If the listed asset comes up for sale, local community groups can ‘pause’ the sale for a period of time in order to raise the finance to make a bid to buy it.</p><p> </p><p>In February, the Department held a green spaces seminar to explore barriers to pursuing innovative solutions to protecting green spaces and to consider what actions central government might usefully take to help remove some of these. The National Trust attended this seminar and presented the approach they are exploring in partnership with Sheffield City Council to create an endowment fund for the city’s parks. We supported the ‘Unremembered Project’, which recognised the contribution made by labour corps from across Asia, Africa and the Caribbean, and this included a focus on the Chinese Labour Corps. We also supported the Meridian Society to work in schools and communities to highlight the almost 100,000 men recruited by Britain to provide essential logistical support in Europe. Currently, we are also supporting the <a href="http://ensuringweremember.org.uk/" target="_blank"> ‘Ensuring We Remember</a> ’ campaign, to create a permanent memorial in central London, to be unveiled in 2019. 	answer	answer is ministerial correction date of answer 28/02/2019 answer text <p>The Government recognises the importance of local funding for support services for vulnerable people including those over 55.</p><p>The funding for housing related support services is subsumed within the local government finance settlement. This funding was ring-fenced until 2009, when the ring-fence was removed thus allowing all local authorities to manage funding according to local priorities. It is up to local authorities to decide which services they wish to fund.</p><p>We are currently undertaking a review of housing related-support, to help us better understand how housing and support fit together. The review will give us a fuller picture into how housing-related support is provided for supported housing across England.</p><p>The Disabled Facilities Grant (DFG) can also support all eligible, including older, people to adapt their homes, to make them safe and suitable for their needs. Since 2012-13, the Government has invested more than £2.2 billion into the Grant, providing around 280,000 adaptations by the end of 2018-19. The grant has more than doubled from £220 million in 2015-16 to £505 million in 2019-20. As outlined in the Government response to the consultation on Electrical Safety in the Private Rented Sector, published on 29 January 2019, we are now working with industry to produce guidance for landlords setting out the skills and qualifications relevant to determining competence of those carrying out electrical inspections. 	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>In the Government’s Clean Air Strategy 2019, we committed to consulting on changes to standards in Part F (ventilation) of the Building Regulations, as part of our 2019 consultation on the Building Regulations’ energy efficiency standards. The statutory guidance for Part F (Approved Document F) describes how buildings in urban areas should be designed to reduce the intake of pollutants. In this review we are using the latest evidence on indoor air quality to inform ventilation standards.</p><p>The Future Homes Standard will be implemented through an uplift to the Building Regulations, subject to consultation. Minister's have engaged with the APPG for Healthy Homes and Buildings, following the publication of their White Paper in October and have noted the Paper’s recommendations. We will continue to engage with the APPG and related stakeholders as we develop policy to build their views into policy. The Department has seen the number of private rented homes failing to meet the Decent Homes Standard fall 15 per cent since 2010 – a record low. <br> <br> We have also seen the number of social homes failing to meet the Decent Homes Standard decrease significantly. Our Department has also dedicated a chapter in The revised National Panning and Policy Framework includes a dedicated chapter on the creation of healthy and safe places. 	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Department has seen the number of private rented homes failing to meet the Decent Homes Standard fall 15 per cent since 2010 – a record low. We have also seen the number of social homes failing to meet the Decent Homes Standard decrease significantly.</p><p>Local authorities have powers under the Housing Act 2004 to review the Private Rented Sector stock and to tackle poor rented property conditions which may impact peoples’ health. They must take enforcement action where the most serious (category 1) hazards are present - this is usually assessed through the Housing Health and Safety Rating System (HHSRS).</p><p>In October 2018 the Government launched a scoping review to consider whether the HHSRS should be updated and, if so, to what extent. This review has now reported, and I announced that there will be a comprehensive overhaul of the HHSRS to begin later this year.</p><p>In addition, the Homes (Fitness for Human Habitation) Act, which came into force on 20th March 2019, empowers tenants to take their landlords to court if they fail to address health and safety hazards. <br> <br>We have also launched the Social Housing Green Paper which asks if we should consider what constitutes a decent home.</p> answering member constituency South Derbyshire answering member printed Mrs Heather Wheeler question first answered 24/07/2019 16:41:15 answering member 4053 label Biography information for Mrs Heather Wheeler
