	answer	answer is ministerial correction date of answer 18/12/2018 answer text <p>Our main contribution in helping to tackle economic crime is to run a world class court system that has a strong international reputation and enables highly complex crimes to be prosecuted.</p><p> </p><p>As well as that work, we are also active in scrutinising the law to see if anything needs to be changed to tackle economic crime. The Department carried out a Call for Evidence to examine the case for a change in the law in corporate criminal liability for economic crime in 2017 and intends publishing its response in 2019.</p><p> </p><p>This is in addition to the creation of a new world class court facility in the City of London specialising in tackling cyber-crime, fraud and economic crime announced earlier this year. We have already put in place a number of initiatives to help SME builders overcome barriers, specifically access to finance through the provision of the £4.5 billion Home Building Fund. £2.5 billion of which provides short term loans to SME housebuilders, custom builders and innovators. £110 million of that funding has been used to set up The Housing Growth Partnership. <br> <br>Launched in 2015, this is a £220 million partnership between Lloyds Bank and Homes England and is supporting the growth of SME house builders and expansion in the UK housing stock. It will deliver 3,400 homes. In addition, the Home Building Fund has also provided £125 million for the the Housing Delivery Fund launched by Barclays Bank and Homes England, in September 2018. The £1 billion development finance Fund will help build thousands of new homes across England. Of the £1 billion fund, Barclays is providing £875 million. <br> <br>A key priority of The Housing Delivery Fund is to support small and medium sized businesses to develop homes for rent or sale including social housing, retirement living and the private rented sector, whilst also supporting innovation in the model of delivery such as brownfield land and urban regeneration projects.</p><p>The Chancellor announced at Budget 2018 that the British Business Bank will deliver a new scheme providing guarantees to support up to £1 billion of lending to SME house builders. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>We are committed to ensuring prisons are places where offenders can turn their backs on crime – reducing reoffending and keeping the public safe. In order for prisons to enable rehabilitation, they must first be places of safety and so we are taking urgent action to improve prison safety and security, alongside reforms to overhaul the system to focus on the rehabilitation of offenders.</p><p> </p><p>We have invested £70 million to improve safety, security and decency in prisons, allowing us to fund new security scanners, improved searching techniques, phone-blocking technology and a financial crime unit to target criminals operating in prisons. Alongside this, we have taken immediate action to strengthen the frontline with over 4,700 new prison officers.</p><p> </p><p>To reduce reoffending, we are implementing a cohesive plan to ensure offenders receive the right interventions to meet their individual needs. This includes investing £7 million in in-cell telephones to allow prisoners to maintain important family ties, and tackling health issues such as drug addiction through our drugs strategy.</p><p> </p><p>We want to ensure that everyone leaving prison has access to a secure job and stable accommodation. Last year we launched the Education and Employment strategy to ensure offenders are set on a path to employment from the outset. Governors now have control to commission education provision that leads to work and we are engaging with employers to take on prisoners on ROTL or after release via the New Futures Network, which has had more than 230 businesses register to work with prisons since its launch. Bomber Command aircrew serving after 5 June 1944 (the end date for award of the Air Crew Europe Star) were given recognition for their service in the form of the France and Germany Star.</p><p>Subsequently, in his independent Medals Review in 2012, Sir John Holmes concluded that Bomber Command had been treated inconsistently with those who served in Fighter Command, and his recommendation of the award of the clasp to Bomber Command air crew was to bring this Command into line with Fighter Command veterans who were awarded a Battle of Britain clasp to the 1939-45 Star, thus reflecting the significant contribution both made to defeating the Nazi threat.</p><p>In light of the above, we have no plans to revisit the issue of Medallic recognition for Bomber Command veterans, further to the findings of Sir John Holmes' review. Our preferred option for 2020 would achieve a 31 per cent reduction in carbon emissions for an average home. We expect this would be achieved by homes being built with high fabric standards alongside the use of low-carbon heating, such as a heat-pump, or renewables technology, such as solar photovoltaic (PV) panels. The published impact assessment considers analysis and evidence supporting the options.</p><p>The Building Regulations set minimum energy performance standards for new homes and non-domestic buildings, but do not prescribe the technologies, materials or fuels to be used, allowing builders the flexibility to innovate and select the most practical and cost-effective solutions in particular circumstances.
