unstar this property answer text <p>​The information requested is not held centrally.</p><p> </p><p>The department does not collect data on the number of speaking events blocked by a University or Students’ Union, books removed from university libraries and changes to courses due to changes in equalities guidance</p><p> </p><p>​As set out in a statement on 17 May, we do not believe that measuring free speech on campus by events that happen is sufficient, as this does not evidence self-censorship or those events that do not happen in the first place. We are committed to defending free speech on campus to avoid a culture of censorship which risks leading to those outcomes to which the question refers. Comprehensive guidance on Freedom of Speech for the higher education sector is due to be published by the end of the year.</p> more like this

unstar this property answer text <p>Al-Muhajiroun and National Action are proscribed under the Terrorism Act 2000. Membership is illegal and these groups should not be given a platform at universities.</p><p> </p><p>Universities have a legal duty to take reasonable steps to ensure freedom of speech, including for visiting speakers (under the Education Act (No 2) 1986). The government therefore, does not support blanket no-platforming of individuals or organisations who are legally exercising their right to freedom of speech; it is for universities to balance their legal duties on a case-by-case basis.</p><p> </p><p>The government’s position on this issue has been publicly stated on a number of occasions.</p> more like this

unstar this property answer text <p>As at 31 March 2017, there were 3,528 prisoners serving a sentence of Imprisonment for Public Protection (IPP). Of these, 542 were pre-tariff and 2,985 were post-tariff.</p><p> </p><p>Data concerning IPP prisoners is published in the quarterly offender management statistics: <a href="https://www.gov.uk/government/collections/offender-management-statistics-quarterly" target="_blank">https://www.gov.uk/government/collections/offender-management-statistics-quarterly</a></p><p> </p><p>Table 1 shows the number of prisoners serving IPP sentences at prisons in Wales. unstar this property answer text <p>Owing to the variability of work available to prisoners across over 100 individual prison establishments, it was not possible to undertake an impact assessment on the effect on the amount of work available to prisoners prior to the contracts being implemented.</p><p> </p><p>However, we have ensured that the contract with Carillion requires them to maximise the use of prisoner labour, subject to local security strategies agreed with the Governors for individual establishments. The specification for Prisoner Labour and Prison Industries in the contract requires Carillion to utilise as much prisoner labour in the delivery of services as was used prior to the contract coming into force.</p><p> </p><p>Under the maintenance contract Carillion are told how many prisoners are available for work on a daily basis and are required to provide the necessary support and supervision resource to oversee the work of the prisoners.</p> more like this

unstar this property answer text <p>The Working Links Community Rehabilitation Companies (CRCs) are continuing to provide services in accordance with their contracts and are being robustly managed by our contract management teams to make sure they fulfil their contractual obligations in relation to service delivery, reducing reoffending, protecting the public and providing value for money to the taxpayer. Nothing in the department’s contracts with the CRCs owned by Working Links has changed as a result of the sale.</p><p> </p><p>Due diligence investigations were carried out prior to the sale to make sure services will continue to be satisfactorily provided.</p> more like this

unstar this property answer text <p>G4S provide electronic monitoring hardware (tags and home monitoring units) under contract to the Ministry of Justice having ceased delivery of field services and monitoring operations in early 2014 when the contract was transferred to Capita. On 13th November 2017 a new contract with G4S for the supply of next generation electronic monitoring hardware devices was signed. The competition was fully in line with rigorous procurement regulations to ensure best value for the taxpayer. G4S was subject to stringent requirements throughout the process – including quality thresholds and financial standing. The hardware itself met strict technical specifications and was subject to a comprehensive testing regime. Capita continue to provide the field services and monitoring operations. Electronic monitoring is an important tool to improve supervision in the community and support offenders to change their lives. The contracts are subject to stringent specifications and the equipment has been rigorously tested to exacting performance standards. The Department has robust processes in place to monitor and manage contractors and will not hesitate to take action if standards fall short of those expected.</p>
