star this property answer text <p>Following the United Kingdom National Screening Committee’s (UK NSC’s) meeting in February 2017, the Department accepted the UK NSC’s recommendation that a population-based screening programme for Group B Streptococcus (GBS) carriage should not be offered. This is because there is insufficient evidence to demonstrate that the benefits to be gained from screening would outweigh the harms. star this property answer text <p>In the autumn Budget the Government allocated £337 million available immediately, to allow trusts to improve resilience this winter. The package includes more hospital beds, community services, mental health services and urgent general practitioner appointments to manage the expected rise in demand.</p><p> </p><p>The Government expects National Health Service trusts to ensure they have the right staff, with the right skills in place at the right time including during statutory holiday periods. The National Quality Board for England has issued guidance to support trusts as they discharge this responsibility through their own local processes.</p><p> </p><p>NHS Improvement issued rostering guidance in 2016, identifying best practice in this area. The document is available at:</p><p> </p><p><a href="https://improvement.nhs.uk/uploads/documents/Rostering_Good_Practice_Guidance_Final_v2.pdf" target="_blank">https://improvement.nhs.uk/uploads/documents/Rostering_Good_Practice_Guidance_Final_v2.pdf</a></p><p> </p><p>In many cases, the Christmas holidays are the most challenging and trusts often have additional policy to ensure that during this period additional leave is not agreed.</p><p> </p><p>Appropriate staffing levels are a core element of the Care Quality Commission’s registration regime and the Chief Inspector of Hospitals can also take action if hospitals are found to be compromising patient care by not having the right number or mix of staff on wards.</p>

star this property answer text <p>It is in the first instance for employers to ensure that the workloads and working patterns of all staff are appropriate.</p><p> </p><p>The Department is supporting the National Health Service in reducing workload related strain on all staff including doctors in hospitals through its mandate with NHS England which has a “Commissioning for Quality and Innovation” (CQUIN) incentive programme<sup>1</sup> to improve staff health and wellbeing, and publishes the annual NHS Staff Survey.</p><p> </p><p>NHS England’s CQUIN programme should encourage trusts to, where appropriate, introduce new services for employees to give them the support they need including quicker access to mental health and musculoskeletal services.</p><p> </p><p>The NHS Staff Survey<sup>2</sup> asks staff a range of questions about their health and wellbeing which helps trusts benchmark against their peers to help inform local improvement plans.</p><p> </p><p>The Department also commissions NHS Employers<sup>3</sup>, who are working with NHS England, NHS Improvement and Public Health England to help the Service tackle the causes of workload related strain including reducing the likelihood and impact of resultant illnesses through advice, guidance and good practice as well as tools and resources for trusts to use.</p><p> </p><p>National terms and conditions for hospital doctors include provisions on managing work: through job plans for consultants, associate specialists and specialty doctors; and work schedules for doctors and dentists in training. There are limits on working hours in legislation; there are stronger contractual limits in the 2016 contract for doctors and dentists in training and all trusts were required to review and, where needed, redesign rotas to ensure compliance with those limits. There are strong safeguards in place for doctors and dentists in training through a system of exception reporting, with oversight by Guardians of Safe Working Hours and Directors of Medical Education reporting to trust boards. star this property answer text <p>Decisions about how cleaning is managed and delivered on the National Health Service estate in England are made locally.</p><p> </p><p>Hospitals must have an effective local pest control policy to ensure that buildings are kept clean and safe for patients. Patient satisfaction with the cleanliness of hospital wards, toilets and bathrooms is measured via the Care Quality Commission’s in-patient and accident and emergency department surveys.</p><p> </p><p>Cleanliness is also measured via Patient Led Assessments of the Care Environment (PLACE). The aim of PLACE is to provide a snapshot of how an organisation is performing against a range of non-clinical activities that impact on the patient experience of care. The assessment of cleanliness covers all items commonly found in healthcare premises including patient equipment; baths, toilets and showers; furniture and other fixtures and fittings.</p> more like this

Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006-07) and changes in National Health Service practice. For example, changes in activity may be due to changes in the provision of care.</p><p> </p><p><sup>5</sup>Provisional data</p><p>The data is provisional and may be incomplete or contain errors for which no adjustments have yet been made. Counts produced from provisional data are likely to be lower than those generated for the same period in the final dataset. This shortfall will be most pronounced in the final month of the latest period, i.e. November from the (month 9) April to November extract. It is also probable that clinical data are not complete, which may in particular affect the last two months of any given period. There may also be errors due to coding inconsistencies that have not yet been investigated and corrected.</p>
