unstar this property answer text <p><ins class="ministerial">The Department for Digital, Culture, Media and Sport (DCMS) has had no such discussions. National Governing Bodies of Sport (NGBs) are not public bodies, and as such are not subject to the Freedom of Information Act. NGBs are typically independent, self-appointed organisations that govern their sports through the common consent of their sport. Transparency is an important principal of good governance, and is reflected in our Code for Sport Governance, with which all bodies in receipt of UK Sport or Sport England funding must now demonstrate compliance. </ins></p><p><del class="ministerial">The cross-Government sport strategy ‘Sporting Future’ set out our intention to encourage as many people and groups to enjoy sport as participants, spectators and in the workforce, including the LGBT community. It also includes a number of other actions to ensure that all under-represented groups can take part in sport and wider physical activity through a focus on local delivery, and working with people through volunteering, coaching and the sporting workforce. Our aim is to increase diversity among sporting organisations and help the sport sector to be more inclusive and welcoming to all.</del></p><p> </p><p><del class="ministerial">Government continues to work with Sport England and National Governing Bodies of sport, alongside organisations including Pride Sports, Stonewall, and Kick it Out on a number of anti-homophobia initiatives aimed at encouraging inclusion. In March, Sport England commissioned Pride Sports to produce a second in depth report on barriers to LGBT participation. This research on volunteering, provision and attitudes and behaviours has been completed, and Sport England is currently considering what actions they will take based on the findings.</del></p><p> </p>

unstar this property answer text <p>As with all funded sports, the Football Association is required to meet the obligations set out in Sport England and UK Sport’s funding agreements, which require appropriate safeguarding policies and procedures to be put in place and adherence to the Standards for Safeguarding and Protecting Children in Sport (the ‘Standards’) issued by the NSPCC’s Child Protection in Sport Unit (CPSU). The CPSU conducts an annual review of National Governing Bodies and reports back to ensure this funding condition is being met. During 2017, the CPSU has reported no concerns with the Football Association who continue to meet and maintain the advance Standards.</p> more like this

unstar this property answer text <p>DCMS is not aware of recent assessments of the financial viability of amateur sports clubs involved in cycling, rugby or football.</p><p> </p><p>It would be within the remit of NGBs (National Governing Bodies) to assess the financial viability of their affiliated clubs.</p><p> </p><p>The NGBs for cycling, rugby and football all have sections on their websites on the Community Amateur Sports Club (CASC) Scheme. The scheme was introduced in April 2002 and allows local amateur sports clubs to register with HM Revenue and Customs (HMRC) and benefit from a range of tax reliefs, including Gift Aid, where they meet qualifying conditions.</p><p> </p><p>A Club Survey was commissioned last year by Sport England to explore a number of issues including whether finances and funding are a cause for concern among clubs. The results are due at the end of February this year and Sport England would be happy to share the results of this survey in due course.</p><p> </p><p>As recommended in the government sports strategy Sporting Future, The new Sports Business Council is looking into how to maximise income potential across sport particularly in light of falling lottery receipts.</p><p> </p>

unstar this property answer text <p>Following a robust assessment process, on 20 December 2017 Sport England and UK Sport made a formal statement on the current levels of compliance with the Code for Sports Governance of the 58 national governing bodies (NGBs) of sport that they fund. UK Sport and Sport England are working with the other organisations that they fund to assess compliance against the Code and are now working to develop and embed an ongoing, risk-based approach for assessing whether organisations continue to be compliant over the longer term.</p><p> </p><p>The transparency expectations in the Code (Principle 3) place an onus on the funded organisation and emphasise the importance of providing clear and relevant information to stakeholders regarding the funded organisation’s decision-making and performance. One of the aspects of the Code is that organisations subject to it are expected to publish an Annual Governance Statement which should provide a summary of how the organisation in question is complying with the Code, including any areas that require action or improvement.</p><p> </p><p>We have been clear that compliance with the Code for Sports Governance is not a tick box exercise and that the sport and physical activity sector needs to make substantive and enduring changes to the way it approaches governance to secure lasting improvements.</p><p> </p><p>The Government has also been clear that organisations must continue to strive to embrace and live the values, cultures and behaviours that are at the heart of the Code, and that any organisations deemed at any stage to be non-compliant with the requirements of the Code are at risk of having their funding removed.</p><p> </p><p>We will continue to discuss with the leadership of Sport England and UK Sport in the coming months the effectiveness of the Code and the impact it is having within the sector.</p><p> </p><p> </p><p><strong> </strong></p>

unstar this property answer text <p>Government’s sport strategy ‘Sporting Future’, published in December 2015, noted that just 5.5% of elite coaches were from Black and Minority Ethnic (BAME) backgrounds, demonstrating that high performance coaching was not drawing its talent from the widest pool available. It commissioned UK Sport to review what steps could be taken to remove barriers to minority groups (and women) progressing into high performance coaching roles with a view to diversifying the talent pool and ultimately improving overall performance.</p><p> </p><p>UK Sport has since put a number of activities and processes in place to help increase the number of high quality opportunities for BAME coaches. For example their Elite Coaching Team works with role models to encourage other coaches to apply for relevant roles, and they work with Sporting Equals on data relating to BAME people, which forms part of the Sporting Equals' Leaderboard National Steering Group. One of the aims of this group is to develop and share toolkits that sports can use to help diversify their recruitment, and in particular recruit more BAME staff. UK Sport also use results from the sport-wide Culture Health Check to analyse emerging trends around equality and diversity issues, and they work closely with the Sports Councils’ Equity Group with Home Country Sports Councils to develop consistent approaches to equality and opportunities with national governing bodies.</p>

unstar this property answer text <p>I have been carefully considering the recommendation in Baroness Grey-Thompson’s Duty of Care in Sport review for the establishment of an independent sports ombudsman. As I stated during my appearance before the Digital, Culture, Media and Sport Select Committee in November 2017, I would like to consider the Committee’s report of their inquiry into sports governance before making any decisions about whether or how to take this recommendation forward.</p><p> </p><p>It is important that elite sports’ systems for dealing with concerns about athlete welfare are as effective as possible, regardless of whether any new service - be that an ombudsman or a different model - is developed. UK Sport have been proactive on this issue and are working to strengthen the existing systems, structures and responsibilities for dispute resolution within the high performance system.</p><p> </p> more like this

unstar this property answer text <p>I have raised the issue of costs to supporters with the football authorities but it is important to remember this is a matter for individual clubs. However I am pleased to hear of some excellent examples of clubs reducing ticket prices such as Coventry City and Doncaster Rovers - in line with the Football Supporters' Federation 'Twenty Plenty' campaign, and that Premier League clubs are also considering an extension of the Away Supporters' Initiative.</p> more like this
