	answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>In line with HM Treasury (HMT) guidelines, we are required to recover the full cost of providing all of the Foreign and Commonwealth Office's (FCO) consular services, including the provision of Emergency Travel Documents (ETDs). Fees introduced in April 2016 took account, for the first time, of the full cost of providing consular services and forecast income over the Spending Review period. Consular services are funded through income received from the Consular premium (£14.93 on each standard passport issued) and fees charged for specific services provided to British nationals abroad (for example, the issue of ETDs) and legalisation services provided in the UK. Fees are differentiated between types of service. The fee for providing any individual service is the same throughout the overseas network.</p><p>We conduct an annual review of consular fees to ensure that the fees charged are appropriate and reflect the costs of providing consular services. The costs attributed to providing consular services fluctuate from year to year depending on the overall cost to Government of operating the overseas network and how these are shared amongst the different Government Departments and FCO services using the platform. The Consular Fees Model then further allocates costs across four categories of service (providing assistance, ETDs, notarial acts and legalisation of documents). At Spring Budget 2017, my rt. hon. Friend Mr Chancellor of the Exchequer announced a package of support for pubs in England with their business rates. This provided a £1,000 discount to all pubs with a rateable value of less than £100,000. Claimants only move from existing benefits to Universal Credit through natural migration when they experience a significant change in their circumstances that triggers a new claim to benefit. Their entitlement is then calculated on the rules of their new benefit. This is a long-established principle which we maintain for Universal Credit.</p><p> </p><p>Subject to Parliamentary approval of the Managed Migration regulations, we will be spending £3.1 billion on transitional protections to ensure that no one loses out at the point of transition. This includes those currently receiving Severe Disability Premium (SDP). These regulations will prevent these claimants from moving over before the managed migration process, and provide financial protection for those who have already moved over.</p><p> </p><p>We do not hold data on all disabled people receiving all disability premiums that have moved onto Universal Credit; however, published data shows that of the 42,000 people who were on Employment Support Allowance (ESA) and started a claim on Universal Credit Full Service within one month of closing their claim between May 2015 and February 2018, 15,000 were on ESA (Income Related) with Enhanced Disability Premium (EDP) and/or SDP. 	answer	answer is ministerial correction date of answer 31/03/2016 answer text <p>Offenders managed under the statutory Multi-Agency Public Protection Arrangements and those who present a high risk of serious harm are managed by the National Probation Service (NPS), while medium- and lower-risk offenders are managed by the 21 Community Rehabilitation Companies (CRCs).</p><p>Risk is a dynamic factor, and in many cases the degree of risk presented by an offender will change during the course of his or her sentence. This includes modernising the estate and building new accommodation.</p><p> </p><p>We will modernise the prison estate, closing older prisons that are not fit for purpose and creating in their place high-quality, rehabilitative establishments. We have started to redevelop the prisons at Glen Parva (Leicestershire) and Wellingborough (Northamptonshire). We are building a new houseblock at Stocken prison (Rutland).
