Library services in England can help transform lives, communities and society as a whole, including in relation to children by supporting them to develop and enjoy their reading; to learn and study; and to take part in events and activities. For instance, the annual Summer Reading Challenge, run by The Reading Agency, promotes reading for children at their local libraries and has resulted in many thousands of children aged 4 – 11 joining a library and accessing library services.</p><p> </p><p>In addition, DCMS provided £3.9 million to the Libraries: Opportunities for Everyone innovation fund to enable library services to trial innovative projects that would benefit disadvantaged people and places in England. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Ministers and officials hold regular discussions with Ofcom on a range of issues, including on the provision of children’s content.</p><p> </p><p>With the Digital Economy Act 2017, Ofcom was given new powers to publish criteria on commercial public service broadcasters’ provision of children’s programming and, if appropriate, to set related conditions. In response to this, in November 2017 Ofcom launched a review of children’s content. Check Your State Pension service has provided more than ten million online estimates since its introduction in 2016.</p><p><strong> </strong></p><p>The following tables show the number of letters sent out to those people born between 6 April 1950 and 5 April 1960, affected by State Pension age increase in the 1995 and 2011 Pensions Acts. Letter volumes since 2010 can clearly be identified.</p><p>The volumes recorded in the second table have been rounded to the nearest 1000 and include mailings undertaken as part of a communications research project, and those sent to men who were also affected by the 2011 Act. [1]</p><p>In May this year the Department issued additional guidance to clarify its position for school admission authorities in relation to children adopted from local authority care. This was to ensure that all children adopted from local authority care in England and Wales should have the highest priority rather than restricting priority to those children adopted from care under the Adoption and Children Act 2002.</p><p>The most recent report of the Office of the Schools Adjudicator indicates that this requirement has been met in most of the arrangements seen by adjudicators (<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/307182/osa_annual_report_12-13.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/307182/osa_annual_report_12-13.pdf</a>) but acknowledges there is more to be done to ensure that all schools comply fully with this requirement.</p><p>The Children and Families Act 2014 included a new provision to place the role of Virtual School Head (VSH) on a statutory footing. Of these, 27 are academies, two are free schools, eight are maintained schools and three are FE colleges. There are approximately 5,000 state boarding places across these schools, academies and colleges.</p><p>Where a school is an independent school that becomes an academy and there are children from non-European Economic Area countries already on-roll at that independent school we allow those pupils to continue their education at the same school after it has changed status to become an academy. These students are required to pay full-fees covering education and boarding.</p><p>State-funded boarding schools cannot charge for education but charge full cost for boarding provision.</p><p>Admission to state-funded boarding schools and academies is limited to children who are nationals of the UK and are eligible to hold a full UK passport, or those who are nationals of other European Economic Area countries or those who have the right of residence in the UK. Pupils that board will include British children and children from other European Economic Area countries who live anywhere overseas.</p><p>In addition to the 40 state-funded schools and academies, providing boarding for mainstream pupils, where parents/carers pay fees, there are also special schools and academies that provide residential provision. There are 91 maintained special schools with residential provision and 15 academy special schools with residential provision. These schools are state funded and pupils do not pay fees.</p><p>Data on the pupils enrolled at all maintained schools, academies (including free schools, studio schools and university technical colleges) and non‑maintained special schools, is collected via the school census. The school census captures a wide range of information including pupil headcount, special educational needs, eligibility for free school meals, first language, ethnicity and whether a pupil is a boarder. However, these are not directly reciprocal to the UK’s Public Lending Right (PLR) Scheme, and decisions on whether UK-resident authors qualify for these will be for each Member State to make.</p><p> </p><p>The Authors' Licensing and Collecting Society (ALCS), which represents UK authors in registering and claiming payments from lending rights schemes in Europe and elsewhere, has indicated that it supports the UK's PLR scheme remaining open to residents of EEA states. The Department has provided funding to Sands, the stillbirth and neonatal death charity, to work with other baby loss charities and Royal Colleges to produce the National Bereavement Care Pathway (NBCP) to reduce the variation in the quality of bereavement care provided by the National Health Service.</p><p> </p><p>The NBCP helps professionals to support families in their bereavement after any pregnancy or baby loss, be that miscarriage (including ectopic and molar pregnancy), termination of pregnancy for fetal anomaly, stillbirth, neonatal death or sudden unexpected death in infancy. In October 2018, all of the NBCP guidance materials and tools were published online.</p><p> </p><p>In addition, NHS England’s Perinatal Mental Health Team has been working with Sands to ensure that the NBCP guidelines effectively signpost universal mental health screening and referral to evidence-based interventions and support.</p><p> </p><p>Furthermore, the Pregnancy Loss Review which the Department commissioned earlier this year, has been considering the question of whether legislation should provide new rights to bereaved parents to register pregnancy loss occurring before 24 weeks gestation, as well as investigating the impact of such losses on families and how care can be improved for parents who experience this. This builds on the commitment in the 25 Year Environment Plan to eliminate all avoidable plastic waste.</p><p> </p><p> </p><p> </p><p>We have already made good progress, banning microbeads in rinse-off personal care products and removing 15.6 billion plastic bags from circulation with our 5p charge.</p><p> </p><p> </p><p> </p><p>We have consulted on banning plastic straws, stirrers and cotton buds and are currently consulting on extending the carrier bag charge. We will shortly consult on reforming existing packaging waste regulation, introducing a deposit return scheme for drinks containers and increasing consistency in the recycling system. Legislative proposals will be developed taking account of the consultation responses.</p><p> </p><p> </p><p> </p><p>The Government is also committed, subject to consultation, to introducing a tax on plastic packaging containing less than 30% recycled context. We will continue to review the latest evidence on problematic products and materials to take a systematic approach to reducing the use of unnecessary single-use plastic products.</p><p> </p><p> </p><p> </p><p>A number of Departments, including Defra, have already taken steps to eliminate single-use consumer plastics from their operations. 	answer	answer is ministerial correction date of answer 18/02/2019 answer text <p>Our number one priority is to ensure patients continue to have unhindered access to medicines as we exit the European Union and we are working with all sectors in the supply chain to ensure this happens.</p><p> </p><p>The Government remains committed to leaving the EU with a deal. Under the conditions of the Withdrawal Agreement, there will be a two-year Implementation Period within which the Government will negotiate the United Kingdom’s future relationship with the EU. During the Implementation Period, there will be no change to the current trading arrangements with the EU/European Economic Area (EEA), meaning the supply of medicines and medical products will continue unhindered.</p><p> </p><p>As a responsible Government, we are planning for all possible exit scenarios, including ‘no deal’. Our ‘no deal’ medicines supply contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the EU/ EEA to ensure that the supply of essential medicines, is not disrupted.</p><p> </p><p>In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines to the UK that come from, or via, the EU/EEA asking them to ensure a minimum of six weeks additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019. The response from industry has been very positive. The vast majority of companies have confirmed stockpiling plans are in place.</p><p> </p><p>On 7 December, the Government published updated reasonable worst-case scenario border disruption planning assumptions in the event of a ‘no deal’ EU exit. Medicines and medical products are prioritised in cross-Government planning, and the Department is working with relevant partners across Government and industry to ensure we have sufficient roll-on, roll-off freight capacity on alternative routes to enable these vital products to continue to move freely into the UK.</p><p> </p><p>We are confident that if everyone does what they need to do, supplies will continue unhindered. It is for each local authority to decide how best to provide their library service ensuring that it meets local needs, including for those library users with a learning disability, or with autism or dementia.</p><p> </p><p>Many library services in England train staff to meet these needs and provide library spaces, resources and support designed for people with these and other disabilities or conditions. For example, Stockton-on-Tees Borough Council received around £100,000 from DCMS through the Libraries: Opportunities for Everyone fund, to develop innovative new spaces in its central libraries, including in Thornaby Library. This is based on cards which have not expired and the applicant’s age on the date the card was issued, and not their current age.
