unstar this property answer text <p>We have committed to funding 4,000 zero emission buses (ZEBs) this Parliament. Across the UK an estimated 3,250 ZEBs have been funded so far.</p><p> </p><p>Between financial years 2018-19 to 2022-23 the Department for Transport has provided funding for 2,594 zero emission buses. unstar this property answer text <p><ins class="ministerial">There were 53,253 probate cases in the Open Caseload<sup>1</sup> as at 31 December. Of those 30,656 were more than 6 weeks old<sup>1</sup>. Of the cases over six weeks old 13,536 were stopped, 7,247 were awaiting documentation and 9,873 were ready to progress.</ins></p><p><ins class="ministerial"><sup>1 </sup>Data as at 31 December in line the official published stats. The administration of probate applications is dealt with as a national service, covering England and Wales. The open caseload excludes cases older than 6 months.</ins></p><p><ins class="ministerial"><sup>2</sup>The time outstanding is counted from the application submission date recorded in the case management system, except for digital applications with a Will, where the date of receipt of the original Will by HMCTS is used.</ins></p><p><ins class="ministerial">This data is management Information. The management information presented in this table reflects what is recorded on relevant case-management systems on the date of extraction. The case management systems are continually updated and so the information presented will differ from previously published information. Management information can differ from the quality assured MOJ official statistics, which form the agreed definitive position. Although care is taken when processing and analysing the data, the details are subject to inaccuracies inherent in any large-scale case management system and is the best data that is available.</ins></p><p><del class="ministerial">The total amount of unassessed probate cases where evidence has been received to enable a case to be assessed is 12,923.</del></p><p><del class="ministerial">4805 of these cases are over 6 weeks since the date the evidence was received.</del></p><p><del class="ministerial">In addition, there are 38,245 cases which are either waiting for evidence, such as the original will, to arrive, are subject to a legal hold following an application from another party or have been stopped due to an error or missing documentation and are waiting for a response from the applicant.</del></p><p>HMCTS has increased resources to meet the higher demand following an increased number of estates requiring probate and is further increasing resourcing to further bring down overall timeliness on digital and paper applications.</p><p>The improvement of the online probate system remains a priority for HMCTS, to ensure more applications can be issued first time and resources can be focused on reducing waiting times.</p>

unstar this property answer text <p><del class="ministerial">The Government’s Joint Fraud Taskforce (a coalition between government, industry, law enforcement and the third sector) continues to lead an ambitious programme of work to design out and prevent fraud that occurs both online and offline. This includes the<em>Take Five</em> fraud awareness campaign, designed to urge the public and businesses to take time to consider whether a situation they find themselves in is genuine.</del></p><p><del class="ministerial">Online personal scams are increasingly perpetrated via cyber-enabled methods. To protect victims, the Government set up the National Cyber Security Centre (NCSC) in October 2016. The NCSC is the UK’s technical authority on cyber security and provides a single, central body for cyber security at a national level. The NCSC works very closely with law enforcement agencies and the intelligence community to help prevent, disrupt and investigate cyber-crime and other online cyber related threats. In 2018 the NCSC took down 22,133 phishing campaigns, including 14,124 UK government-related phishing sites, and the total number of takedowns of fraudulent websites was 192,256, across 2018, with 64% of them down in 24 hours.</del></p><p><ins class="ministerial">The City of London Police undertake a national lead force role for the investigation of serious and complex fraud cases. The Home Office remains committed to improving the law enforcement response to fraud. That is why we requested that Her Majesty’s Inspectorate of Constabulary Fire and Rescue Services (HMICFRS) conduct a thematic inspection on fraud, including Action Fraud, and set out measures for improving the response to fraud in our Economic Crime Plan, which was published in July. The City of London Police (as the National Lead Force for fraud) is currently implementing recommendations within HMICFRS’ inspection report, which was published on 2<sup>nd</sup> April.</ins></p><p><ins class="ministerial">The scale and complexity of the threat from serious and organised crime means that we need to do more to develop our response. The Government therefore recently announced a formal review to identify the powers, capabilities, governance and funding needed in response to this threat.</ins></p>

unstar this property answer text <p>The Speaker’s Committee meets IPSA throughout the year to assess its performance, running costs and effectiveness in handling MPs’ expenses. The Committee last met IPSA on 5 March 2024 and a transcript of that session is available on the Committee’s website: <a href="https://committees.parliament.uk/oralevidence/14403/pdf/" target="_blank">https://committees.parliament.uk/oralevidence/14403/pdf/</a></p><p>In 2023, 65.3 per cent of MPs and their staff rated IPSA’s service as either good or very good, which was up on this measure in 2019 when 25.1 per cent rated the service in that way. The time taken for IPSA to reimburse MPs’ claims has reduced from an average of 8 days in 2020-21 to 2.6 days in 2023-24. Compliance with IPSA’s scheme is currently at 99.9%.</p><p>Through its scrutiny of IPSA, the Committee is looking at the steps being taken by IPSA to help improve its effectiveness in enabling MPs and their staff to claim for expenses and business costs. IPSA’s ongoing work includes:</p><ul><li>the development of an IPSA online portal to enhance the customer experience by improving the functionality of the system in areas such as claim and form submission;</li><li>the greater provision of centralised services, reducing the financial and administrative burden on MPs and their staff through the centralised provision of goods and services such as constituency office leases, utilities, and equipment;</li><li>the piloting of an online marketplace, allowing MPs and their staff to purchase goods such as office equipment centrally; and</li><li>exploration of alternative models of reimbursement, enabling MPs and their staff to pay for business costs without the need to claim retrospectively.</li></ul><p>The Committee plans to consider IPSA’s Annual Report and Accounts for 2023-24 later in the summer at which point it will assess IPSA’s latest results against its performance indicators.</p>

unstar this property answer text <p>In January 2021 the government legislated to bring all pre-paid funeral plan providers and intermediaries within the Financial Conduct Authority’s regulatory remit.</p><p> </p><p>The FCA has extensive experience of both conduct and prudential regulation. As part of its regulation of the sector, the FCA have introduced requirements that ensure that funeral plan providers have sufficient funds to fulfil the funeral plan contracts they have entered into.</p><p> </p><p>This includes rules that require funeral plan providers to:</p><p> </p><ul><li>place sufficient funds to provide any agreed upon funeral in a trust or insurance arrangements;</li></ul><p> </p><ul><li>have systems and controls in place to ensure the adequacy of those trust and insurance arrangements and to ensure that pricing does not lead to insufficient sums being available to provide the agreed upon funeral; and</li></ul><p> </p><ul><li>consider the risk of inflation and volatility of trust assets when assessing the sums needed to provide for the funeral.</li></ul>

The UK is clear that we respect Somalia's sovereignty and territorial integrity. Our position on Somaliland remains unchanged: alongside our international partners we do not recognise Somaliland as an independent state. We believe the settlement of Somaliland's status is for Somalia and Somaliland to resolve, through a consultative process. This work is being coordinated by the Office for Government Property.</p><p>Surveys are currently being conducted to identify buildings which may have been constructed with RAAC on Ministry of Defence (MOD) land.</p><p> </p><p>We take safety extremely seriously and, based on our current information, RAAC has not traditionally been used by the MOD in the construction of domestic structure, and it is therefore highly unlikely that any Service Family Accommodation is affected. unstar this property answer text <p>Individual building owners and managers continue to be responsible for health and safety, including responding to safety alerts such as RAAC.</p><p>Building owners must address safety risks of all kinds in their buildings through a risk-based, proportionate and evidence-based approach. On the 1 May 2019, the Standing Committee on Structural Safety issued a safety alert on the failure of RAAC planks. Local authorities, like other building owners, are advised to follow available professional guidance.</p><p>The Local Government Association has advised members to check whether any buildings in their estates have RAAC, to ensure it can be identified, assessed, and responded to accordingly. This is accessible on the LGA website and in line with the guidance from the Institution of Structural Engineers. If further buildings are identified as having suspected or confirmed RAAC, building owners and managers should follow the guidance to put appropriate mitigation in place.</p> more like this

unstar this property answer text <p>It is not possible to estimate the total number of HGV drivers currently undergoing training. This is because some haulage companies have in-house training programmes and private sector training companies also train new drivers. The Government has also invested in training for new drivers for example, £34m to train up to 11,000 HGV drivers through Skills Bootcamps and the LGV Driver and Urban Driver Apprenticeships which receive funding of up to £8,000 and £5,000 respectively. In the financial year FY21-22 there were 4,740 learner starts in HGV Skills Bootcamps and 3,247 LGV Driver and Urban Driver Apprenticeship starts.</p><p> </p><p>The Office for National Statistics Annual Population Survey estimated in the year April 2022 to March 2023 34% of HGV drivers were aged 56 or older. However, it is not possible to estimate how many drivers will retire in the next 5 years as HGV drivers that continue to meet the licensing requirements, including the driver medicals, can continue to drive beyond the state pension age.</p><p> </p>

unstar this property answer text <p>The human papillomavirus (HPV) vaccination programme is delivered in different locations to maximise access and make getting vaccinated easier. This includes school-based delivery, with alternative sites set up for those not in mainstream education, or for those who missed their initial offer. HPV vaccinations are also offered to men who have sex with men aged up to and including 45-year-olds, through Specialist Sexual Health Services and/or HIV clinics. General practices (GPs) also offer HPV catch-up vaccinations for anyone eligible, until their 25th birthday.</p><p>Additionally, the Department, NHS England and the UK Health Security Agency deliver communication campaigns across GPs and universities to encourage people to get vaccinated. It is vitally important that everyone takes up the vaccinations to which they are entitled, for themselves, their families and wider society. Anyone unsure about their eligibility or vaccination status should contact their GP for advice.</p> more like this

unstar this property answer text <p>Individual Members of Parliament (MPs) are data controllers and therefore are subject to the Data Protection Act 2018.</p><p>For the processing of non-sensitive personal data in relation to casework, Members can usually rely on the implied consent of a constituent.</p><p>There are additional protections for processing “special category” data because of its sensitivity. This type of data includes information revealing a person’s racial origin, ethnic origin, health details, sexual orientation, and political and philosophical beliefs.</p><p>For MPs, paragraphs 23 and 24 of Schedule 1 of the 2018 Act have two main functions that apply when a constituent has contacted them:</p><p /><ul><li>Paragraph 23 sets out when a Member of Parliament (or someone acting with their authority) can process certain “special category” data about an individual, in the course of the Member’s “functions as a representative” (e.g. constituency casework), without having to establish explicit consent.</li><li>Paragraph 24 allows, but does not require, others (e.g. agencies or organisations) who are contacted by Members to disclose special category personal data to them where this is necessary to help with their functions, without having to obtain the explicit consent of the individual concerned.</li></ul><p><br>Whilst provisions have been made within the Act that recognise the key role Members have in supporting constituents, the legislation also ensures the continued right of an individual over their own data. This will therefore continue to mean that individuals should have the right to decide on whether their data is transferred to a members’ successor following a General Election.</p><p>As the House is not responsible for personal data processed by MPs (constituents' data, staff data, etc.) this is not a matter for the Commission. However, the Commission is aware that the issue has been raised by the Chair of the Administration Committee, and the House Administration will continue to raise with others the challenges of dealing with casework data as well as support the processes as far as possible.</p>

unstar this property answer text <p>Recruitment of new participants into studies is an important measure of research activity taking place in the United Kingdom. This financial year, on average over 70,000 people are recruited per month.</p><p>The National Institute for Health and Care Research (NIHR) has published a strategy to promote diversity and inclusion in research and clinical trials. The NIHR also published its first randomised controlled trials data report, showing that trial participant diversity is consistent with the 2011 census population.</p><p>The Government has appointed Lord James O’Shaughnessy to conduct an independent review into the UK commercial clinical trials landscape. His review will help us to find new ways to conduct commercial clinical trials that will speed up diagnosis, enhance treatment and enable the National Health Service to deliver world-class care.</p> more like this

unstar this property answer text <p>The average response time for the Medicines and Healthcare products Regulatory Agency (MHRA) to issue its initial written opinion following assessment of a clinical trial authorisation application in each of the last three years was 22.83 days for the financial year 2020/21; 27.45 days for the financial year 2021/22; and 45.94 days for the financial year 2022/23.</p><p>The extended timeline for financial year 2022/23 is the result of increased demand to process applications and respond to queries, in response to which the MHRA is increasing resources and improving processes in this area. Vacancies within the Clinical Trials Unit of the MHRA have been filled, including key leadership posts. The MHRA has also recruited seven new clinical trials assessors over the last 12 months and is currently prioritising their training. Moreover, the MHRA is supplementing new assessor capacity with an additional fixed-term resource of appropriately experienced and qualified specialists to support the training and supervision of new staff. The MHRA does not monitor patient access to clinical trials.</p>

Since the pandemic the government has invested over £395 million to scale up our manufacturing capabilities, including a partnership with Wockhardt to successfully fill-finish the AstraZeneca vaccine.</p><p> </p><p>Last year the Government launched the Life Sciences Innovative Manufacturing Fund to support a wide range of life sciences manufacturing investments, such as the £151 million project by Pharmaron that includes expansion of their fill-finish capabilities.</p><p> </p><p>There has also been significant recent private investment, such as Thermo Fisher Scientific’s £70 million expansion to provide sterile formulation and fill-finish for the Pfizer/BioNTech vaccine.</p> more like this

unstar this property answer text <p>The UK Government has consistently raised issues about Mr Johal's case with the Government of India on over 100 occasions, including allegations of torture and his right to a fair trial. Mr Johal's case was raised most recently by the Foreign Secretary with the Indian External Affairs Minister, Dr Subrahmanyam Jaishankar, in Delhi on 1 March. Consular staff visit Mr Johal regularly to check on his welfare and did so most recently on 7 March. Consular staff also continue to attend relevant court hearings in an observer capacity, most recently on 10 March.</p> more like this

unstar this property answer text <p>The parliamentary estate is largely heated by burning natural gas in boilers.</p><p>The Restoration and Renewal (R&amp;R) Programme will consider the energy source options for the Palace of Westminster in the long run. Under the Parliamentary Buildings (Restoration and Renewal Act) 2019, the Corporate Officers of the Houses have a statutory duty to have regard to the need to protect the environment and to contribute to achieving sustainable development in exercising their functions. Before R&amp;R commences a number of small projects have been completed to reduce natural gas consumption, including the replacement of steam boilers with more efficient condensing gas boilers for hot water and providing localised heating sources in some areas using air source heat pumps and local electric boilers.</p><p>A portfolio of projects known as the Commons Building and Infrastructure Portfolio (CBIP) is undertaking feasibility work for the majority of the remaining buildings on the Parliamentary Estate. This work is evaluating the use of electrically powered heat pumps to heat the buildings with natural gas boilers provided as an extra form of resilience.</p>
