star this property answer text <p>It is difficult to estimate the amount of asbestos that is present in the Palace of Westminster and on the parliamentary estate because asbestos materials of various types have been widely used (often concealed in ducts and voids, and buried in the fabric of the building) over the years. Before the dangers of asbestos were known it was used extensively in building works due to its strength and resistive properties. Extensive surveying has been undertaken to inform Parliament’s management of asbestos and robust controls are in place to cover checking for the presence of asbestos and the safe execution of works.</p><p>Parliament’s Asbestos Management Plan complies with the Control of Asbestos Regulations 2012 and follows Health and Safety Executive (HSE) guidance. Risks associated with asbestos-containing materials are managed in line with the Health and Safety at Work etc. Act 1974. The plan is reviewed annually and has been independently audited.</p><p>Each presence of asbestos is judged for removal or management in situ on its own merits, in line with best practice and HSE guidance. All staff in the Parliamentary Estates Directorate undergo mandatory training in asbestos management which provides information and advice about the dangers of asbestos, including asbestos-related diseases. Contractors and their staff are also required to undertake this training, or to provide evidence that they have done equivalent training. The removal of asbestos would be part of the minimum outcome of the Palace Restoration and Renewal Programme and is therefore addressed in all the scenarios that are described in the recent Independent Options Appraisal.</p>

star this property answer text <p>The Director of Public Prosecutions has published a ‘Policy for Prosecutors in Respect of Cases of Encouraging or Assisting Suicide’. In this policy, the DPP makes the CPS position clear that, in the context of websites that promote suicide, a suspect may commit the offence of encouraging or assisting suicide, if it is intended that one or more readers of such material will commit or attempt to commit suicide.</p><p> </p><p>In considering whether or not to bring charges under section 2 of the Suicide Act 1961, a Crown Prosecutor will apply the Full Code Test as set out in the Code for Crown Prosecutors, giving consideration to both the evidence and the public interest in prosecuting, as they would with any other offence.</p><p> </p> more like this

star this property answer text <p>Before a prosecution can take place, there has to be a police investigation. The Crown Prosecution Service (CPS) has no powers to investigate allegations of crime. The war crimes team of the Metropolitan Police Counter Terrorism Command (SO15) is responsible for the investigation of all allegations of war crimes, crimes against humanity, genocide and torture. They decide whether an investigation is required and how it should be conducted. SO15 received a request from Rwandan authorities in January 2018 to investigate five individuals in the UK in relation to alleged genocide offences in Rwanda dating from around 1994. SO15 has not launched an investigation as it is currently assessing material provided from Rwandan authorities to determine whether it will be possible to carry out further scoping of the allegations.</p> more like this

star this property answer text <p>The Government notes this wide ranging report with interest and continues to engage with the Federation of Small Businesses (FSB) on a regular basis. It highlights some important issues on the supply chain experience for SMEs and the analysis and recommendations will be considered as we implement the Industrial Strategy which is taking action in many of these areas. Since the publication of the Industrial Strategy, four Sector Deals have been announced and there are more in discussion. And we will work in partnership with places to develop Local Industrial Strategies, which will be developed locally and agreed with the government.</p><p> </p><p>I note the most commonly reported risks to supply chains by FSB smaller suppliers are customers failing to pay for services / goods provided (51%). At the Spring Statement, my rt. hon. Friend Mr Chancellor of the Exchequer announced that a call for evidence will be published on eliminating unfair payment practices; this will seek views on how the government can go further to deliver a fair payment culture.</p><p> </p><p> </p>
