Operationally this means that drivers open and close the doors of the train – a modern and safe way of working. What this means for passengers is that they now have dedicated customer service staff (an on-board supervisor, or OBS) on every train that previously had a conductor. Should an OBS - at short notice - not be able to meet the train, then the train is no longer cancelled, as it would have been with a conductor.</p><p> </p><p>In 2016, no Southern services ran without a scheduled second member of staff on board. However, 8,119 trains were cancelled in 2016 because there was no conductor. As such, the UK Government has full oversight of the exports.</p><p> </p><p>The UK has issued two licences for the export of Paveway bombs to Saudi Arabia: a Standard Individual Export Licence (SIEL) in April 2015 and an Open Individual Export Licence (OIEL) in March 2014, in accordance with the Consolidated Criteria. Details of these can be found in the published official statistics at <a href="https://www.gov.uk/government/collections/strategic-export-controls-licensing-data." target="_blank">https://www.gov.uk/government/collections/strategic-export-controls-licensing-data.</a></p><p> </p><p>I am withholding details of the number and value of bombs permitted by the SIEL as disclosure would prejudice commercial interests.</p><p> </p><p>OIEL applications do not include values because OIELs are generally not restricted by quantity. HM Revenue and Customs, on behalf of the Government, investigates all credible allegations of strategic export control offences, which can proceed to a full criminal investigation. HMRC investigators will recommend prosecution when and where there is clear evidence of a serious criminal offence.</p><p>Export licence applications are rigorously assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all prevailing circumstances at the time of the application. The assessment may also take into account the risk that the proposed legitimate activity to be licensed will directly or indirectly facilitate other activities that violate export control or sanctions legislation.
