This includes a £5bn package of investment for buses and cycling and a consultation on Freeports. We have confirmed that we will proceed with HS2 to deliver essential North-South connectivity, greater capacity, and shorter journey times.</p><p> </p><p>This will build on £13bn of investment in transport in the North - more than ever before by government, including £3bn investment to improve strategic roads across the region.</p> more like this

unstar this property answer text <p>The Budget demonstrated the Government’s commitment to levelling up opportunity in every region and nation in the United Kingdom.</p><p> </p><p>For example, the Government is investing £700m on major strategic road schemes; as part of that, there will be improvements to the A585 Windy Harbour to Skippool. Lancashire will also benefit from £140m from the Housing Infrastructure Fund for the “South Lancaster Growth Catalyst” proposal, as well as £40m for Preston City Region through the Transforming Cities Fund to deliver a new station at Cottam Parkway on the Preston-Blackpool line.</p><p> </p><p>More widely, the North West will benefit from a variety of other major infrastructure announcements ranging from broadband to flooding and coastal defence investment.</p> more like this

unstar this property answer text <p>We recognise the challenges that COVID-19 is having on all groups in society, including the most vulnerable. That is why the government announced an unprecedented package of support – including boosts to Universal Credit, the Coronavirus Job Retention Scheme (CJRS), and the Self-Employment Income Support Scheme – helping to protect incomes, jobs, and support those most at need. HMT distributional analysis as of the end of May 2020 showed that these interventions, along with the existing tax and welfare system, helped reduce income losses faced by working households by up to two-thirds, with the poorest working households protected the most (as a proportion of income).</p><p> </p><p>On the level of unemployment, the unemployment rate in the three months to October rose 0.7ppts on the quarter and 1.2ppts on the year to 4.9%. The unemployment level rose by 241,000 on the quarter and rose by 411,000 on the year, to 1.7 million. The single-month unemployment rate for October rose by 0.3ppt on September to 5.2%. The unemployment level rose by 114,000 on the month and 582,000 on the year to 1.8 million.</p><p> </p><p>Regarding those furloughed under the CJRS, this scheme was designed and created to respond to the crisis. As of 13 December 2020, the CJRS has helped 1.2 million employers across the UK furlough 9.9 million jobs, protecting people’s livelihoods. £46.4 billion has been paid out in grants.</p><p> </p><p>On benefit payments, the pandemic has seen a substantial increase in Universal Credit claims – as of August, 4.6 million households were in receipt of Universal Credit, compared to 2.6 million in February. The Office for Budget Responsibility’s November 2020 Economic and Fiscal Outlook fully assessed the impact of Covid-19 and associated government policy measures of welfare spending, and found that the government is spending an additional £7.4 billion on its overall package of increased welfare support.</p><p> </p><p>On the number of companies ceasing to trade, insolvency case registrations remain above 2019 levels. For the year to date, registrations in 2020 remain low, at around 73% of 2019 levels.</p><p> </p><p>Finally, on the impact on regional GDP, in November 2020, the Office for National Statistics published experimental measures of quarterly regional GDP for the first quarter of 2020 for Wales and the English regions. They show a reduction in GDP in all regions compared to the last quarter of 2019. These statistics are still in development and should be interpreted with caution. The latest official regional GDP statistics relate to 2018 and were published in December 2019.</p>

As such, the government is committed to levelling up opportunity across the UK while also enhancing the UK’s existing strengths. This is why the Government continues to demonstrate its commitment to London and the South East, for example investing around £1.7 billion in 48 high-value projects through the Housing Infrastructure Fund, building ten new hospitals, and investing over £120 million from the Transforming Cities Fund in cities such as Southampton and Portsmouth. There are 5.9 million workforce jobs in London, and 22,000 civil service roles will be relocated out of London and the South East by 2030, as announced at Budget 2020.</p> more like this

unstar this property answer text <p>At Budget, the Chancellor announced the 8 Freeports from 8 regions of England, as selected by the Secretary of State for the Ministry for Housing, Communities &amp; Local Government – this followed the fair, open and transparent assessment process outlined in the Bidding Prospectus.</p><p> </p><p>Freeports will play a significant role in boosting trade, attracting inward investment and driving productive activity across the UK. This will level up communities across the country through increased employment opportunities. This is more important than ever as we begin to recover from the ongoing economic impacts of Covid-19.</p><p> </p><p>Our focus has been on getting places to send us their bids and proposals, rather than second-guessing what they will do. The modelling we have done to support that process remains sensitive at this point and liable to change significantly now the locations have been announced.</p> more like this

unstar this property answer text <p>At Budget, the Chancellor announced the 8 Freeports from 8 regions of England, as selected by the Secretary of State for the Ministry for Housing, Communities &amp; Local Government – this followed the fair, open and transparent assessment process outlined in the Bidding Prospectus.</p><p> </p><p>Freeports will play a significant role in boosting trade, attracting inward investment and driving productive activity across the UK. This will level up communities across the country through increased employment opportunities. This is more important than ever as we begin to recover from the ongoing economic impacts of Covid-19.</p><p> </p><p>Our focus has been on getting places to send us their bids and proposals, rather than second-guessing what they will do. The modelling we have done to support that process remains sensitive at this point and liable to change significantly now the locations have been announced.</p> more like this

unstar this property answer text <p>Local stakeholders have championed the reinstatement of the Colne-Skipton railway line and work is currently progressing to assess the proposed scheme and determine if it can be made affordable, will attract sufficient traffic, and is part of the right long-term solution for trans-Pennine rail traffic.</p><p> </p><p>We expect to receive the results later this year to inform a decision as to whether the scheme should progress to the ‘develop’ stage of the Government’s Rail Network Enhancements Pipeline. This is part of our new approach to rail enhancements to ensure we address the needs of passengers and freight, and that funding commitments appropriately reflect the stage of development of schemes.</p> more like this
