star this property answer text <p>Providing more homes for older people is vital to support an ageing population. Offering older people a better choice of accommodation can help them to live independently for longer and help reduce costs to social care and the health system. Our proposals, set out in the White Paper<strong> ‘</strong>Fixing our broken housing market’, underline our commitment to do more to provide the homes we need for all in our society, including for older and disabled people. In the White Paper we also recognised and committed to explore the barriers for older people moving at the right time to the right property, to build on evidence to deliver outcomes that are best for older people, including finding sustainable solutions and explore ways to stimulate the market to deliver new homes for older people.</p><p>We also published, in July 2018, the new version of the National Planning Policy Framework, which expressly requires local plans to include a detailed needs assessment for housing our older and disabled populations. We will shortly be publishing further guidance to help councils put these policies in place.</p>

star this property answer text <p>In the revised National Planning Policy Framework, we strengthened policy to create a clear expectation that all local authorities have policies in place for addressing the housing needs of older people. All plans submitted to the Planning Inspectorate after 24 January 2019 will need to comply with the revised Framework. We will publish new planning guidance shortly that will provide advice to authorities about implementing this policy. The number of authorities with their own detailed planning guidance on the provision of specialist housing for older people is not recorded.</p> more like this

star this property answer text <p>The Government recognises that the provision of high quality,impartial, information and advice in England is an important service which older people, and their relatives and carers should have access to in order to make informed choices. The Department of Health and Social Care has set out that one of the key principles that will guide thinking ahead of the Social Care Green Paper is control. This involves ensuring that individuals and families have the ability to direct the support they receive, the autonomy to lead the lives they want, and access to reliable information.</p><p>On 28 March, we announced our plans to implement the majority of the Law Commission’s recommendations to reform event fees in leasehold retirement properties. One of the key requirements of these recommendations is a statutorily backed requirement to ensure consumers have the necessary information to make an informed choice when purchasing their retirement property.( <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-03-28/HCWS1466" target="_blank">https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-03-28/HCWS1466</a>)</p><p>My Department published the revised National Planning Policy Framework in July 2018 and this specifies that local planning authorities are expected to have planning policies which identify the size, type and tenure of homes needed for different groups in the community including older people. We will shortly be publishing further guidance to help councils put these policies in place. My Department, together with Department of Health and Social Care, also grant funds new supply of supported housing (with 34,000 new units delivered since 2011) including for older vulnerable people. With our announcement last year that funding for housing costs for supported accommodation would continue to be paid through Housing Benefit, we are putting in place the right funding and oversight environment which will give confidence to investors and to the sector, to continue to develop new supply of supported housing.</p>

star this property answer text <p>The Ministry of Housing, Communities and Local Government has not had discussions with local councils on grants for Easter community events held in or by churches. More broadly, the Department encourages local authorities to consider supporting local community events. This includes the MHCLG-funded Near Neighbours programme which provides small grants to local communities to encourage people to come together to break down barriers, including funding events centred around a religious festival.</p> more like this

star this property answer text <p>The Government recognises the importance of local funding for support services for vulnerable people including those over 55.</p><p>The funding for housing related support services is subsumed within the local government finance settlement. This funding was ring-fenced until 2009, when the ring-fence was removed thus allowing all local authorities to manage funding according to local priorities. It is up to local authorities to decide which services they wish to fund.</p><p>We are currently undertaking a review of housing related-support, to help us better understand how housing and support fit together. The review will give us a fuller picture into how housing-related support is provided for supported housing across England.</p><p>The Disabled Facilities Grant (DFG) can also support all eligible, including older, people to adapt their homes, to make them safe and suitable for their needs. Since 2012-13, the Government has invested more than £2.2 billion into the Grant, providing around 280,000 adaptations by the end of 2018-19. The grant has more than doubled from £220 million in 2015-16 to £505 million in 2019-20. The DFG is ring-fenced ensuring local authorities are providing necessary adaptations and not re-purposing it elsewhere.</p>
