During the Work Capability Assessment claimants are assessed against a number of descriptors covering physical, mental, cognitive and intellectual functions. Work is underway to consider the priorities and focus for a refreshed strategy and national action plan for publication at the end of 2018. The refreshed strategy will continue to focus on preventing infections as one of its key pillars.</p><p> </p><p>The current AMR programme has an ambition to halve healthcare associated Gram–negative blood stream infections by 2020/2021. NHS Improvement leads this work and has included hand hygiene in its work programme for 2018/19 in support of the ambition. For example, guidance on recording deaths from MRSA was issued in 2005 by the then Chief Medical Officer. However, it is often the case that by the time someone dies they may have a number of diseases and complications of illness or treatment. It is, therefore, a matter of clinical judgment to decide whether a condition present at or just before death was a primary or secondary cause of a patient’s death.</p><p> </p><p>The World Health Organization is currently working on a revision (ICD 11) of its diagnostic coding system ICD 10. 	answer	answer is ministerial correction date of answer 26/01/2016 answer text <p>Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK. It guarantees £5 billion of investment in mobile infrastructure, and as a result mobile services will come to some areas for the first time. It will halve partial not-spots (where the is coverage from at least one MNO, but not all four), and cut total not spots by two thirds by end 2017. Additionally, Telefonica has a licence obligation to deliver indoor 4G coverage to 98% of premises in the UK by 2017. 	answer	answer is ministerial correction date of answer 14/06/2016 answer text <p>The planning system currently requires shale well site density and distance to settlements to be considered where relevant in plan making and decisions on planning proposals, taking into account local context. Were limits to be set in national planning guidance, they may not provide appropriate protections in some contexts, or rule out otherwise acceptable development in others.</p><p>For minerals such as shale gas, local authority mineral plans should set out environmental criteria for the assessment of applications and take into account cumulative effect of multiple impacts from individual sites and/ or from a number of sites in a locality. Planning law requires that decisions must be taken in accordance with the development plan for the local authority, including any relevant mineral plan policies, unless material considerations indicate otherwise.</p><p>In all cases, national planning policy must also be taken into account when applications are determined. This is clear that when a planning permission is granted for mineral development, including shale gas, there should be no unacceptable adverse impacts on the natural and historic environment, or on human health. Any changes in tax policy are announced by the Chancellor at the Budget or Autumn Statement.</p><br /><p>At the Spending Review the Government confirmed that Defra’s £2.3bn, six-year flood defence capital programme will be protected, which will invest in over 1,500 schemes by 2021 to better protect 300,000 homes. The programme will also deliver economic benefits of £30bn in avoided damage over the next 50 years, and reduce overall flood risk in England by 5%.</p><br /><p>Following Storm Desmond and Storm Eva the Government has announced over £200m of funding to support households and businesses, and repair damaged flood defences and roads.
