star this property answer text <p>The GMPP is a continually evolving portfolio of the government’s most complex and high risk projects. Direct comparisons of the GMPP across years should therefore be treated with caution. Projects join and leave the GMPP throughout the year and it is therefore likely that a simple comparison across two time points will refer to different sets of projects.</p><p> </p><p>At the end of June 2016 (i.e. the end of the Quarter 1 reporting period for 2016-17), 58.8 officials in DCMS were working on GMPP projects.</p><p> </p><p>GMPP data for December 2018 (Q3 2018/19) has not yet been cleared and finalised. At the end of September 2018 (i.e. the latest submitted data, at end of the Quarter 2 reporting period for 2018-19), 127.5 officials in DCMS were working on GMPP projects.</p><p> </p><p>This data refers to public sector employees, defined as those who are directly in the employment of the Civil or Crown Service, local government or Arms’ Length Body at the relevant snapshot date, including seconded members of staff who join the team as Civil, Crown or Public servants.</p>

star this property answer text <p>Accountability is founded on a clear framework communicated and regulated by the Education and Skills Funding Agency (ESFA), They ensure oversight and compliance based on proportionate risk assessments as well as robust intervention wherever needed.</p><p> </p><p>The primary responsibility for the oversight of trusts rests with the trustees themselves, supported by clear financial management and governance requirements set by the ESFA in the Academies Financial Handbook.</p><p> </p><p>Where concerns arise that an academy trust has breached the Academies Financial Handbook, the ESFA works with trusts to prevent financial instability and enable them to recover their financial position and return to stable governance. When the government does intervene, we publish financial notices and investigation reports that can viewed via: <a href="https://www.gov.uk/government/collections/academies-investigation-reports" target="_blank">https://www.gov.uk/government/collections/academies-investigation-reports</a> and <a href="https://www.gov.uk/government/collections/academies-financial-notices-to-improve" target="_blank">https://www.gov.uk/government/collections/academies-financial-notices-to-improve</a>.</p><p>Current evidence demonstrates strong financial management in the majority of academy trusts. Fewer than 2% of academy trusts are subject to an active Financial Notices to Improve.</p>

star this property answer text <p>Civil servants working within the Free Schools Directorate are responsible for the policy development and the delivery of the free schools programme. They are supported by civil servants working within the Free Schools Capital Division, who are responsible for finding sites and buildings, and refurbishing existing buildings for new free schools. The Free Schools Programme is predominantly delivered by central government, with tightly prescribed responsibilities for local authorities. As of 5 February 2019, there are approximately 290 full-time equivalent civil servants working in the Free Schools Directorate and within the Free Schools Capital Division (which sits in the Operations Directorate). In June 2016, there were slightly fewer civil servants working within Free Schools Directorate and the Free Schools Capital Division.</p><p>As of 5 February 2019, there are approximately 15 full-time equivalent civil servants working on adoption policy in the Social Care, Mobility and Disadvantage Directorate. In June 2016, there were approximately 20 full-time equivalent civil servants working on adoption policy in the Social Care, Mobility and Disadvantage Directorate. These civil servants are responsible for national adoption policy. The majority of the delivery of adoption policy is carried out by the local adoption agencies in each top tier local authority, based on the statutory requirements.</p>
