star this property answer text <p>The Treasury recognises that mortgage prisoners can be in a difficult and sometimes stressful situation. However, the servicer of these mortgages must be regulated by the Financial Conduct Authority (FCA). This means that customers are protected by the FCA’s principle of Treating Customers Fairly; their Mortgage Conduct of Business rules; and customers have recourse to the Financial Ombudsman Service.</p><p> </p><p>The Treasury has also worked closely with the FCA to consider how to remove the regulatory barriers that might prevent some customers from accessing better deals.</p><p> </p><p>The FCA are now consulting on changes that will move the required affordability assessment from an absolute test to a relative one. This will enable lenders to more easily accept switching consumers, providing they are up-to-date with repayments and are not borrowing more.</p><p> </p><p>The FCA consultation closes on 26 June 2019.</p> more like this

star this property answer text <p>The independent Mendoza Review of Museums, commissioned by the government and published on 14th November shows that 28% of Arts Council England-Accredited museums are operated by local authorities. These museums receive over £200 million per year from local government, and further funding from external sources.</p><p> </p><p>DCMS does not hold data on Local Authority museums’ operating hours. The Mendoza Review did find that some museums have responded to financial pressures in a number of ways, including changing their opening hours, and recognised that this can be appropriate where it ensures that the museum remains open and the collection can still be accessed and enjoyed by the public. We will continue to act on the Review’s findings, including recommendations relating to Local Authority museums, to ensure the entire sector feels supported.</p> more like this

star this property answer text <p>Local authorities in England have a statutory duty under the Public Libraries and Museums Act 1964 to provide a comprehensive and efficient library service. It is therefore for each local authority to determine how best to provide a public library service that meets local needs and within available resources.</p><p> </p><p>The Department for Digital, Culture, Media and Sport monitors developments relating to proposed changes to library services in England. The Government is working with the Libraries Taskforce to promote good practice and innovation to assist library services and enable them to be sustainable for the long term.</p> more like this

Arts Council England makes decisions about which organisations and projects it funds independently of the Government. star this property answer text <p>Ensuring that our arts and culture represent everyone is good for business, good for creativity and good for our communities. The Secretary of State, her Ministerial team and DCMS officials reguarly meet with a wide range of stakeholders across the arts and culture sector including Arts Council England and performing arts organisations and discuss a number of issues including what can be done to support diversity both on and off the stage.</p><p> </p><p>The Arts Council has committed £11.8m of its strategic funds since December 2015 to support and increase diversity within the arts including the Sustained Theatre Fund which offers support to the development of BME theatre makers across the wider theatre sector in England. The fund has awarded £500,000 to eleven organisations including Eclipse Theatre who will deliver a programme that will support over 1,200 black artists in the North by increasing access to local, national and international networks and opportunities for BAME artists.</p>

star this property answer text <p>We have regular discussions with the Secretary of State for Exiting the European Union and other Cabinet colleagues about the implications of EU exit on the tourism sector. The policy paper published on 26 June set out that the Government will seek to protect the right of UK nationals and EU citizens to obtain and benefit from the European Health Insurance Card scheme. During the negotiations the government will consider the potential impacts on consumers (both outbound and inbound tourists), including access to healthcare while travelling within Europe.</p> more like this
