unstar this property answer text <p>The Ministerial Code makes clear that Ministers must ensure that no conflict arises, or could reasonably be perceived to arise, between their public duties and their private interests, financial or otherwise. It is the personal responsibility of each Minister to decide whether and what action is needed to avoid a conflict or the perception of a conflict, taking account of advice received from their Permanent Secretary and the Independent Adviser on Ministers’ interests.</p><p>As set out in Chapter 7 of the Ministerial Code, there is an established regime in place for the declaration and management of private interests held by ministers. Cabinet members appointed on 13 November 2023 are following this standard process. On appointment to each new office, ministers must provide their Permanent Secretary and Independent Adviser with a full list of interests which might be thought to give rise to a conflict. This includes interests of the minister’s spouse or partner and close family which might be thought to give rise to a conflict.</p><p>The Independent Adviser publishes a list of relevant interests. Work is underway on the next List which will include all ministers appointed week commencing 13 November.</p><p> </p>

unstar this property answer text <p>The Crown Commercial Service, on behalf of the Cabinet Office, continues to work alongside the national food industry, including the Federation of Wholesale Distributors, to make sure that suppliers’ concerns are being factored into the development of the agreement.</p><p>We regularly engage with colleagues from the devolved nations, including customers and suppliers across Wales, on their commercial requirements and how we can support them.</p><p>SMEs and wholesalers are crucial to the food supply chain and have been consulted as part of supplier engagement. These stakeholders have been from across the whole of the UK. The UK Government always seeks to work constructively with devolved administrations, including the Welsh Government, and feedback from this process shaped the procurement strategy for the framework agreement.</p><p>The UK Government has made important changes to ensure SME producers across the country will have increased opportunities to work with the public sector. Furthermore, customers will be able to request nominated local products (subject to the local supplier/producer meeting the minimum technical standards). These products would be consolidated into a single delivery with their food order.</p><p>Lastly, this will be the first procurement for CCS in the food market, which will actually bring additional choice to public sector food buyers.</p><p> </p>

unstar this property answer text <p>The Ministry of Justice is responsible for marriage law in England and Wales.</p><p>The Government has received a number of representations about making separate provision for humanist marriage in England and Wales. As we have made clear, a Law Commission report due later this year is expected to present options for wholesale reform to the law governing marriage ceremonies, which the Government will consider carefully. Options being explored by the Law Commission include offering couples greater flexibility to form their own ceremonies, allowing the ceremony to take place in a much broader range of locations and to provide a framework that could allow non-religious belief organisations (such as Humanists) and/or independent celebrants to conduct legally binding weddings.</p><p>The Government will decide on provision for non-religious belief marriage on the basis of the Law Commission's recommendations. The Government, therefore, has not made an assessment of the merits of enabling Senedd Cymru to legalise humanist marriages.</p>

Any child sentenced in England or Wales would be held in an English or Welsh establishment.</p><p> </p><p>The criminal justice system of Scotland is devolved to the Scottish Government and the Ministry of Justice does not hold any information about children born in England who are subsequently held in the Scottish secure estate.</p> more like this

unstar this property answer text <p>The average number of children in custody has fallen by 73% between 2010/11 and 2020/21 and their reoffending rate fell from 73.8% to 65.2% between 2008 and 2018 (most recent data).</p><p>Many of the children sentenced to custody have committed very serious crimes. However, they are also often very vulnerable, with complex needs, and require significant levels of support to enable them to positive, crime-free lives. The government is determined to reduce their reoffending further. We are providing all prison officers in the youth estate with the opportunity to receive a degree-level qualification to become youth justice specialists; in partnership with the NHS, we are rolling out a new approach to care that provides children in custody with greater psychological support; and we are trialling secure schools, a new form of youth custody that puts education and healthcare at the centre of the custodial experience for children.</p> more like this

unstar this property answer text <p>The average number of children in custody has fallen by 73% between 2010/11 and 2020/21 and their reoffending rate fell from 73.8% to 65.2% between 2008 and 2018 (most recent data).</p><p>Many of the children sentenced to custody have committed very serious crimes. However, they are also often very vulnerable, with complex needs, and require significant levels of support to enable them to positive, crime-free lives. The government is determined to reduce their reoffending further. We are providing all prison officers in the youth estate with the opportunity to receive a degree-level qualification to become youth justice specialists; in partnership with the NHS, we are rolling out a new approach to care that provides children in custody with greater psychological support; and we are trialling secure schools, a new form of youth custody that puts education and healthcare at the centre of the custodial experience for children.</p> more like this
