star this property answer text <p>With pressure from the United Kingdom and other Member States, the European Union (EU) has mobilised considerable funding to support the international response to the refugee crisis – including within Europe, and to tackle the root causes of migration and displacement in the Middle East and North Africa.</p><p>Within Europe, the UK is working to ensure that all tools are being used to support the humanitarian response to the refugee crisis, and that the donor effort is well coordinated through the Civil Protection Mechanism. Alongside this, the UK's support for refugees and migrants during the Mediterranean migration crisis has reached nearly £55million. This money is focused on providing life-saving assistance and protection to vulnerable people rescued at sea or in transit.</p><p>In the Middle East and the North Africa, the EU is a leading donor in the response to the Syria crisis with over €5 billion of total budget mobilised by the European Commission and Member States collectively in humanitarian, development, economic and stabilisation assistance. The UK has been at the forefront of this, pledging over £1.1 billion, our largest ever humanitarian response to a single crisis. In addition, the EU Trust Fund for Africa – a €1.8billion fund – will allocate money to projects in the Sahel, Horn and North Africa to tackle the root causes of migration.</p>

star this property answer text <p>While humanitarian aid is still needed to respond to the Syria crisis, the protracted nature of the Syria crisis means that this must be complemented by longer term support for the empowerment and human and economic development of Syrian refugees. The UK is leading by example by shifting the emphasis of UK aid from short term emergency relief to longer term approaches, including by providing multi-year funding commitments to our partners, and encouraging other donors to do the same. A good example of this is UK support for education under the No Lost Generation Initiative.</p> more like this

star this property answer text <p>We assist the residents of Shatila and eleven other refugee camps in Lebanon by providing funding to international Non-Governmental Organisations and to the United Nations Relief and Works Agency (UNRWA), the coordination agency for humanitarian assistance to Palestinian refugees in Lebanon and the region. We have committed £133.7 million for humanitarian activities in Lebanon to date and are the third largest bilateral donor to UNRWA.</p><p> </p><p> </p><p> </p><p>UK funding provides cash to help urban refugees rent private sector accommodation. This moderates the numbers of refugees in camps and eases the pressures of overcrowding. To improve safety and security in camps we are supporting projects to address the causes of security challenges and respond to them when they arise. Medical care for camp populations is mostly provided through UNWRA. UNRWA spends 18% of its budget on healthcare provision and runs 27 health clinics for the refugee population offering services both in camps and in the urban environment. Our assistance to refugees in Lebanon forms part of wider UK action in the region. Since the onset of the Syria crisis the UK has committed £700 million for humanitarian activities in Syria and neighbouring states. Syrian refugees, Palestinian refugees formerly resident in Syria and host communities benefit from this funding.</p><p> </p>

star this property answer text <p>We are in regular contact with the Government of Turkey on the need for effective aid deliveries into Syria. Access for medical and relief supplies from Turkey to northern Syria has been ongoing through cross-border operations carried out by International NGOs, and has increased since the adoption of UN Security Council Resolution 2165/2191 authorising the UN to deliver aid across borders without regime consent. Following the adoption of Resolution 2165, according to the UN over 410,000 people have been reached with medical assistance, including more than 347,000 people from Turkey.</p><p> </p> more like this

star this property answer text <p>We are concerned by the electricity shortage in Gaza and the serious impact it is having on the humanitarian situation. We are in regular dialogue with Israel, the Palestinian Authority and other development actors, specifically the European Union and UN, on the extension of the 161 power line and conversion of the Gaza power station to gas. The UK believes these are the immediate steps necessary to improving the situation in Gaza, however a more comprehensive lifting of restrictions as part of a political agreement is the only long-term solution.</p> more like this

star this property answer text <p>UK aid is reaching thousands of vulnerable people across Iraq, include the most vulnerable groups, such as Yezidis. All UK-funded aid is distributed on the basis of need to ensure civilians are not discriminated against on the grounds of race, religion or ethnicity. The UK works with the Government of Iraq, Kurdish Regional Government, UN and the international community to support the rights of all minorities and to ensure our aid reaches those in greatest need.</p><p>Humanitarian actors have started the winterisation preparations. We regularly engage with the UN and other partners to ensure that the needs of those most requiring assistance are taken into account. As part of the humanitarian response in Iraq, populations outside of camps have been described as a priority target.</p><p>DFID announced an additional £20 million of humanitarian funding for Iraq on 29 September, taking our total contribution to £79.5 million since June 2014.</p> more like this

star this property answer text <p>UK Government officials recently discussed the level of support provided to internally displaced women and girls with Afghanistan's First Lady. Along with other international donors, we will continue raising this issue with representatives of the Afghan Government.</p><p> </p><p> </p><p>DFID is funding five safe spaces inside Syria, and has supported the publication of a United Nations Population Fund guidance note on safe spaces based on experience in the region. The guidance has been widely disseminated in the region and has influenced the United Nations Population Fund’s work in Yemen. Together with the use of mobile teams and women’s centres, safe spaces are an important way for women and girls to access psychosocial support and referral to specialised services.</p> more like this

star this property answer text <p>The report concerned is based on internal Commission reports from EU delegations in non-EU countries, many of which are fragile or conflict-affected. These reports identify potential problems during implementation, so that things can be put right in time. We have not seen the actual reports, as these are internal Commission management documents. The report highlights the implementation challenges and the steps taken by the Commission to manage these risks, including the withholding of funds where fraud is thought to be to an issue. If it is proven that money has been wasted we expect the EU and its audit institutions to take swift and decisive action to recoup funds and to carry out a thorough review of all its programmes to provide a clear set of actions to stop this happening again.</p><p> </p> more like this
