This is due to the technical controls in place that prevent the forging of a GOV.UK email address (Sender Policy Framework and Domain-based Message Authentication, Reporting and Conformance).</p><p> </p><p>The responsibility for monitoring of fake emails using the GOV.UK suffix is not conducted centrally. The small cost to Government is mostly made up from proportions of time from members of staff within the National Cyber Security Centre and the Department for Digital, Culture, Media and Sport. This includes governance, technical oversight, policy development and contract management.</p><p> </p><p>The original start-up costs included an injection of investment from the Government's National Cyber Security Programme in 2014 of £766,000, but this does not include the staffing costs from the three departments which originally developed the scheme: GCHQ, the Department for Business, Innovation and Skills, and the Cabinet Office.</p><p> </p><p>The financial model for delivery of the Cyber Essentials scheme involves Government overseeing the governance, technical oversight, policy development and contract management of five industry Accreditation Bodies. The Accreditation Bodies are responsible for marketing the scheme along with their Certification Bodies and providing the certificates to those wishing to achieve certification. Any information that may lead to a breach of commercial sensitivity with our private sector suppliers would have a negative impact on the relationship between Government and its partners.</p><p> </p><p>We accept there is a general public interest in disclosure of information and we recognise that openness in government may increase public trust in and engagement with the government.</p><p> </p><p>These public interests have to be weighed against a strong public interest that policy-making and its implementation are of the highest quality and informed by a full consideration of all the options. It is important that government can work with partners to deliver a high quality service and maintain a high level of trust.</p><p> </p><p>Any information that may lead to a breach of commercial sensitivity would have a negative impact on the relationship between government and the identity providers. 	answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>The Cyber Accelerator programme is giving our innovative companies access to world class experts in government, academia and industry to ensure the UK is the safest place to go online and start a digital business. No estimate of the numbers of consumers who will benefit has been made, nor is one planned. This would be hard to do with accuracy.</p><p>The NCSC Cyber Accelerator, and London Office for Rapid Cyber Advancement (LORCA) work with companies to develop products and services that will enhance the UK’s cyber ecosystem, servicing the needs of national security and industry, as well as consumers.</p><p>In the past 18 months the first two cohorts of the NCSC Cyber Accelerator have raised more than £20 million in funding, and created 19 UK jobs. The Third cohort started in October 2018. The nine companies selected to take part in LORCA’s first programme started in July. 	answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>In order to establish the merits of storing government data with a contracted private sector cloud company, departments should use the <a href="https://www.gov.uk/government/publications/technology-code-of-practice/technology-code-of-practice" target="_blank">Technology Code of Practice </a>principles and follow the government <a href="https://www.gov.uk/guidance/government-cloud-first-policy" target="_blank">Cloud First policy</a>. Both of these policies provide clear guidelines of the things a department should consider, recognising that there is not one single solution for all departments.</p><p> </p><p>It is the responsibility of each government department to take risk-based decisions about their use of cloud providers for the storage of government data up to “OFFICIAL” level.
