These authorities retain accountability for the effective running of their children’s services. Commissioners do not run the services, but do make recommendations to the Secretary of State on whether operational control of services should be removed from the council. Where Ministers accept a recommendation that services should transfer to alternative delivery arrangements, such as a new Children’s Services Trust, Commissioners will oversee this process</p>

star this property answer text <p>The Government and the National Health Service recognise that the mental health impacts of the COVID-19 outbreak on some people living with long term conditions like HIV can be significant.</p><p>Mental health services across England have remained open for business throughout the pandemic and mental health providers have been working hard to ensure that all those who need them have access to mental health services. This includes instructing mental health trusts to establish all-age 24 hours a day, seven days a week crisis helplines and issuing guidance to trusts on staff training, prioritisation of services and how to maximise use of digital and virtual channels to keep delivering support to patients.</p><p>In addition, the ‘Every Mind Matters’ online resource provides advice and practical tips to help look after mental health and wellbeing. It has now seen 3.8 million visits and over 380,000 additional completions of mind plans to improve wellbeing and mental health since the introduction of social distancing.</p>

The review began in March 2019.</p><p> </p><p>Specifically, the Law Commission have been asked to consider the current range of offences and aggravating factors in sentencing, and to make recommendations on the most appropriate models to ensure that the criminal law provides consistent and effective protection from conduct motivated by hatred towards protected groups or characteristics. The review will also take account of the existing range of protected characteristics, identifying any gaps in the scope of protection currently offered under the law and making recommendations to promote a consistent approach.</p><p> </p><p>The Law Commission plan to issue a consultation on this matter in early 2020. Further information on the review can be found on the Law Commission webpage at: <a href="https://www.lawcom.gov.uk/project/hate-crime/" target="_blank">https://www.lawcom.gov.uk/project/hate-crime/</a></p><p> </p><p>Under the current law, the courts already have a duty to treat evidence of hostility based on someone’s sexual orientation or transgender identity as an aggravating factor when considering the seriousness of an offence. Where an offence is proven, this would merit an increase in penalty within the maximum available for that offence.</p>

star this property answer text <p>There are properties in both the social and private rented sectors where pets are allowed. In the case of social landlords, it would be set out in the tenancy agreement whether pets are allowed and this is at the discretion of the landlord. Similarly, in the private rented sector, it is a matter for landlords to agree with their tenants as to whether pets are permitted. The government recognises that not all properties may be suitable for tenants with pets but encourages landlords to offer flexibility where possible.</p> more like this

star this property answer text <p>The Department for Education intervenes in all local authorities that receive an inadequate Ofsted rating for children’s services.</p><p>In the most serious cases, improvement may require statutory intervention, whereby, under the Education Act 1996, the Secretary of State is able to direct a local authority to take whatever action is deemed necessary to secure improvement. In the last few years, Ministers have directed the setting up of new governance structures, including partnering with another local authority (e.g. Isle of Wight), bringing in extra improvement support (e.g. Somerset), or establishing a Children’s Services Trust (e.g. Doncaster).</p><p>In other cases the department takes non-statutory steps, issuing an ‘improvement notice’ detailing what actions a local authority is expected to take to improve its services and closely monitoring progress. We deploy government improvement advisers who are appointed to support and challenge these authorities to make rapid progress.</p>
