During the Work Capability Assessment claimants are assessed against a number of descriptors covering physical, mental, cognitive and intellectual functions. The healthcare professional makes a recommendation on the individual’s functional capability to the DWP Decision Maker, who makes the decision on benefit entitlement by considering all available evidence, including the assessment report and any additional clinical information.</p> more like this

star this property answer text <p>The current five year United Kingdom Antimicrobial Resistance (AMR) strategy was published at the end of 2013. Work is underway to consider the priorities and focus for a refreshed strategy and national action plan for publication at the end of 2018. The refreshed strategy will continue to focus on preventing infections as one of its key pillars.</p><p> </p><p>The current AMR programme has an ambition to halve healthcare associated Gram–negative blood stream infections by 2020/2021. NHS Improvement leads this work and has included hand hygiene in its work programme for 2018/19 in support of the ambition. As part of our work on the refreshed strategy, we will consider how to make best use of evidence-based and cost-effective technology.</p><p> </p><p>We are working with our partners across the health and social care system, including the Care Quality Commission, to ensure that consideration of best practice in hand hygiene policies remains a focus of inspections in acute trusts.</p> more like this

star this property answer text <p>Infection prevention and control will remain a key pillar of the United Kingdom’s upcoming five-year national action plan on antimicrobial resistance.</p><p> </p><p>NHS Improvement, who lead on infection prevention and control, has included a hand hygiene monitoring and compliance workstream in its current work programme.</p><p> </p><p>NHS Improvement has undertaken a rapid review of evidence on the use of electronic monitoring devices across the National Health Service to determine hand hygiene compliance. The technology used in some trusts is currently reliant on local data infrastructure and many existing systems would not be able to support it.</p> more like this

star this property answer text <p>There is currently provision for recording resistant infections on death certificates. For example, guidance on recording deaths from MRSA was issued in 2005 by the then Chief Medical Officer. However, it is often the case that by the time someone dies they may have a number of diseases and complications of illness or treatment. It is, therefore, a matter of clinical judgment to decide whether a condition present at or just before death was a primary or secondary cause of a patient’s death.</p><p> </p><p>The World Health Organization is currently working on a revision (ICD 11) of its diagnostic coding system ICD 10. This is due in 2018 and will have a more comprehensive coverage of types of antimicrobial resistance.</p> more like this

star this property answer text <p>Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK. It guarantees £5 billion of investment in mobile infrastructure, and as a result mobile services will come to some areas for the first time. It will halve partial not-spots (where the is coverage from at least one MNO, but not all four), and cut total not spots by two thirds by end 2017. Additionally, Telefonica has a licence obligation to deliver indoor 4G coverage to 98% of premises in the UK by 2017. Other MNOs have indicated that they will match this commitment.</p> more like this

star this property answer text <p>We are committed to the recovery of species, including wild birds, in England and that is why within the Environment Act 2021 we have a requirement for a new legally binding target halt the decline in species abundance by 2030. Furthermore, we plan to publish a Green Paper soon which will consider further actions that Defra can take to assist nature's recovery.</p><p>Our Agri-environment schemes continue to be the principal means of improving habitat provision for farmland birds and the wider environment on farmland in England. We were delighted to see a 40% uplift in Countryside Stewardship applications this year which will help drive immediate action to support birds and other species.</p><p>In the longer term we will transition to three new environmental land management schemes which will further this work. In the Sustainable Farming Incentive pilot, participants can select from an initial set of eight standards to build their own agreements. Several of these standards contain actions to support birds. For example, the Arable and Horticultural Land Standard aims to support increased farmland biodiversity, including wild bird and pollinator populations through specific actions that will provide year-round resources for farmland birds and insects.</p><p>In addition, the Government continues to support specific conservation action for birds. For example, supporting the establishment of the National Recovery Partnership for curlew in England, which brings together a range of organisations with a desire to protect and conserve this species, and funding a trial translocation and recovery project in the east of England. We have also supported successful reintroductions, including the white-tailed eagle to southern England.</p>

star this property answer text <p>The UK’s seabirds, including puffins, are an important part of our natural heritage, and their protection is a high priority for this government.</p><p> </p><p>We are working with Natural England to develop a comprehensive and ambitious English Seabird Conservation Strategy which we are aiming to publish in summer 2022. This strategy will aim to assess the vulnerability of each seabird species in light of the pressures they are facing and propose actions to address them.</p><p> </p><p>Forage fish such as sandeels play a crucial role in the health of the wider North Sea marine ecosystem. Seabirds and other sensitive marine species rely on sandeels as a food source. Sandeel stocks are highly sensitive to changing environmental conditions and this is affecting the resilience of the seabird populations. Defra and the UK Fisheries Administrations recently concluded a call for evidence on Sandeels and Norway pout to help inform future decision making to ensure these stocks are managed sustainably in the future. The responses are currently being analysed to feed into next steps.</p><p> </p><p>We are also developing a UK Bycatch Mitigation Initiative which we will be publishing early next year. This document will outline actions to tackle the bycatch of sensitive marine species, including seabirds, in UK waters.</p>

star this property answer text <p>As of the 1 of October we have launched a consultation on options to deliver a meaningful and achievable increase to the energy efficiency standards for new homes to be introduced through the Building Regulations in 2020, as a stepping stone to meeting our commitment to introduce a Future Homes Standard by 2025. Our preferred option for 2020 would achieve a 31 per cent reduction in carbon emissions for an average home. We expect this would be achieved by homes being built with high fabric standards alongside the use of low-carbon heating, such as a heat-pump, or renewables technology, such as solar photovoltaic (PV) panels. The published impact assessment considers analysis and evidence supporting the options.</p><p>The Building Regulations set minimum energy performance standards for new homes and non-domestic buildings, but do not prescribe the technologies, materials or fuels to be used, allowing builders the flexibility to innovate and select the most practical and cost-effective solutions in particular circumstances. For example, many roofs are not suitable for solar PV panels because of visual amenity, strength, or orientation of the property.</p>

star this property answer text <p>This government is committed to unlocking potential right across the country, and whilst some funds have been primarily targeted towards those places where homes are too expensive or in too short supply, they have been utilised in all regions. It is important in some respects to direct funding to areas where there is the greatest affordability challenge, but any government that wants to level up must also direct infrastructure investment for housing to other parts of the country as well, and we will be bearing this in mind going forward.</p><p>As we respond to the effects of the coronavirus pandemic, I agree we need to take a fresh look at how all corners of the country can prosper and benefit from the funding they need, building on the action we've already taken through the £3.6 billion Towns Fund, £400 million Brownfield Fund, and £900 million Getting Building Fund.</p> more like this

star this property answer text <p>The Department for Levelling Up, Housing and Communities is prioritising remediation on the highest risk buildings. After the Grenfell tragedy, the Government identified the high-rise buildings with the highest risk ACM cladding and made sure that interim measures were installed to reassure and protect residents while remediation of those building is taken forward.</p><p>Government funding is targeted to high rise buildings (18 metres and over) with ACM and other forms of unsafe cladding. The fire risk is lower in buildings under 18 metres and costly remediation work is usually not needed. Where fire risks are identified, they should always be managed proportionately.  The Government has therefore focused its financial support on high-rise residential buildings over 18 metres because we know that the risk to multiple households is greater when fire does spread in buildings of this height. As the Secretary of State said in his announcement on Monday 10 January, taxpayers should not be funding the remediation of 11-18 metres buildings. It is for industry to develop a solution to this problem and ensure that leaseholders living in their own flats in medium buildings do not pay a penny to remediate historic cladding defects that are no fault of their own. That is why we are asking the industry to step up and agree how they can fund cladding remediation in the next two-three months. Those schemes include the Housing Infrastructure Fund, which has allocated around £4 billion to support the delivery of new and improved infrastructure which will unlock up to 320,000 homes.</p><p>However, to achieve our ambitions we need to go further. That is why we announced in the Queen’s speech and as part of Budget 2020, that we will launch a new £10 billion Single Housing Infrastructure Fund (SHIF) to provide the roads, schools and GP surgeries needed to support new homes by funding the provision of strategic infrastructure and assembling land for development.</p><p>As we made clear at Budget, we will make further statements at the Spending Review.</p> more like this

star this property answer text <p>The Department already supports the British Business Bank (BBB) in its counter fraud activities and will continue to do so.</p><p> </p><p>We work in partnership with BBB to support their compliance with the Government Functional Standards in Counter Fraud including the:-</p><ul><li>Detection and Measurement of fraud,</li><li>Fraud Risk Assessments,</li><li>Measurement of fraud controls,</li><li>Investigation of fraud and</li><li>High level fraud analysis.</li></ul><p> </p><p>Further, we are working to strengthen the future approach to fraud. The department is currently working with BBB on an updated fraud strategy to address the challenges associated with the Bounce Back Loan and which for instance includes:-</p><ul><li>Improved Management Information</li><li>Enhanced enforcement action</li><li>How insight from current schemes can be used to prevent fraud in future schemes administered by BBB on behalf of BEIS.</li></ul> more like this

star this property answer text <p>The Government has provided a comprehensive package of support to help businesses that have been affected by Covid-19. This package includes the small business grants, the coronavirus loan schemes, the Coronavirus Job Retention Scheme, as well as deferral of income tax payments.</p><p> </p><p>The Government will continue to work closely with local authorities, businesses, and business representative organisations to understand the impact of Covid-19 on businesses. This will include consideration of how payments for deferred VAT and loan repayments will impact businesses from March 2021.</p><p> </p><p>We are developing a consistent industry-wide approach to the collections and recoveries of Bounce Back loans. This will ensure that lenders understand the full range of support they can provide to borrowers struggling to repay their loans. The British Business Bank has created the online Finance Hub[1] which details potential types and sources of business finance and guidance.</p><p> </p><p>Firms can access wide variety of government free support and advice online and in person on .gov.uk, the Business Support Helpline and the network of 38 Growth Hubs in England. star this property answer text <p>The Government has provided a comprehensive package of support to help businesses that have been affected by Covid-19. This package includes the small business grants, the coronavirus loan schemes, the Coronavirus Job Retention Scheme, as well as deferral of income tax payments.</p><p> </p><p>The Government will continue to work closely with local authorities, businesses, and business representative organisations to understand the impact of Covid-19 on businesses. This will include consideration of how payments for deferred VAT and loan repayments will impact businesses from March 2021.</p><p> </p><p>We are developing a consistent industry-wide approach to the collections and recoveries of Bounce Back loans. This will ensure that lenders understand the full range of support they can provide to borrowers struggling to repay their loans. The British Business Bank has created the online Finance Hub[1] which details potential types and sources of business finance and guidance.</p><p> </p><p>Firms can access wide variety of government free support and advice online and in person on .gov.uk, the Business Support Helpline and the network of 38 Growth Hubs in England. Third parties that seek to form companies are already required to be supervised for anti-money laundering purposes. star this property answer text <p>The Historical Shortfall Scheme was designed for postmasters and companies who had or have a direct contract with Post Office, and therefore the individual or company had potential contractual liability for shortfalls found under previous versions of Horizon. On this basis, companies such as McColls and Co-Op were eligible to apply for the scheme. Claims could include consequential losses where appropriate. Assistants of postmasters or employees of other companies are not be eligible, as they had no contract with or contractual liability directly to the Post Office.</p><p> </p><p>The Historical Shortfalls Scheme was designed for postmasters or companies who were not part of the group litigation and have had issues with historical shortfalls recorded in Horizon and want these to be investigated and addressed. Claimants in the settled litigation were therefore not eligible for the Historical Shortfalls Scheme.</p> more like this

star this property answer text <p>The Government recognises the critical role that post offices play in communities and for small businesses across the UK.</p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. As such, the number of postmasters employed by McColls and who were subsequently removed as managers on grounds of alleged Horizon shortfalls are an operational matter for Post Office Limited.</p><p>​I have asked Nick Read, the Group Chief Executive of Post Office Limited, to write to the Hon. With a network of over 11,500 branches across the UK, it is inevitable there will be variations in the number of branches open at any one time. Where branches do temporarily close, the Post Office strives to find solutions, like mobile vans and other types of outreach services, before reinstating a bricks-and-mortar service offer.</p><p><br> I am committed to ensuring that everyone in the country can access essential services via the Post Office conveniently and locally. That is why Post Office Limited must ensure Network Access Criteria are met. These ensure that 99% of the population are within three miles of their nearest post office and 90% are within one mile, with additional requirements set for rural, urban and deprived urban customers.</p> more like this

star this property answer text <p>Although the UK has left the EU, under the terms of the Withdrawal Agreement the EU State aid rules continue to apply in the UK until the end of the Transition Period. The rules are an exclusive competence of the European Commission and it is not within the power of the United Kingdom or any EU Member State to unilaterally vary or suspend them.</p><p> </p><p> </p><p>The Government has announced that following the end of the Transition Period, a new domestic subsidy control regime will replace the EU State aid rules. The treatment of firms in difficulty will be considered as part of the work to develop the new regime, which will also take into account, amongst other factors, the arrangements agreed under the Northern Ireland Protocol. Announcements on the new regime will be made in due course.</p> more like this

star this property answer text <p>The planning system currently requires shale well site density and distance to settlements to be considered where relevant in plan making and decisions on planning proposals, taking into account local context. Were limits to be set in national planning guidance, they may not provide appropriate protections in some contexts, or rule out otherwise acceptable development in others.</p><p>For minerals such as shale gas, local authority mineral plans should set out environmental criteria for the assessment of applications and take into account cumulative effect of multiple impacts from individual sites and/ or from a number of sites in a locality. Planning law requires that decisions must be taken in accordance with the development plan for the local authority, including any relevant mineral plan policies, unless material considerations indicate otherwise.</p><p>In all cases, national planning policy must also be taken into account when applications are determined. This is clear that when a planning permission is granted for mineral development, including shale gas, there should be no unacceptable adverse impacts on the natural and historic environment, or on human health. It also ensures relevant cumulative effects are considered.</p><p> </p>
