	answer	answer is ministerial correction date of answer 05/12/2016 answer text <p>The Parliamentary e-petitions site is jointly owned by the Government and the House of Commons, therefore any assessment of potential changes to the system would have to be agreed between the Government and the House.</p><p>I have not had any discussions to assess such changes to the e-petitions system, however the hon. Member may find it reassuring to know that all petitions submitted are moderated by the staff of the Petitions Committee before being published and opened for signing by the public. The Committee staff ensure that all petitions adhere to the agreed standards which are clearly displayed on petition.parliament.uk. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops. I last spoke with the Zimbabwean Foreign Minister Moyo on 8 June and raised my serious concerns about the situation in Zimbabwe.</p><p>The UK Government is clear that the responsibility for compensating those that lost their farms during Robert Mugabe's fast track land reform programme lies wholly with the Government of Zimbabwe. I am concerned that the recent compensation deal signed between the Government of Zimbabwe and representatives of farmers seeking compensation is unlikely to be deliverable given the chronic economic situation in Zimbabwe. In 2017 2,535,000 tonnes were produced, in an unusually good agricultural season. In 2018, this dropped to 1,937,000 tonnes. The current season has been negatively affected by economic crisis and poor rainfall. Ahead of the 2018 elections, it is essential that reforms are made to the Zimbabwean electoral system, including strengthening the independence of the Zimbabwe Electoral Commission and removal of unconstitutional legislation which restricts democratic activity and human rights. With the Department for International Development, the FCO is working through a multi-donor programme to improve access to justice, media and information freedom and to improve the electoral environment in advance of the 2018 elections. 	answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>The female mosquitoes responsible for Zika virus transmission are not native to the United Kingdom and it is considered highly unlikely they could survive the current UK climatic conditions long enough to become established. The risk to public health posed by Zika virus is, therefore, very low and no greater than the risks posed by other mosquito-borne infections, such as malaria, for example.</p><p> </p><p>Public Health England monitors various insect vectors (in particular, mosquitoes) in the UK through surveillance projects that it runs in collaboration with a range of organisations across the UK. In England, detection of an invasive species considered to pose a threat to the UK would trigger the use of appropriate control measures.</p><p> </p><p>In addition, the Government is ensuring UK residents travelling to countries with active Zika transmission are encouraged to take measures to minimise the risk of being bitten by mosquitoes, for example through the use of insect repellent.</p><p> </p><p>Up-to-date travel advice is in place, and clinical advice is available to UK medical professionals.
