star this property answer text <p>​It is essential that the further education (FE) sector is able to recruit and retain excellent teachers if we are to achieve a world-class technical education system in England. Due to the independent nature of the FE sector, and government’s historical relationship with it, we do not have detailed data on FE teacher pay, or on the wider FE workforce.</p><p>We are undertaking work to understand the situation better, including the specific challenges and opportunities in relation to teacher recruitment and retention in the sector. This includes our recent College Staff Survey, which is helping us develop a better insight into the state of the teaching profession in FE and shows that more than half of all teachers have worked in the sector for ten years or more.</p><p>We want to support the recruitment and development of FE teachers. This year we have launched our £5 million Taking Teaching Further programme to help attract talented and inspiring people with industry expertise to teach in FE. We have also announced our £8 million new bespoke professional development offer, T level Professional Development, to help existing teachers and leaders successfully deliver T levels.</p><p>​Further, we have recently commissioned research on identifying FE teacher comparators, and on incentive programmes for the recruitment and retention on FE teachers, to better inform our thinking. The reports, and the results of the College Staff Survey, are available at GOV.UK.</p>

star this property answer text <p>The department has established mechanisms to deploy resource across the Civil Service. Individual secondments and loans are agreed by line managers and based on business need. Managers stay in contact with staff throughout their time away and manage their return to the department. The department does not hold a central record detailing individual loans and secondments.</p><p>It is the top priority of the government to leave the EU with a deal, but it is also the responsibility of the government to prepare for all scenarios, including for the prospect of a no deal. The Civil Service is focused on delivering the government’s most pressing priorities, so it is only sensible that we make use of the resources and expertise we have available to make sure the UK is prepared for all Brexit scenarios on exit day. This includes departments sharing staff and working together on joint projects. The number of staff who are being seconded to the Department for Environment, Food and Rural Affairs as part of a coordinated exercise is yet to be determined.</p><p> </p>

This includes departments sharing staff and working together on joint projects.</p><p>As part of the co-ordinated exercise, the department are working to second staff mostly to the Department for Environment, Food and Rural Affairs and Her Majesty’s Revenue and Customs. In particular, it shows that the UK is a top destination for international students, with almost 1 in 5 students studying at UK universities coming from abroad.</p><p>Standards are rising in our schools, with 84% of pupils now attending good or outstanding schools, compared to 66% in 2010. star this property answer text <p>We do not collect information on the number of schools participating in employment and enterprise schemes.</p><p> </p><p>The government established the employer-led Careers &amp; Enterprise Company in 2014 to link employers with schools and colleges. The Company has set up an Enterprise Adviser Network of senior volunteers from business to work with schools and colleges to increase opportunities for young people to learn more about the world of work. Over 1,700 Enterprise Advisers are working with over 1,700 schools and colleges to support their careers and enterprise provision.</p> more like this

star this property answer text <p>On 29 June, the government committed to providing abortions in England without charge for residents of Northern Ireland.</p><p>We have been given assurances that, since that date, women from Northern Ireland have not been charged for abortions provided in England.</p><p> </p><p>We are working with service providers to agree a mechanism to deliver the service for women from Northern Ireland that replicates as closely as possible the service that residents of England receive.</p> more like this

star this property answer text <p>We note the findings of the Equality and Human Rights Commission’s research into gender, ethnicity and disability pay gaps. The Government is tackling pay gaps by requiring large employers, including the public sector, to publish their gender pay gap and gender bonus gap. In addition, we are exploring options for introducing other forms of pay gap reporting.</p><p> </p><p>Furthermore, the government is offering 30 hours of free childcare for working families with 3 and 4 year-olds, has extended the right to request flexible working to all employees and introduced shared parental leave. In addition, we are providing £5m of funding to increasing Returners Programmes.</p><p> </p><p>We are also encouraging girls to consider a wider range of careers, including in those higher paying sectors traditionally dominated by men, through funding programmes in schools to increase take-up of STEM subjects and programmes such as STEM ambassadors.</p><p> </p> more like this

star this property answer text <p>The Department funds adult English for Speakers of Other Languages (ESOL) provision through the Adult Education Budget. This provision prioritises individuals seeking employment. It also encourages collaboration between local businesses and Jobcentre Plus by offering providers the freedom to respond to the needs in their area.</p><p>Additionally, Local Enterprise Partnerships (LEPs) play a key role in identifying skills gaps that includes ESOL. LEPs work with local businesses to develop a skills strategy to support business growth.</p> more like this

star this property answer text <p>The Department engages with English for Speakers of Other Languages (ESOL) providers and other stakeholders on a regular basis to discuss a range of issues, including the suitability of existing qualifications. In addition, the Adult ESOL Core Curriculum aims to increase consistency of teaching and provide clarity for the skills, knowledge and understanding that learners need in order to improve their English.</p><p> </p><p>The Office of Qualifications and Examinations Regulations (Ofqual) is responsible for ensuring that qualifications – including those for ESOL - are developed and delivered appropriately. Ofqual monitors closely the delivery of these qualifications and intervenes when standards are not met.</p> more like this

A five-point scale is used that ranges from &quot;new to English&quot; through to &quot;fluent&quot; and guidance is available to help schools make an accurate assessment.</p><p>Fulfilling this requirement will help schools identify the English language needs of their EAL pupils and to plan appropriate support.</p> more like this

star this property answer text <p>We know that English language skills help people get into work, progress in their careers and integrate into life in England. This is why we provide full funding for English for Speakers of Other Languages (ESOL) courses for adults who are job seekers on work-related benefits. We also co-fund other adults, such as employed learners, with the Government contributing 50% of course cost. This provides an incentive for others, including employers, to contribute to the costs of ESOL courses.</p><p>In the last financial year, the government also made £9.8 million available for work place based education and skills programmes through Unionlearn. A number of these projects focused on identifying and supporting employees with ESOL needs.</p><p>ESOL learners who complete their qualification benefit from a 6% wage premium within 3-5 years of completing their course. This indicates that employers value the benefits of language skills.</p> more like this

We are transforming the skills landscape and in light of these changes, it would premature to draw definitive conclusions on the basis of the limited data available. We fully expect there to be a period of adjustment while employers decide how to maximise the opportunities these reforms present them.</p><p> </p><p>We have been working hard to support employers in training and recruiting new apprentices. There have been over 1.1 million apprenticeship starts since May 2015 and we still aim to achieve 3 million apprenticeship starts in England by 2020.</p> more like this

star this property answer text <p>We published statutory guidance in January 2018 that set out the expectation for all schools to appoint a named Careers Leader from September 2018 to lead their careers programme. The government’s careers strategy includes £4 million of new funding to support 500 schools and colleges in areas of the country that require additional support to train their Careers Leaders. The training will be piloted in the 2018/19 academic year before considering whether to offer this provision more widely.</p><p> </p><p>The Careers &amp; Enterprise Company will be publishing a Careers Leaders guide for all secondary schools. This will explain what a Careers Leader is and provides advice for schools on how best to identify someone for the role. The guide will include key principles and suggestions for developing the role as well as practical case studies of Careers Leaders already working in schools.</p> more like this

star this property answer text <p>The Year of Engineering 2018 is a year-long, cross-government, national campaign aimed at raising the profile of engineering among seven to 16 year olds and widening the pool of young people that consider engineering as a career.</p><p> </p><p>It will do this by:</p><p>- Working with partners from different sectors to give young people direct and inspiring experiences of engineering, including outreach work in schools, behind the scenes tours and activities for young people and their families.</p><p>- Showcasing the variety, creativity and social value of modern engineering and the difference it can make to people’s live, appealing to the career aspirations of young people, in particular girls and young women.</p><p>- Challenging negative or traditional perceptions of the profession and obstacles to considering it as a career choice by putting engineering role models in the spotlight to show that background, gender and education do not need to be a barrier to becoming an engineer.</p><p> </p><p>The department’s reforms of the national curriculum and qualifications will ensure that young people study a rigorous mathematics and science curriculum that will provide them with the foundation they will need to study engineering at the next stage of their education or to enter employment.</p><p> </p><p>We also have a number of initiatives to improve the quality of teaching science, technology, engineering and mathematics (STEM) subjects in schools, such as incentives to attract top graduates into teaching and the provision of high quality professional development for teachers through the network of mathematics hubs and science learning partnerships. More targeted support for schools also seeks to address more specific issues such as the take-up of mathematics and physics at A-level, particularly among girls, and the number of pupils opting to take GCSE triple science. From 2018-19, the Advanced Maths Premium will provide schools and colleges an additional £600 per year for every extra pupil studying one of a range of academic level 3 mathematics qualifications.</p><p> </p><p>The department is improving STEM careers advice in schools, including ensuring that STEM encounters, such as with employers and apprenticeships, are built into school career programmes by updating school and college statutory guidance.</p>

star this property answer text <p>The statutory responsibility for transport to education and training for 16 to 19 year olds rests with local authorities, enabling them to make decisions based on local needs and circumstances. Local authorities are expected to make reasonable decisions based on the needs of their population, the local transport infrastructure and the resources that they have available.</p><p>Most young people have access to some kind of discount or concession on bus or train travel, either from their local authority, their local transport providers or from their school or college. The 16-19 Bursary Fund is also available to support young people who need additional support to help them with costs such as transport.</p><p>At the end of 2017, the proportion of 16 and 17 year olds in education or an apprenticeship was 90.5%. star this property answer text <p>Our T level communications campaign will launch in 2019, ensuring that parents, teachers, students and the wider public know about T levels and where they fit among other choices after GCSEs. The campaign will be extended over time as T levels are rolled out more widely. We are working closely with the 2020 providers on this campaign, which will include resources to support regional communications.</p><p>We have provided £5 million to the National Apprenticeship Service, who have widened their remit to provide an advice and support service for employers, which includes raising awareness and promoting the benefits of T levels and industry placements to employers.</p><p>Information about the grading system for the component parts of T levels was confirmed in the government’s response to the T level consultation in May this year. star this property answer text <p>The department is keen to ensure that all T level students will have access to high quality industry placements. The consultation on T levels, held earlier this year, asked how we can support all students to access industry placements relevant to their course in areas where there are not employers to offer industry placements nearby.</p><p>Feedback from the consultation and the industry placement pilot scheme last year helped identify what support is needed. We have provided nearly £60 million during this academic year to help post-16 providers to build their capacity to deliver industry placements in advance of T level roll-out. We are also working with the Department for Environment, Food &amp; Rural Affairs to understand how students in rural, coastal and remote areas can access industry placements.</p><p>We are also carrying out extensive stakeholder engagement across different challenging industries to ensure that industry placement policy generates placements that are meaningful and reflective of current industry practice, which will help to widen access to T levels in all parts of the country.</p><p> </p>
