unstar this property answer text <p>Although youth offending is down, reoffending rates are far too high and the care and supervision of young offenders is custody is not good enough.</p><p>That is why the Justice Secretary has asked Charlie Taylor to conduct a review of youth justice. He will report back later this year with recommendations on how to improve the treatment of young people in our care.</p><p> </p><p>The Table below is based on quarterly information provided to the Youth Justice Board by Barnardo’s and includes all safeguarding issues raised with a Barnardo’s advocate. When a safeguarding issue is raised with a Barnardo’s advocate, they will make a referral through the establishment’s safeguarding process, which is agreed with the Local Authority Designated Officer (LADO). The YJB monitors continually check whether referrals are being made when they should be. unstar this property answer text <p>There were 270 youth outstanding cases in magistrates' courts in Wales as at the end of September 2022. This includes any case involving a defendant under the age of 18 heard in the magistrates’ courts, not just those heard in the Youth Court. Cases involving young defendants are given priority, irrespective of the Court in which they appear, and youth cases are continually reviewed to ensure that they are progressed as quickly as possible.</p><p>At any one time, there will always be outstanding cases – those for which evidence is being prepared, for example. unstar this property answer text <p>All establishments holding young offenders (either “young adults”, who are aged 18-21, or “young people”, who are aged 15 to 17) are designated as young offender institutions. In 2017 there were three self-inflicted deaths of young adults, and no self-inflicted deaths of young people.</p><p> </p><p>There are no ‘juvenile wings of prisons’, as any site with a population that includes both adults and young people is designated as both a prison and a young offender institution. The only such establishment in the estate at this time is HMP/YOI Parc, where there were no self-inflicted deaths of young people (or of adults) in 2017.</p><p> </p><p>The safety and welfare of every young person in custody is our priority. That is why we are already investing in more front-line staff and building on our reforms to youth custody. We are expanding front-line staff capacity in public-sector YOIs by 20%, equating to over 120 new recruits. Since the creation of our youth justice reform programme last year, inspection reports have highlighted improvements in all the under-18 sites they have inspected, and we continue to drive forward these vital reforms so that we have safer, more rehabilitative young offender institutions.</p>

unstar this property answer text <p>Starring up is the term used to define the early transition process whereby young people under the age of 18 can be moved into the young adult estate prior to their eighteenth birthday. unstar this property answer text <p>The Government publishes quarterly statistics on deaths in prison custody and a more detailed annual breakdown, and both are available at:</p><p><a href="https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-june-2018" target="_blank">https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-june-2018</a></p><p> </p><p>The number of self-inflicted deaths in each establishment, including each young offender institution, can be seen in table 1.16 in Deaths in Prison Custody 1978 to 2017. However, as many establishments are designated as both prisons and young offender institutions, this does not reveal how many of the deaths were of young offenders.</p><p> </p><p>The number of self-inflicted deaths by age can be seen in table 1.6 of the same spreadsheet.</p><p>There were three self-inflicted deaths of young offenders aged 18 to 21 in 2017, the lowest number since 2012, and there have been no self-inflicted deaths of young offenders aged 15 to 17 since 2012.</p><p> </p><p>The Government takes very seriously its responsibility to keep prisoners safe, and we are committed to reducing the incidence of self-inflicted deaths and self-harm across the estate. This is why we have established a prison safety programme through which we are taking forward a comprehensive set of actions to improve safety in custody.</p>
