unstar this property answer text <p>The Government has concerns about allegations of mistreatment of Palestinian detainees and about Israel’s respect for its relevant obligations as an Occupying Power under applicable international law. While we have not made an assessment of the humanitarian needs of Palestinian detainees, a focus of UK human rights engagement is Palestinian minors in Israeli military detention, as we have concerns about the treatment of minors during arrest and interrogation. We have raised these concerns with the Israeli authorities on many occasions, and will continue to do so.</p> more like this

This enables us, collectively, to take further action to have maximum development impact and reach those most at risk of being left behind. The UK Government analyses information from various sources when assessing progress on SDG 5, including the United Nations annual Sustainable Development Goals (SDG) report. We also invest in and share research that improves our understanding of the challenges in meeting SDG 5 and what works in responding to these challenges. We work with partners, for example through the Organisation for Economic Co-operation and Development’s DAC Network on Gender Equality, to share analysis and identify common strategies for making progress towards achieving SDG 5.</p> more like this

DFID is supporting our UN partners to assess global progress on the SDGs accurately, by strengthening our data on vulnerable and marginalised groups. Our Data Disaggregation Action Plan, launched in early 2017, outlines our approach to ensuring we leave no one behind in our policy and programmes. This will strengthen our understanding of who, where and why people are at risk of being left behind. It will enable us to empower vulnerable and marginalised groups, and help to ensure they are included in assessments of progress and need, and in development policy and programming.</p> more like this

unstar this property answer text <p>​As I reiterated to the House on 9th January, the UK believes there is a need to make urgent progress towards a two-state solution and as such we continue to encourage a return to direct negotiations between the parties. The Foreign Secretary and I both discussed the UK’s unequivocal support for the two-state solution when we met Palestinian Foreign Minister Riyad al-Maliki in London on 8 January. In line with our long-standing position on Jerusalem, the UK voted in favour of a resolution on Jerusalem at the UN Security Council on 18 December, and the resolution at the UN General Assembly on 21 December.</p> more like this

unstar this property answer text <p>Demolitions of Palestinian homes and buildings, and evictions of the residents, cause unnecessary suffering to ordinary Palestinians, are harmful to the peace process and, in most circumstances, are contrary to international humanitarian law. According to the United Nations Office for Coordination of Humanitarian affairs, 97 structures were demolished or seized in the West Bank in the first quarter of 2018 (January-March), including homes and livelihood structures. The humanitarian effects include impact to children’s education, displacement, psychological distress and damage of livelihoods. The UK continues to make clear to the Israeli authorities our serious concerns over the demolitions and evictions of Palestinians from their homes.</p> more like this

unstar this property answer text <p>Building owners are responsible for funding fire safety measures in their buildings. If a local authority building owner considers a building to be unsafe, they will need to determine what measures are essential to make a building safe, based on expert advice and taking into account any recommendations or advice from the local fire and rescue service.</p><p>Local authorities should draw on existing resources to implement these measures. However, we will consider the removal of financial restrictions for local authorities where these stand in the way of essential work being done.</p><p>36 local authorities have contacted the Department regarding work to ensure fire safety in tower blocks. We have asked 9 of these authorities to provide more detailed information about essential works. So far, 2 authorities have provided this information and my officials are working with them on their requests.</p> more like this

The numbers in this publication do not represent an estimate of the tax revenue that would be raised if each tax was collected at the devolved level. This information is not available.</p><p> </p><p>Since 2014, the independent Office for Budgetary Responsibility have also published forecasts for tax streams that are expected to be devolved to the Welsh Government.</p><p> </p><p>The Wales Bill removes the requirement for a referendum before the Welsh Rates of Income Tax are introduced, allowing the Welsh Government to become more accountable to people in Wales by becoming responsible for raising more of the money it spends.</p> more like this

The Welsh Government’s apprenticeship programme is funded with support from the European Social Fund. Last month, HM Treasury announced that £128m, £133m and £138m will be allocated to Wales in the first, second and third years of the levy respectively. On top of this, the UK Government has committed additional funding for Wales of £13.7m in the first and £6.2m in the second year to ensure that Wales receives its fair share of any under spend that occurs in the adjustment period.</p><p> </p><p>Skills policy is a devolved matter in Wales, and therefore it is up to the Welsh Government to decide what proportion of this funding is allocated to apprenticeships and skills policy.</p> more like this

However, this Government is already taking actions to ensure a smooth transition to the new arrangements. The Chancellor announced in August 2016 that the Treasury will underwrite the payments of all successful bids for competitive EU research funding awards, even when specific projects continue beyond the departure from the EU. This applies to all UK partner organisations. This gives UK participants and their international partners confidence that they will have the funding necessary throughout the life of their Horizon 2020 funded project. Welsh organisations have attracted €66 million in Horizon 2020 funding between January 2014 and February 2017.</p><p> </p><p>The Government is committed to ensuring the UK remains a world leader in international research and innovation. ‘The United Kingdom’s exit from and new partnership with the European Union’ White Paper set out that the Government would welcome an agreement to continue to collaborate with our European partners on major science, research, and technology initiatives and we will approach the upcoming negotiations on this basis.</p>

However, the Government is already taking actions to ensure a smooth transition to the new arrangements.</p><p> </p><p>There may be European programmes, some of which may be partly but not wholly EU programmes, in which we may want to participate following EU Exit, and we will consider this as part of the negotiations.</p><p> </p><p>The Chancellor has announced that EU funding granted before we leave the EU will be guaranteed by the Treasury after the UK leaves. For projects signed after the 2016 Autumn Statement and which continue after we have left the EU, funding for projects will be honoured by the Treasury if they provide strong value for money and are in line with domestic strategic priorities.</p><p> </p><p>All European Structural and Investment Funds (ESIFs) projects signed or with funding agreements in place before the 2016 Autumn Statement, will be fully funded, even when these projects continue beyond the UK’s departure from the EU. This includes funding granted under the Ireland-Wales European Territorial Cooperation programme.</p><p> </p>

We are supporting community-based initiatives that challenge Daesh’s core communications and provide credible counter narratives.</p><p>The Prevent Programme is fundamentally about safeguarding and supporting vulnerable individuals to stop them becoming terrorists or supporting terrorism. It works best when delivered in partnership with communities. In the last year, we have considerably increased our programme of Prevent activity through our network of Prevent professionals.</p> more like this

unstar this property answer text <p>There is no single pathway to radicalisation for Islamist inspired, Far Right, or any other form of terrorism, and our radicalisation model applies to all forms of terrorism.</p><p> </p><p>The introduction of the Prevent Duty has embedded consideration of the risk of radicalisation in the day-to-day work of frontline statutory partners. It covers schools, colleges, universities, health, local authorities, police and prisons.</p><p><strong> </strong></p><p>142 community based projects were delivered in the UK in 2015/16 reaching over 42,000 participants. Over half of these projects were delivered in schools, aimed at increasing young people’s resilience to terrorist and extremist ideologies.</p><p> </p> more like this

unstar this property answer text <p>Since the vote to leave the EU I, as well as a number of ministerial colleagues, have visited ports in Wales to discuss a number of issues, including their operational readiness for our leaving the European Union.</p><p> </p><p>The Government is committed to ensuring that withdrawal from the EU is a successful and smooth process for all parts of the UK, and we are conscious that a significant proportion of the traffic at some ports is not currently subject to customs controls. We want to ensure that traffic continues to flow freely at all UK ports and airports, including Holyhead, Fishguard and Pembroke Dock, and we will seek to ensure that customs arrangements and mechanisms are as frictionless as possible, and that trade fluidity is maintained. Officials in the Wales Office and colleagues across Government are working with port operators and other stakeholders in Wales to support the smooth and orderly implementation of these new arrangements.</p><p> </p> more like this

In 2015, 14.2% of all services exported from Wales went to Asia, which is where the Office for National Statistics (ONS) categorises Middle Eastern countries in its service exports release. The ONS does not publish data detailing what percentage of the service exports that are sent to Asia go specifically to the Middle East.</p><p> </p> more like this
