star this property answer text <p> </p><p>As announced at the Autumn Statement, the Government has introduced in England a £1 billion package of business rates support for 2014-15. That includes the continued doubling of Small Business Rate Relief for a further year which we estimate will support 540,000 businesses. The Localism Act has also made it easier for small firms to claim the rate relief to which they are entitled. This support builds on the £11 billion a year of tax cuts this government has announced to corporation tax, employer National Insurance Contributions and fuel duty.</p><p>Business rates in Northern Ireland is a matter for the Northern Ireland Assembly.</p><p> </p> more like this

star this property answer text <p>In publishing our new planning guidance in March, we took the opportunity to make clear to local councils the factors they should consider in relation to solar farms. These include making effective use of brownfield land and steering proposals away from good quality agricultural land. We also underlined that visual impacts need particular attention.</p><p> </p><p>To help focus these developments on brownfield sites, we are consulting on increasing the amount of solar that can be installed on commercial and industrial buildings without the need for a planning application.</p><p>This Department does not gather statistics on the number of planning applications for solar energy developments by land use type. However, the Department of Energy and Climate Change's Renewable Energy Planning Database (RESTATS) includes information on a range of renewable energy projects above 0.01 megawatts, including applications for solar energy developments. The database tracks the progress of potential new projects from inception, through planning, construction and operational stages, and can be accessed at:<br><br>https://restats.decc.gov.uk/cms/planning-database</p>

If the listed asset comes up for sale, local community groups can ‘pause’ the sale for a period of time in order to raise the finance to make a bid to buy it.</p><p> </p><p>In February, the Department held a green spaces seminar to explore barriers to pursuing innovative solutions to protecting green spaces and to consider what actions central government might usefully take to help remove some of these. The National Trust attended this seminar and presented the approach they are exploring in partnership with Sheffield City Council to create an endowment fund for the city’s parks. This work is being pursued as part of the £1 million Rethinking Parks project initiated by Nesta, Heritage Lottery Fund and the Big Lottery.</p>

Their analysis and estimates for the sector are based on data the Department has purchased from the Council of Mortgage Lenders. This is a private database with commercial in confidence data.</p><p> </p><p>Officials in my Department also have a wide range of meetings with lenders (both professional bodies such as Council for Mortgage Lender and Building Society Association) to monitor the buy to let market.</p> more like this

star this property answer text <p>The Government is committed to helping hard working families meet their aspirations to own their own homes and it is a priority to increase the provision of affordable housing available to first time buyers. <br>We have exceeded expectations over the last five years in delivering affordable homes, with more than 260,000 delivered since April 2010.</p><p>We are committed to deliver a further 275,000 new affordable homes by 2020. This is well under way with over £1bn of the 2015-18 affordable homes programme already allocated to deliver new affordable homes across the country.</p><p>Shared ownership is an integral part of this programme and helps those who may be otherwise priced out of the market to get a foot on the property ladder. Between April 2010 and March 2015 we delivered 41,000 new shared ownership homes.</p><p>Through shared ownership and the Government’s commitment to build 200,000 Starter Homes by 2020, we are on track to help thousands of families achieve the dream of home ownership for the first time.</p>

star this property answer text <p>This Government is committed to increasing opportunities to help people achieve the aspiration of home ownership. Almost 270,000 people have been helped to buy a home since 2010 using government-backed schemes. In the Autumn Statement we announced that the Help to Buy: Equity Loan scheme will be extended for five years to 2021 with £8.6 billion of additional funding. This will assist the sale of up to 145,000 more new-build homes. We will also launch London Help to Buy in early 2016, increasing the equity loan in London from up to 20% to up to 40%, in recognition of the specific affordability issues resulting from higher house prices in the capital.</p><p>The Autumn Statement also confirmed a total of £8 billion for over 400,000 affordable homes, including £4.1 billion for 135,000 new Shared Ownership homes. This also includes delivery of 200,000 Starter Homes at a 20% discount for young first time buyers, with £2.3 billion committed to supporting these. As well as reinvigorating the Right to Buy in 2012, we have secured a historic deal with housing associations to give their tenants the opportunity to buy their home with an equivalent discount to the Right to Buy.</p>

star this property answer text <p>The Government believes that democratic institutions make the best decisions when they have a mix of people with different skills, backgrounds and experiences, from right across the country. The Government implemented section 106 of the Equality Act, which makes it possible to require registered political parties to publish anonymised data relating to the diversity of their candidate selection. This is a voluntary approach, which provides greater transparency over candidate selection. It is for political parties to ensure that they have a wide range of candidates to stand for elections.</p><p>We have supported and promoted mentoring schemes and internships at local and national Government level to open up political life to black, Asian and minority women and disabled people. Schemes such as the ‘Be a Councillor Campaign’ run by the Local Government Association encourage candidates from all walks of life to come forward and represent their local community.</p> more like this

star this property answer text <p>The Government recognises that retail businesses are a vital part of high streets and is committed to supporting and promoting them. We introduced £1.4 billion of support for business rate bills in 2015 – 16 in England. The Autumn Statement 2015 also announced continuation of the doubling of Small Business Rate Relief in 2016 - 17, providing help for 600,000 rate payers, with 400,000 paying nothing at all. We are also committed to reviewing the future structure of Business Rates, to report before Budget 2016.</p><p>We are also bringing forward sensible planning changes to allow business to respond flexibly to changing market conditions and are taking action to tackle over-zealous parking practices. We have reviewed the role and power of Business Improvement Districts, and are taking forward changes that will mean that they can become more involved in local decisions that affect their area.</p><p>We have also run the Great British High Street Awards since 2014, which has championed the hard work of local businesses and communities around the country. With nearly 200,000 votes cast in the public voting element in the 2015 Awards, the competition proves how much local people cherish our high streets. We will continue to showcase best practice from the Awards.</p><p>The Future High Street Forum is a joint partnership between government and the retail, leisure and property industries. It is leading an ambitious programme of work, including looking at town centre restructuring and the digital high street, to support town centres to meet the changing needs of today’s consumer<strong>. </strong></p>
