We have always been clear that we want decisions about the future immigration system to be based on evidence and we are carefully considering the Migration Advisory Committee’s recommendations in its recent report, published 18 September, before setting out our plans.</p><p>We will publish a White Paper which will set out this future system later in the autumn. The statutory code of practice and published guidance for employers are clear that EU citizens can evidence their right to work by showing a passport or national identity card, and employers should continue to refer to these documents.</p><p>EU nationals may also use Home Office residence documentation as evidence of their right to work, but they are not currently required to do so. Even in the unlikely event of a no deal situation, this position will not change next March. As was the case with previous Administrations, it is not the Government’s policy to provide details of all such meetings.</p><p> </p><p>However, the SFO has assured me that it is actively reviewing material relating to the allegations, although it is not possible for me to go into detail nor is it appropriate for me to speculate on the possibility of a UK investigation. The SFO will consider whether there has been offending within our jurisdiction. This is why there has been a year on year increase in the total amount of financial penalties collected over the last four years. The amount of money collected has risen from £290m at the end of 2013/14 to a record of £310 million at the end of 2014/15. This is an increase of £20m (7%) in cash collection of financial impositions (excluding confiscation) compared to that collected in 2013/14.</p><p> </p><p>The table below shows the percentage of the value of fines that had been collected, cancelled or remained outstanding at the end of each of the last four financial years. Many of these impositions will have been paid since the end of the financial years stated.</p><p> </p><p>The ‘accounts cancelled’ percentage includes both administrative and legal cancellations. It is not possible to split the figures between the two types of cancellation.</p><p> </p><p>Administrative cancellations only take place in certain circumstances and after all attempts to collect the amount outstanding have been made. These circumstances include where the offender has died, where they have emigrated with no prospect of return, where the offender has been sent to a mental institution for 12 months or more or where the offender cannot be traced and there has been at least 12 months from the point of imposition. It should be noted that administrative cancellations can be re-instated if the prospects of recovery improve (where, for example, a new address is found).</p><p> </p><p>Legal cancellations occur after the case has been reconsidered by a judge or magistrate and further evidence has been presented. HMRC has issued 791 Notices of Underpayment (NoU) since 1 October 2013.</p><p> </p><p> </p><p> </p><p>The criteria on which appeals against naming are considered are that it would not be in the public interest, it would be a national security issue, or that the employer or their family would suffer personal harm.</p><p> </p><p> </p><p> </p><p>Not all employers who are issued an NoU since 1 October 2013 will be named. Employers must have owed arrears of over £100.
