An impact assessment was published during the passage of the Policing and Crime Act 2017.</p><p>Following the introduction of public misconduct hearings in public, with legally qualified chairs (2015), the Government has extended the police discipline system to former officers and introduced the police barred list (December 2017). In January 2018, reforms to the Independent Police Complaints Commission (IPCC) were implemented, streamlining decision-making and creating the Independent Office for Police Conduct (IOPC). Investigation times have fallen since these changes were introduced.</p><p>The next phase of reforms will build on these changes, overhauling the police complaints and discipline systems. Changes to simplify processes, for example when making decisions on a case to answer, will make the system more efficient and the police and IOPC will be required to provide a written explanation if an investigation goes beyond 12 months and set out next steps. We will explore what barriers prevent people from making a complaint based on submissions to the Call for Evidence and meetings with our stakeholders.</p><p> </p><p>Our response will also consider the case for further regulation. County Court Bailiffs, who are employees of Her Majesty’s Courts and Tribunal Service (HMCTS), and Approved Enforcement Agencies who enforce criminal orders, were not within scope of the review of enforcement agents. We will liaise with trade unions if any proposals that may arise from our consideration of the responses from the Call for Evidence directly impact on Court staff.</p><p> </p><p>HMCTS are in the process of procuring a new set of contracts for Approved Enforcement Agencies (AEA) to enable the collection of criminal orders. The tender went live on 1 July 2019. 	answer	answer answer text <p>Prisoner Escort and Custody Services (PECS) contracts are delivered by GEOAmey and Serco and cover a range of services, including secure prisoner transportation between prisons, police stations and other named places of detention and courts, and transportation of prisoners between prison establishments. The contract also includes custodial services and dock escorts in courts. There is no legal or business requirement to collate the cost of individual journeys, but the annual value of these contracts is approximately £139million.</p><p> </p><p>Information relating to parts b) and c) of 6475 is not collected centrally and could only be obtained at disproportionate cost.</p><p> </p><p>Private providers continue to play an important role in the prison estate. 	question text	To ask the Secretary of State for Defence, how many incidents of (a) irresponsible and (b) reckless flying have been reported (a) on the Machynlleth Loop and (b) in Wales in each of the last five years; and what steps he is taking to ensure that pilots behave appropriately and responsibly.

	answer	answer answer text <p>The information is not held in the format requested.</p><p> </p><p>The Defence Flying Complaints Investigations Team (DFCIT) is charged with investigating instances of military low flying complaints reported by members of the public. These stringent regulations are in place in order to protect the public, our aircrew and aircraft. All aspects of flight safety are kept under continuous review. Aircrew are not permitted to carry out manoeuvres beyond their proven capabilities, or those of the aircraft.
