specific countries.
