star this property answer text <p>In our response to the call for evidence on improving the home buying and selling process, Government has committed to working with the National Trading Standards Estate Agency Team to strengthen enforcement of the existing regulatory framework for estate agents with a focus on ensuring all agents comply with consumer protection regulations. star this property answer text <p>Responsibility for the various stages of the Environmental Impact Assessment (EIA) process usually falls with the applicant or the local planning authority. However, the Secretary of State can either choose or be called upon to make a screening direction, which determines whether or not a certain development can be considered ‘EIA development’ and therefore subject to the EIA process.</p><p>Planning is a devolved issue and so the following figures relate to England only:</p><p>2015/16 – 78 screening directions were made, 13 determining that the development was EIA.</p><p>2016/17 – 60 screening directions made, 16 determining that the development was EIA.</p> more like this

star this property answer text <p>Tackling homelessness is a complex issue with no single solution, but we are determined to help the most vulnerable in society.</p><p>That is why we are providing over £1 billion up to 2020 to reduce all forms of homelessness and rough sleeping, and introducing the most ambitious legislative reform in decades through the Homelessness Reduction Act to ensure people get support sooner. In particular, we are supporting 84 projects through our Homelessness Prevention programme across a variety of areas, ranging from core cities, to coastal towns, to rural areas.</p><p>We are also providing £28 million to pilot Housing First in three major regions of England. The pilots will support some of the most entrenched rough sleepers off the streets and help them to end their homelessness.</p><p>The recently established Rough Sleeping and Homelessness Reduction Taskforce will first deliver a cross-Government strategy to halve rough sleeping by 2022 and eliminate it altogether by 2027. However, it will also drive action to reduce wider homelessness and will have within its remit issues such as prevention and affordability.</p><p> </p>

star this property answer text <p>The Government believes it is important that people who require accessible housing are given the right level of priority under a council's allocation scheme, and that councils and social landlords are able to make the best use of affordable housing in their area, including accommodation which is accessible or has been adapted. That is why, through the Localism Act 2011, we have retained the statutory reasonable preference requirements which ensure that priority for social housing is given to those who need to move on medical and welfare grounds (including grounds relating to a disability).</p><p>We recognise that accessible housing registers can be useful, and we are aware that some councils have incorporated such an approach into their lettings system, and in London there is a city-wide London Accessible Housing Register (https://www.london.gov.uk/what-we-do/housing-and-land/renting/london-accessible-housing-register).</p><p>My department regularly discusses the housing needs of disabled people with local authorities and the housing sector.</p><p />

star this property answer text <p>The 2015 Spending Review confirmed a historic four year settlement for local government, including making councils responsible to local people for their financing, rather than central government. It delivers a long-held ambition for councils to be financed from locally raised resources. And it means that by the end of this Parliament, councils will benefit from 100 per cent business rates retention – something they have been calling for, for over a quarter of a century.</p><p>It is a settlement which has been subject to extensive consultation, including with the Local Government Association, which welcomed the offer of a four year planning horizon. A range of additional funding flexibilities were sought during the consultation, especially on fees for planning and licensing.</p><p>In February 2016, proposals were outlined to link future increases in councils’ fees for processing planning applications to performance in terms of speed and quality of decisions.</p><p>By the end of this Parliament, local government will be able to retain 100 per cent of local taxes, including up to £13 billion of revenue from business rates, to spend on local government services. In order to ensure that the reforms are fiscally neutral, these new powers must come with new responsibilities, as well as phasing out grants from Whitehall. The government is working closely with the Local Government Association to design the reforms.</p>
