	answer	answer is ministerial correction date of answer 15/06/2016 answer text <p>The 2015 Spending Review confirmed a historic four year settlement for local government, including making councils responsible to local people for their financing, rather than central government. It delivers a long-held ambition for councils to be financed from locally raised resources. And it means that by the end of this Parliament, councils will benefit from 100 per cent business rates retention – something they have been calling for, for over a quarter of a century.</p><p>It is a settlement which has been subject to extensive consultation, including with the Local Government Association, which welcomed the offer of a four year planning horizon. A range of additional funding flexibilities were sought during the consultation, especially on fees for planning and licensing.</p><p>In February 2016, proposals were outlined to link future increases in councils’ fees for processing planning applications to performance in terms of speed and quality of decisions.</p><p>By the end of this Parliament, local government will be able to retain 100 per cent of local taxes, including up to £13 billion of revenue from business rates, to spend on local government services. In order to ensure that the reforms are fiscally neutral, these new powers must come with new responsibilities, as well as phasing out grants from Whitehall. Planning guidance includes the use of buffer zones in the determination of planning applications for hydrocarbon extraction, including from shale. That is why, since 2010, we have invested over £1 billion into the disabled facilities grant, providing around 250,000 adaptations to disabled people's homes. The Department for Communities and Local Government does not collect specific information on the number of disabled people offered assistance for the installation of a chair lift in their home. We introduced £1.4 billion of support for business rate bills in 2015 – 16 in England. The Autumn Statement 2015 also announced continuation of the doubling of Small Business Rate Relief in 2016 - 17, providing help for 600,000 rate payers, with 400,000 paying nothing at all. We are also committed to reviewing the future structure of Business Rates, to report before Budget 2016.</p><p>We are also bringing forward sensible planning changes to allow business to respond flexibly to changing market conditions and are taking action to tackle over-zealous parking practices. We have reviewed the role and power of Business Improvement Districts, and are taking forward changes that will mean that they can become more involved in local decisions that affect their area.</p><p>We have also run the Great British High Street Awards since 2014, which has championed the hard work of local businesses and communities around the country. With nearly 200,000 votes cast in the public voting element in the 2015 Awards, the competition proves how much local people cherish our high streets. We will continue to showcase best practice from the Awards.</p><p>The Future High Street Forum is a joint partnership between government and the retail, leisure and property industries.
