	answer	answer is ministerial correction date of answer 29/06/2017 answer text <p>Sustainability and Transformation Partnerships (STPs) are not statutory organisations, but a new way for the National Health Service and local government to work together.</p><p> </p><p>Originally, every STP’s plan was based on their assessment of the health and prevention needs of their area’s population, as well as the financial envelope they operate in. Individual organisations within the STP continue to have statutory duties to reduce inequalities.</p><p> </p><p>When there are proposals to substantially change services, the STP has a duty to consult with their local community. Many STP areas have already published detailed workforce requirements as part of their plan.</p><p> </p><p>Health Education England is responsible for ensuring that there is a sufficient future supply of staff to meet workforce requirements, and have published 2015-20 workforce estimates to inform this. This document outlines the expectations on stakeholder involvement and in particular patient and public participation. A copy of 'Engaging People: a guide for local areas developing Sustainability and Transformation Plans’ is available here:</p><p><a href="https://www.england.nhs.uk/publication/engaging-local-people-a-guide-for-local-areas-developing-sustainability-and-transformation-plans/" target="_blank">https://www.england.nhs.uk/publication/engaging-local-people-a-guide-for-local-areas-developing-sustainability-and-transformation-plans/</a></p><p> </p><p>When there are proposals to substantially change services, the National Health Service has a duty to consult with their local community. There are longstanding rules to assure this.</p><p> </p><p>All significant service change is subject to a full public consultation and proposals must meet the Government’s four reconfiguration tests. These are support from clinical commissioners, clarity on the clinical evidence base, robust patient and public engagement and support for patient choice.
